El Presidente sat at the table. He took a moment just to sit there. The window he had made during the last meeting still sent cool breezes across his face. He looked down the table at the gathering of supporters.
"Fine gentlemen!" he yelled. "You are all now in the service of the Tropican Empire! Rejoice - for this world shall be ours soon!"
Shelob let out a series of clicking, hissing noises. Custer nodded.
"The spider makes a good point. We will serve your empire, El Presisente - as long as you promise us the wealth of this world when we are through."
"Of course!" El Presidente exclaimed. "Why would I ever conceive of doing anything else?"
Penultimo stood. "Well, let us begin with a review of our situation, my Presidente." He walked over to a slide projector.
"As you can see, our only region is the island that the British so arrogantly called "Jamaica" but from now on shall be called by its true name - Tropico! We have the Tropican National Guard -"

" - Which consists of a single, understrength division of Tropican Army soldiers. The unit itself is led by one of our most talented generals: J. G. Bojes."
El Presidente - "J. G.?"
Penultimo - "No one knows what it stands for, though I have some guesses, if you would like to hear . . . ."
Shelob(Head of Staff) - <Incomprehensible>
Captain Hook(Head of Navy) - I suggest we review my navy next, agreed?"
Penultimo - "Why not?"

Penultimo - "First off, Hook, you have two squadrons of impressed merchant ships that will serve as transports for our marines. One squadron of British vessels and one of Yanqui boats.

"This is our Coast Guard. We got every hull that would float and several that don't and grouped them into a naval squadron for your use. However, this squadron is still severely understrength by modern destroyer division standards. I have issued El Presidente's
Walk like a man edict and appropriated all cars on the island for the military. Soon we can use them to build more destroyers for you. Unfourtunately we shall have to invest some design work in actually . . . euhm . . .
building ships."
Darth Vader(Head of Army) - What? How can you have Tropican-built vessels if you don't know how to build them?!?!?"
Juanito (Head of Armaments) - "That's a loooong tale, man."
Yuri(Head of Intelligence) - "I suggest we continue with the naval review and move into the Air Force afterward, saving that tale for another time."
Custer (Head of Air Force) - "Seconded."
Penultimo - "Well - all right then. Hook - "

" - you also have at your disposal the two Yanqui light cruisers and the one heavy cruiser that were sent back in the twenties to try and convince us to become an American vassal. El Presidente brilliantly took a bunch of Bushwhacker commandos on his fishing boat and seized the boats from the Yanquis in broad daylight. The Yanqui government appears to be trying to pretend this never happened."
Hook - "Fishing Boat? How can a fishing boat take on three cruisers?!?!?!"
El Presidente - "It is
my fishing boat, of course! Penultimo, show him!"
Penultimo - "At once, El Presidente!"

Hook - "Oh. I see."
Joker(Head of Security) - <Maniacal laughter> "I say, El Presidente knows how to
fish! BOOM! 'Now fetch those fish for me!'"
El Presidente - "Exactly!"
Juanito - "Unfortunately the clone of Hitler got hit by a truck this morning, so we'll have to make a new one - which should be quick - and we also won't have any diplomatic reports tonight. I can provide an update on our industry, though. Penultimo?"
Penultimo - "Why not?"

Juanito - "Frankly - it ain't pretty. But it will do the job. El Presidente has contacts abroad that can fill out our resource needs, and I can increase the productivity of our factories by about ten percent with my words of wisdom. Tropico News Today - Radio TNT - is with the government here as well, so we will calm the masses!"
El Presidente - "I think that concludes this meeting. I'm off to do things for the nation!" <walks out of room through closed door>
