(Xbox/Win10Edition) Only clinic that was last placed on map is spawning ambulance

Xbox/Win10Edition, base game with After Dark, no DLCs, latest updates. On Two Rivers map, I zoned a district with European themed buildings and placed a European style clinic. After that I notice that only the European clinic sends out ambulances. None of my 4 other standard clinic or hospital sends out ambulance, even when the target is closer to the other clinics and hospital.

After more gameplay, it looks like it is the clinic that was last placed on the map that is spawning ambulances. They travel across town to pick up patients, even though there are other clinics across town that are much closer.
