If you give Maximum Law enough metadata you will receive a mail from Stranger Bao about an urgent problem: Maximum Law is gossiping and needs to be silenced.
If you hit the threshold before any other mission (e.g. "The Extraction") you will be able to talk to Strangler Bao and Maximum Law to solve the problem. However, if you hit the threshold before the "Prosperity Tower" mission, you won't be able to talk to Strangler Bao (probably because he is busy saving you from the subway) and Maximum Law will immediately get replaced by the Whampoan puppet.
