There are no cars, pedestrians or stop signs but cars often stop before continuing, creating big traffic jams.

I noticed this several times in previous versions but it was rare. But it's now happening in the latest version with all dlc.

Your nodes are too close. Move the monorail junction so that its off road to start, then remove close junctions and traffic will flow better

As per previous post, it can happen when nodes confuse the mechanics, I would recommend you replan and rebuild that road layout. Perhaps put a tiny roundabout and the monorail through the middle or off the road completely...
