"Yearly Government Power" Modifier Increases Decadence

Description​

There are two monuments in Cairo, both providing Yearly Government Power when upgraded. However, after upgrading and checking the Decadence tooltip, it appears that these upgraded monuments inadvertently impact Decadence, despite Government Power not supposed to affect Decadence (as far as I know). They increase the monthly Decadence gain.

Steps to reproduce​

1. Start a new campaign as Ottomans.
2. Make sure the Decadence mechanic is enabled.
3. Own Cairo.
4. Upgrade one of the monuments in Cairo to get "Yearly Government Power" modifier.
5. Observe the Decadence tooltip and monitor the Decadence change over several in-game months after the upgrade.
