Beach Properties Dev Diary #1: Creating an Asset Pack

Hello everyone! With Beach Properties out, it’s time for a mini-series of development diaries covering our process and giving you a peek at the new assets. In this first installment, we’ll talk about what an asset pack is and how we approached the development of Beach Properties alongside the development of the game, modding support, and bug fixes.

Asset packs are a new type of official content that opens up the chance to add more building variations to the game and bring you more ways to let your city stand out. Our first pack, Beach Properties, has something new for your peaceful low density residential areas and while nothing forces you to zone these buildings near the waves, these assets might be just the touch your waterfront needs.

Beach Properties includes 60 new buildings across two new low density residential zones, one for North America and one for Europe. The zones contain the familiar 5 levels and using various props and decorations, we have managed to sneak in 24 additional variations for each theme. The pack also includes six glorious Signature Buildings plus a large number of props that will hopefully not only be nice to look at but also very useful when you get your hands on the in-game editor in the not-so-distant future.

Who doesn’t enjoy a waterfront view?

With the Ultimate Edition for Cities: Skylines II we have announced a few different types of DLCs, so let’s take a moment to talk about the two types we’ll bring you. Both asset packs and expansions present a way for us to bring you new content to enhance your cities, but they do so in different ways. Where expansions have a broad concept and bring you new gameplay mechanics to expand the game as a whole, asset packs take a more narrow focus allowing you to pick and choose exactly what fits your playstyle and cities. This allows our amazing art team to create stunning new buildings for you while our programmers have been working diligently on the performance improvements and bug fixes you have received since the game was released.

Before Cities: Skylines II was even announced, we had picked the concept for this pack, though work didn’t properly start on the assets themselves until closer to the release last October. As you may have already spotted from the names of the first DLCs, we have focused our attention on waterfronts and seaside cities. In Cities: Skylines we weren’t able to do much with the waterfronts, so going into Cities: Skylines II, it felt like a natural choice to start expanding the game there.

With the theme selected, our artists found references and started work on the pack. As it includes a new low density residential zone for each of the two themes, we already knew roughly how many buildings we would need. The next step in the process is what’s called “white boxing” where we outline the basic geometric shapes of the buildings, like a 3D draft that allows us to flesh out the scale and make sure it fits within the existing game assets.

From there we started to iterate on the details that are iconic for the architectural styles we were inspired by. We’ll explore that in more detail in the next development diary tomorrow as we talk about what inspired the Beach Properties and how we created the assets. Until then, we hope you enjoyed this peek at the creation of an asset pack.

Yeah, the launch and (nearly) last six months have truly been incredible. CO seems too prideful to admit they've made mistakes and own up to them and the silence from Paradox has been deafening. I hope other devs & publishers are watching and learning from this.

I don't quite understand the word 'prideful', even though I saw many people use that, but I think the correct word is 'arrogant'? English is not my first language, are they the same?

I think its safe to say an overwhelming majority of people who have bought this pack, or had it thrust on them with the other editions will be expecting your next dev diary to address the massive dissatisfaction with this asset pack. we really couldn't care about how you made them, we'd care more if we were happy with the product though, thats for sure. You need to reassure us that this has been taken on board and that other packs and extra content will be better value for money and more closely related to what you advertise. Locking tree assets behind paid DLC is also a massive sore point when your base game is so lacking in props and decorations. And I really REALLY hope you're not planning on locking quay walls behind a paid DLC either.
You're actively hurting the profits your company could be making by not listening to the community who are right here in YOUR forums. We're all mostly more than willing to make compromises in all kinds of areas when it comes to the long term development of this game, We LOVE the franchise, but you have to compromise too, because we are quickly fallng out of love with it.

Maybe you need to look at taking more time to develop these DLC because if the future expansions suffer from the same problems as this one, they wont be sucsessful either.

I wasn't expecting such a big drop in quality. I thought the game would be better than the first one, but I was disappointed. It's kind of sad, but I guess greed won over making sure it was worth the money.

Just noticed the trailer on Steam has 363 comments and zero likes. That's actually quite an achievement. The devs keep doing things I didn't think would be possible.

The way I see it, CS2 is in the last chance saloon and if the next to content creator packs flop and there isn't some seriously beefy bug fixes over the next several months we're highly likely looking at the slow and painful abandonment of the game.

It just baffles the mind as to how much of this game passed through QA, when content creators gave feedback on the game before launch. Things honestly should've been delayed until it was fixed - the flack would've been alot but the community would've accepted and understood the reasonings.

I've been trying out the map editor this weekend, and obviously I fully understand its a beta version - but again, I'm baffled by the amount of things that are non-existent in it. For example, the contour line tool only being visible with certain functions. That tool should just be a flat out toggle you can use at any point. Its like they're going 'Look at all these amazing things you can do!' but making you do it with both hands tied behind your back.

Nonetheless, I've given things a whirl this weekend and have been throughly disapointed so I suppose I'll relaunch the game at the next update in 3-6 months.

Apart from the fact that the "patch" brought more damage than improvements, before the game never crashed for me and now it does so all the time... but there is another thing that worries me a lot: a week after release there are pretty much the same MODs, no new relevant MODs, what should I think of this?

It's 10 buildings for each of the 2 styles (plus a few more buildings) and some trees. Where are the beaches? Where is the content*?? Why are you releasing this bare bones asset pack at a price point that's simply insane?

If this is any indication of where CS2 is headed I'm done with this game for good.

*Edit: Pier, Surfboard rental, Beach Bar/ Cafés, Seafood restaurants, Beach Volleyball etc. Have you ever been to the beach? Seen a waterfront?
Those would be separate $15+ items:
Pier: $15
Pier shops: $18
Beach bar and Café: $15
Beach Restaurant set: $15 (2 items: fish and chips + diner)
Beach props set: (Voleyball net + ball): $15
Beach seating set (Chair, plus 2 styles of umbrella): $15
Beach texture set: (Fine Sand, Course Sand, Pebbles, Rocky): $5 each or $15 for the collection.
Beach Rentals set: (Surfboard, Jet Ski, Rubber boat, Canoe): $5 each or $15 for the collection.

I think all currently available mods were already made by modders invited to an early-access on PDX Mods by CO. And from what I understand, learning how to mod the game from scratch is difficult (partly because of missing resources and informations - I may be wrong on this, that's only what I understood by reading comments and reactions here and there).

So we may have to wait a bit before new modders are able to propose something. At least, that's the best case scenario. The worst being that there is not a single new modder around with the courage to work on something for this game in its current state.

Due to everything that is happening I am more inclined to think negatively and therefore to the second possibility you wrote...
 
This tiny dlc with beach houses that have no beach and 4! palm trees without tropical zone proves to me my feeling.

Other games have an ultimate addition with some additional, optional cosmetics for Fanboys. But in this case the Ultimate Edition (when finished) is nothing but the real full base game as it should have been while the normal edition is what we are used to calling the early access.

Before all the DLCs of Ultimate, Modding support and the really obvious fixes are done there is no complete game. The way you tell that this game was designed for waterfronts and the fact that you release beach houses without beaches is just another proof that it is simply incomplete.

A very interesting approach of hidden price raise for the full price game and doing an early access without calling it like that.

I purchased almost all DLCs of CSL1, purchased Ultimate preorder of CSL2, even got a new gaming PC for it. But I won’t play anymore until I see a complete V1 release. Because I know how much I will always play with the feeling that this is not what I purchased.

Be sure that for any future DLC or Full price game from CO I will wait for reviews and consider if I really need it. In the past you gained enough trust to buy things blind and rely on your reputation. But now there is a lot of trust damage to fix.

Yeay I got scammed... "Beach properties" I expected more than repetative houses and 4 trees cleverly and dishonestly marketed as bigger than it is. Well lessoned learn.

And amazing how they still have the same CEO after all this.
