In my recent game, my vassal was asked by one of his courtiers to grant that courtier a council position, and my vassal chose the middle option (councillor X will hear of our patience). My vassal then revolted and I imprisoned him and revoked his title, and then I was forced to respond to the followup demand for the council position since the courtier was now in my court (even though the courtier was quite unsuited for the council position compared to my current councillor). I assume the same thing happens if you inherit the county in the middle of this event chain, but I haven't seen it happen.
