All of your fleets get tied up in battle so you have no defense they temproarly put out ships to get the troops moving.
Surprise naval invasions happened IRL so it's good they happen in game also. For example, Hitler thought Overlord would land in Calais, not in Normandy. I am not saying "the Germans" in general, since for Rommel and von Rundstedt it was not a surprise.

Since Gotterdamerung, I've tried to hold Norway as France, using my Navy, in an effort to mess with their Economy of Conquest. However, the Norwegian AI sents most of its divisions to garrison the Maginot Line, and eventually some Germans manage to land in empty Oslo. Then, since they have military access through Sweden, they zipper their way north up the border till a whole army group is in there.
I thought you couldn't attack through a neutral country you had military access with.
You can't. But if you control territory on the border (i.e., just invaded Oslo and its state) then you can move from Sweden to Occupied Norway.

This can happen if:
- there is a blip in naval superiority (such as due to your ships moving slightly out of range for a few ticks) which allows AI to launch. This is more frequently abused by players themselves lol, but can be stupidly annoying when you do a proper naval run and become the target of this despite defeating AI navies.
- there is a bug (typically happens when you've just captured something) that if there were enemy divisions en route to that port right now, they will not reroute when it is occupied, and as such their disembarking will morph into an invasion attempt when they reach their destination. This is pretty common when you capture high traffic ports so I have a habit of manually fallback-lining a separate unit on a port whenever I invade anything important.
- there is also a more general case bug that manually halting transported divisions while at sea will allow to offload them anywhere. At any rate IIRC it can only target friendly territory, and I'm not sure AI can stumble its way into doing this.
- my final guess (also a possible bug), judging from the fact that enemy divisions here are nearly 0 strength, is that they were slaughtered in a convoy raid elsewhere and AI decided to halt whatever they were doing and retreat them elsewhere, which for some reason targeted your port.
