In the 1773 and 1795 scenarios the chinese capital seems to have moved to another province, as illustrated by these extracts from the scenario files:

but as far as i caan see the chinese capital never moved in this period, as illustrated by this encyclopedia brittanica extract:

...the third Ming emperor, however, restored it as the Imperial seat of the dynasty and gave it a new name, Peking ("Northern Capital"). Peking has remained the capital of China except for a brief period (1928-49)

A bug? or just someone wanting to give china a coastal capital?

Yong Le (r. 1402-1424), the third Ming Emperor, moved the capital of China back to Beijing in order to fortify Northern China against the continuing threat of the bellicose Mongols ... Since then, with only minor interruptions, the Forbidden City has served as an exclusive seat of government.

Interesting how the population of 649;Hebei declined between 1617 and 1700 - looks like a typo to me.

But I notice in the MCH events file is one that moves their capital to 649;Hebei, but it is in 1644 and only if they own the province of course.
