5. Can you replicate it, if so, please explain how
Suddenly no more notifications appear. One moment it was still working and suddenly you hear that anomalies have been found, for example, but no notification appears in the bar at the bottom. This applies to almost everything. Incoming messages are not displayed. Archaeological sites are not displayed. Almost everything is missing. Only if nothing is researched for more than a month will a notification appear and when a leader can learn new traits.

6. Does this happen on all saves or just specific ones?
Yes, I have tried it several times

7. What steps have you taken to try and solve this yourself (reinstall, Google error code etc)?
Reinstall

I have checked that. I have reset the settings, but most of the notifications still don't appear. Anomalies, system explored, research completed, messages from others, construction project completed and more

same happened to me in middle of a new play. I did reset settings, deleted cache, deleted game.
Game breaking bug.
Can't continue playing while receiving sound notifications, but can't take any actions to diplomacy and other events.
Started a new game to test and the notifications show up, so it looks like a corrupted data in save.
Please fix it before christmas
 
same issue, console & troubleshooting steps taken.

I do have toast alerts disabled. Also, do see some notifications such as the no tech selected for research one and resources full. But they seem delayed or at least it seems that way. Could just be because no others are showing.

Pure speculation, maybe something to do with new galaxy types?
