I first noticed this yesterday after the free update. I created an ore industry in an already existing save. The ore mines only exported the ore and didn't deliver to the grinding mills or the ore storage. The ore storage was set to balanced, but was continously importing ore, even after 100% was reached. At first my other industries were behaving as normal, but these too then started displaying the same behaviour.

I created a new save and started a farm industry. 3 farms, a small pasture and a small grain silo. As you can see from the attached screenshot, what happened next renders the game unplayable.

The farms only export, the grain silo thinks it has an infinite storage capacity. All of those trucks are delivering grain even though the silo is already full.

I have all of the DLC's and CCPs along with the latest version of the game.

I posted this just now in the main forum:

I've worked out what's happening with this and how to prevent it.
When you place your first storage building, for some reason it automatically imports raw resources until completely full (and more in most cases). If set to balanced, this means as soon as that threshold is met (70% ish), the storage building automatically exports the raw material, meaning there are usually no vehicles left to deliver to the processing buildings so they have to import, and the extractor buildings can't deliver to storage because they are full, so they have to export. This causes absolute chaos.

What I've found is, if you create an industrial area and place only the storage building (along with the admin building), this whole import/export business can be avoided - at least after the initial madness. The storage gets filled, so they start to export. As soon as it gets to around the balanced mark, it stops and there will be vehicles available to deliver. Then you can place your extractors and processors and the crazy import/export circus stops.

Pre-patch, the initial storage building got maybe 10 trucks worth of imports at the beginning and that was that. Now, the building gets filled with imports and this causes major issues, as described.
