CK3 Dev Diary #74 - Please Kaiser, Can I Have Some More?

Greetings counts and dukes! Today we will be looking at The Royal Court from a different perspective: your perspective!

While being a queen or emperor is great and all, sometimes it can be a bit of a drag to manage all those vying subjects. Sometimes, you just want to rule a small corner of a mightier realm, and enjoy the benefits of the Emperor’s protection, and while a duchess doesn’t have their own Royal Court, they can interact with their Liege’s via two new decisions.

Petition Liege
Player vassals can approach their King-or-above ranked Liege with a Petition at any time through a new decision, providing they have enough Prestige, there is something they can ask for, and they haven’t done so in the last 5 years. Lieges will currently only interact with this content if they happen to have a player as their vassal and they make their own—no doubt outrageous—requests.

The possibilities include asking for a position on your Liege’s Council, asking for a Title you hold a claim on, or dismantling an unruly Faction in your own realm. There are currently 14 different options, each having some equivalent in the Hold Court events brought to Lieges by AI vassals, ranging from helping you convert your lands to paying off your debts.

This will allow you to ask for things directly without resorting immediately to war, which can remain a last resort for when you need to topple that king whose tolerance of border-gore clearly proves their illegitimacy.

It is up to the Liege whether to receive a Petitioner, though outright refusing will damage relations and be seen as slightly tyrannical. The request itself may also be rejected once heard, and the odds of acceptance by the AI will be tipped more in your favor if you make reasonable requests and maintain good relations; after all, your boss doesn’t want to be seen as unreasonable.

If they are astute, your Liege may also ask for something in return for granting your Petition, such as a Favor Hook or a bit of Gold—a counter you can of course reject, leaving you both empty-handed.

If a Liege is not being very forthcoming, you can also attempt to convince or outsmart a trusted advisor as a last resort, at the cost of some Prestige. You will need to pass a skill check in a relevant area, usually against one of your Liege’s councillors, or have an ally near to the throne—the King’s wife perhaps—whose assent will force your Liege’s hand.

Pay Homage
Homage represents the formal pledge of loyalty by a feudal lord to their Liege, and provides Opinion, Renown, and Prestige to both parties, providing the occasion goes smoothly. This decision is also available to AI as well as players.

This decision costs some Prestige to initiate, is only available to Feudal and Clan vassals, and can only be undertaken once per Liege. If the ruler changes or dies, you can make a new pledge of allegiance to their replacement.

As with Petition Liege, this decision can be rejected outright, and is not totally without risk even if they let you through the door. There is a great deal of pressure for such an important event to go well, and not all lords and ladies are made for public speaking.

Things can go awry in a variety of ways, depending on the Petitioner’s skills and other factors: Have you put in the hours to learn Norman, or merely practised a few key lines the night before on the road to Windsor? Will your Shah empathise with your stammer, or imitate it in front of the entire Persian court? Will you forever more be called ‘the Clumsy’ by your vindictive Sultan, simply because you lost your balance once?

If something does go wrong, it is up to the Liege to decide if they will let it go—giving your rival the opportunity to publicly mock your clumsiness might not be the best idea. If they do decide to embarrass you, you will lose some Prestige and Opinion with your Liege, instead of gaining them.

Regardless of the outcome, both your Dynasties will gain a small amount of Renown, and the rewards are increased by offering gifts in addition to your pledge, such as a Contract change in favor of your Liege.

That broadly covers these two new decisions, so I’ll leave it there for now!

This isn't related to the dev diary as such, but it's too small of a question for it's own thread.

Are there any plans to bring the chronicle from CK2 back? I personally loved being able to read back on the history of my dynasty, and it gave really good writing inspiration.
Yes, please bring this back! I always enjoyed being able to look back on my great accomplishments and other significant events

Does this imply that your liege will consider your military strength when deciding whether to grant your request?

If, for example, a player with one county comes and asks the liege to transfer a claim that would peel off territory from a mega-duke, will the liege consider that the minor count has no chance of enforcing that, while the duke is a huge threat if they become unhappy?

In general, I really like this idea, but I have two concerns. First, if it becomes too easy to achieve powerful results this way, it risks further trivializing vassal gameplay. It is already extremely easy to acquire very powerful feudal contracts (council rights, revocation protection, etc) in exchange for minimal cost (a weak hook, or an unnoticeable increase in levy obligations). If that same design philosophy is carried over here, these new options will just allow the player to acquire even more power even faster. The second is that this is a toolbox that the player has available but that their fellow vassals do not. Will this make it feel like I'm playing as the liege's most favored vassal, being given a special boon every five years while my rivals toil alone? How will this affect the balance of power within the realm?

Several of these options feel particularly dangerous from a balance perspective. If I can just ask the liege to grant me claimed land, and he always does it (assuming I've let the 'sway' scheme sit on him in the background for a few years), then what's the point of war? On the flip side, if he never grants it, what's the point of the option existing? If the only calculation is opinion and similar modifiers, then you'll necessarily land in one of those two buckets. A similar problem already exists with the Offer Vassalization interaction. Once you have the True Ruler perk, you can get most of Europe to join the HRE as your vassal, no questions asked. The reason is that the only modifiers it cares about are universal - if you can get Cologne to join the empire, you can also get Barcelona, and so things snowball.

I'm really glad to see this. CK lives up to its potential most fully when systems are playable from both the vassal and liege perspectives, giving different but complementary experiences. If the implementation is polished, I'll really look forward to this feature.

We can petition our liege to Grant Claim and Transfer Claim.

Can we also petition our liege to Go To War over a foreign claim you have? (please say yes)

I love these new features, they're exactly the sort of thing the game needs right now.

Perhaps it would be a good idea to give rulers the possibility to revoke their vassals' titles without incurring tyranny if they haven't paid homage (and title revocation is allowed), as not paying homage could definitely result in forfeiture in feudal law (see Guyenne, for example).

Another question - can I, playing as a king, take these actions whenever I want, or do I have to wait for a (player) vassal to ask me for them? If the latter, why?
 
Please tell me one of the 14 Petition Liege options is to ask for someone's imprisonment and/or execution on your behalf! Currently, you can only imprison someone if they are part of your realm, fighting against you in a war and get captured, or by using the Abduct Scheme. Say you are a duke, and then another duke who is part of the same kingdom as you murders your brother. As it stands currently you cannot touch him, only the king can. Thus we should be able to ask the king to serve justice on your behalf.

Respectfully (and I know I haven't seen the "spamminess" myself), I disagree.

Once realms become "larger", the game always felt boring to me anyway: The game snowballs. The game becomes too easy. There's nothing I hate more than sitting pretty as a strong ruler with vassals who are just gonna LOVE my son once he clicks 20 buttons.

"Larger Realms" = Time to Quit

I'd MUCH rather deal with vassals who like to cram their way to my door, who can't stand their station in life. Gimme some drama!

There will be no begging for MORE in this Kingdom, Duke Oliver. You will sit down, you will take what I give you, and asking for anything else is an executuion! You exist to make me taxes and levies! Your taxes and levies are being doubled for a month for this!

Am I blind, I can't notice anything visually of new in that event. Did the developers' spymaster replace the image?

Edit: It seems the image was replaced to fix a localization bug.

Could you not make it so that you as a player get the choice? Here I am thinking of something similar to the trade/raid event where you can decide your future policy on the matter.
