This has been by far the most annoying achievement I have ever tried to get, twice. First time I tried, I had global happiness at 96 percent. 7 years, no achievement. 150k people. Took forever for days to go by, so, I got a few other achievements, and figured I would try again.
Today, same city, now only 15 k people (at one point this city had 240k), 5 million in the bank. Started with happiness at 97 percent in april 2040. (99-100% res, 86-89% comm, 100% office, 98-100% industry). Bar on the global shows around 98 to 99%, never dropping lower. It is the beginning of 2048. No achievement. What am I missing? 7 years, and my bank went from 5 mil to 200k, yet no achievement.
Achievements ability is ON.
There are no mods, as I only play it on the Xbox one.
