Zoroastrian "Propagate Religion" policy doesn't affect your own provinces

Description​

If you enable the "Propagate Religion" trading policy as a Zoroastrian nation who has completed the "Restore the Avesta" Persia mission, the resulting propagation only affects provinces not held by your own nation, because the same mission gives your own provinces immunity from the "Propagate Religion" trading policy. Is this intentional? The dev diary https://forum.paradoxplaza.com/foru...er-king-of-kings-announcement-persia.1598856/ doesn't say anything about this limitation, and when I clicked the mission my first thought about why this effect was included was that the point was to prevent AI Muslim nations from using their Propagate Religion trading policy to wipe out one's hard-converted Zoroastrian provinces.

Steps to reproduce​

1. Form Persia
2. Become Zoroastrian
3. Complete the "Restore the Avesta" mission
4. Send a merchant to a trade node where you have >50% control and activate the propagate religion trading policy
5. Observe that the count of convertible provinces (on the tooltip) doesn't include your own non-Zoroastrian provinces, and also that the selected provinces for conversion will never include your own. At an extreme, if you own all the provinces in a node then you won't be able to enable the policy, even if all those provinces are non-Zoroastrian.
