Hello there! My name is Katten, and I'm your Community Manager for Hearts of Iron IV. Today, we are excited to announce our first-ever Content Creator Pack (or CCP for short) for Hearts of Iron IV which releases on the 10th of June. This is something we have previously done for Cities: Skylines and Crusader Kings. The pack is created by modders and published by us.

Before I hand it over to Ethan Mayer, one of the two creators of this pack, I wanted to address two frequently asked questions, as I'm sure they will come up.

Did you just take a free mod and make it paid?
  • No, we collaborated with modders to create completely new content!

What do the modders get from this?
  • Modders get paid based on the number of copies sold.

World Ablaze CCP Developer Diary | What is this & Who are we?
Hello everyone! I am not your usual Dev Diary writer, so let me introduce myself. I am Ethan Mayer, otherwise known online as 156, one of the Head Developers of the Hearts of Iron IV mod World Ablaze. I am proud to announce, with the support of Paradox, our upcoming CCP Content Creator Pack – Soviet Union 2D Art which will soon be for sale for $3.99. Today, I’ll be explaining to y’all who we are, what this is, and how it all came to be. Let’s get to it!

We’ll save the backstory for later in this Dev Diary and firstly get straight into it by talking about what exactly is a Content Creator Pack. As touched on a bit previously, CCPs are small DLCs developed by modders and published by Paradox for their games, such as has been done “for Crusader Kings III. This is a mutually beneficial deal for all parties: more content gets created for Paradox’s games while the modders, who already work hard in their free time to mod the game, can make some money. Essentially, Paradox is providing a convenient, official, and publicly accessible way for the community to support modders, and in return, you get a small CCP for HOI4. It is an incredibly generous program, and we are extremely grateful to have the opportunity to participate. This particular CCP is similar to the other existing cosmetic DLCs for HOI4, such as Unit Pack and Music DLCs, except the content will be in the distinct World Ablaze style rather than the traditional HOI4 vanilla style. As the name of the pack aptly suggests, the content we are providing for the CCP is 2D art for the Soviet Union. There are over 300+ pieces of high-quality 2D art found in this pack that cover a wide range of Soviet content, including (but not limited to) equipment, national focuses, national spirits, etc. Aqeel will show off the art and creative process involved in its creation in the next Dev Diary. There will be plenty of pictures to ooh and ahh at!

As I said initially, many of you know me as 156, one of the Head Developers of the World Ablaze mod. Professionally, I am an electrical engineer, software engineer, and entrepreneur. I’ve worked for the likes of NASA, Microsoft, and, best of all, myself. I am an avid gamer (maybe moreso in my younger years, but the passion remains), and my favorite genre is, of course, strategy games. Paradox games have always held a special place in my heart as some of the best Grand Strategy RTS games ever made. I started playing Hearts of Iron all the way back in HOI2 and have continued with every installment since (extra shout out to the great spinoffs like Darkest Hour: A Hearts of Iron Game!). Safe to say all these years later, I am as big of a HOI fan as ever. I followed the development of Hearts of Iron IV from its first dev diary to its last and have been playing it since the day it was released. Vanilla was great at first, but as soon as the workshop started getting populated, mods were my go-to way to play.

Several years later in 2020, I met my good friend, partner, and fellow World Ablaze Head Developer Aqeel Mughal, otherwise known as Uncharted, and joined him to work on the mod. The rest is history. We’ve worked hard over the years to make World Ablaze into the mod it is today: a historical and challenging overhaul of HOI4. We are proud of what we have built and look forward to continuing its development at least as long as HOI4 is supported. If anyone is unfamiliar with what World Ablaze is all about, you can check out our Steam Workshop page here. The main features of the mod include unique equipment and accompanying technology trees, custom mechanics, original artwork, challenging AI, improved map design, and other total overhaul changes such as custom content, focus trees, decisions, etc. World Ablaze started from humble beginnings as the Armed Forces Overhaul (AFO) mod, which was just a historical technology tree and equipment mod for tanks, planes, and ships. However, the scope of the project grew into a total overhaul. Once you overhaul equipment to the extent that AFO did, overhauling the rest of the game was not only natural, but required to accompany such impressive equipment work. Thus, the ambition eventually became to make the best historically accurate World War 2 overhaul mod for Hearts of Iron IV. We have focused on producing a high-quality and professionally run mod, and we can thank our persistent dedication to these standards for our steady rise to prominence. Our mod’s development complexity is high due to the amount of unique equipment and other complex mechanics. In addition to working on the mod itself, I use my professional expertise to create automated tools that help us with development. The results speak for themselves, and although we are not done yet, we have come a long way.

In the past couple of years, Paradox’s outreach and communication with mods has improved significantly. We were lucky to be a part of all these Paradox-modder initiatives from their inception. As time went on, our relationship with Paradox grew, and more opportunities arose. One day, we began talking with Paradox about partnering to create a “Content Creator Pack” (CCP) similar to what has been done for other Paradox Grand Strategy Games, such as Crusader Kings III. As with CCPs for other games, they would be made by a modding team and published by Paradox as a way of both adding content to HOI4 and supporting modders, who dedicate a significant amount of free time to adding to the game. We were super excited about this opportunity, so we jumped on it. We immediately began drafting up proposals of DLCs we could create to send to the HOI4 team. After many back-and-forth meetings, presentations, and negotiations, we settled on the terms of our partnership and started work on this CCP.

If you’ve played World Ablaze, you know there’s a lot of great custom 2D art in mod. So, what’s the difference between that art and the art included in the CCP? All the 2D art in the CCP is entirely custom and drawn from scratch for this CCP. While there will inevitably be similarities between the art in the mod and the art in the CCP (due to the fact the same entities, such as equipment, exist in both vanilla and our mod), all the art in the CCP will be of higher quality since any existing art was also redrawn from scratch to be better and more detailed. With this CCP, we've made our mark in the game by giving the Soviet Union an entirely new artistic feel. Featuring unique, high-quality World Ablaze-style historical art, every piece has been crafted to meet exacting standards to ensure a top-notch experience. It is a great addition to any player’s game, but bonus points if you already love the look of World Ablaze and want that in your vanilla games as well. Don’t take my word for it; more information and examples of the included art will be shown off in the next Dev Diary!

Finally, I wanted to take some time to give out some much-deserved thank yous. A big thanks to Paradox for allowing us this great and rare opportunity to create official content that will now always be associated with the game we love. And of course, I want to extend my gratitude to all of the Hearts of Iron players who decide to support us by purchasing this CCP. It means the world to us; we ultimately do all of this, both the mod and CCP, for you, and y’all’s support is the reason we can continue to do the work we do. We hope you enjoy our content!

First of all I like the idea the general concept of such a CCP :)

I'm however curious how far the "art" term extends here - @PDXKatten mentioned that there will be no new leader portraits...but what about admirals/generals? Or at elast generic ones for division commanders? Or even simpler...art on form of words...longer namelists from which division commanders, promoted admirals etc. can draw from?
The reason I'm raising that latter point a again is still the same - too many repeating names among the generic ones.
The next Dev Diary will go more into detail of what is inside of it, but there are no new portraits of any kind.
 
Honestly, this is pretty disappointing. My reaction would have been more positive had this just been flat-out announced rather than teased, - it made me think there was more to this, but this is purely cosmetic, right? No actual difference in gameplay? Not even something that will feature on the main screen from the looks of it (e.g. general portraits, new 3D models)?

No disrespect to the modders, I'm sure its a great mod, but I really was hoping for more. I mean, there's no reason given by the game to build things like SPArt or Coastal Defence Ships, so my reaction to new 2D portraits for them? Great, I guess?

One question: does this mean you may consider partnering with the community for other content packs? Like bugfixes, or updated trees - things some may consider slightly more important? Or (for the nth time) a custodian team?
If you are referencing the teaser last thursday, that was for our expansion that will release during Q4 2024.
 
This is going to be an unpopular opinion but i really do not like this.

Me and many others i know have a strong dislike for mods like R56 due to many focus icons being changed when it is not needed, making it hard to understand what a path is from just a glance.
IMO the tank icons should already have been part of No Step Back.

Will this be reccuring that things like icons are going to be chopped up into their own dlc?
This is nothing taken from official DLCs, this is new content made by two Modders who want to make their style of art into a DLC for HOI4.
 
I was referring to the blacked-out version of the picture above which someone increased the brightness on and reposted, leading to all sorts of speculation of what sort of new gameplay (update SU, commie Germany, cold war) it might allude to.

I don't think anyone guessed 2D pictures.
We should have been more clear outside of simply saying no to people saying its a focus tree or mechanics. Apologies.
 
Will these packs always be cosmetic sutff, or will we ever get packs which include focus trees or something like that?

Also, if you are a modder who wants to participate in these kind of packs, how can you do it?
We have no hard rules of what can not be in it, but cosmetics is our preference right now.

The roadmap suggests there will be no further announcement on the real DLC coming later. Is this really true? I find it rather dissapointing, to have this cosmetic DLC as a big announcement. Some years ago we got some free cosmetics for the birthday of HoI...
This was a secondary announcement to the thursday teaser.
 
It makes me wonder if this will be the standard going forward. DLC that only have generic artwork, where you have to pay for a "CCP Artwork Pack", and other nations being intentionally left out of DLC's so you have to buy the "CCP Artwork Pack" and "CCP National Focus Pack".

It also worries me that HOI5 will be built from the ground up with the intention to remove artwork, icons/vehicles, portraits & focus trees in order to sell multiple "CCP Packs" for every nation in the game.
All our regular expansions and country packs will have new art, just as before. This pack is made by modders and not the main team, with their art style.
 
As long as it doesn't make you guys put less effort in future artwork because "modders can do it later" I think it's a very good idea
That is neither the plan nor the intention with this. This is simply an extra fun addition for those who want it, and a way to support modders.
 
If you want me to spend $3.99 to purchase "NSB 2.0", then let me see the results of your rework on the exile route in Russia first !
You are not required to buy the DLC, this is also not NSB 2.0. It is not made by the official team, nor has any focus tree or mechanical changes. It is only 2D art made by a team of two modders.
 
How much money do the devs get? Because I know Steam already will take a 30% cut, so if you guys take something similar the artist isn't getting paid as much. I ask this because lots of mod devs have some website where I can directly donate and they get more of a cut....
I can not comment on the exact details of our contract with the modders. It is a good deal, I can say that.
 
Why was, and who made, the decision to turn this into DLC, instead of Paradox simply paying them a nominal sum to develop it so it could be added to the game in a patch, without imposing a cost on the userbase?
The DLC is made with their own World Ablaze art style, so it needs to be an optional experience for players.

SO YOU LITERALLY MADE A PAID MOD THAT SHOULD BE FREE OR INCLUDED IN NO STEP BACK USING PEOPLE MORE SKILLED THAN YOU LMAO
I think you might have not read the Dev Diary, we are working with two talented modders so that they can create their own DLC with their art style. So this was not something taken from No Step Back and sold later. It is an optional new addition to the game that adds a new artistic feel.
 
Will NSB owners at least get a discount?
They will no, no.

Heres an idea, why not include the "Katyusha" pre-order song from NSB in it? Ill buy it then.

You can even give a $1 or some token discount to owners of the NSB pre-order.
If we sell the Pre-order song for NSB, it would not be fair to those who pre-ordered the DLC so long ago as their bonus is now no longer a bonus.

I've read that and it changes barely anything. In fact, it only makes it worse if you look at a big picture.

You are using people who do this stuff for free every day because apparently over billion dolar company with almost 700 employees can't afford to make content more often than once half a year and fill gaps or improve your goddamm game in reasonable time (NSB was released almost 3 years ago). This game probably is mostly relevant because of the Steam Workshop and all those wonderfull people who create stuff out of passion, and not for cash.

The fact that you make pay those two modders doesn't change this fact, stop acting like this is some act of graceful benevolence on your part. BECAUSE THIS IS MANDATORY TO PEOPLE WHO CREATE CONTENT YOU GET MAJORITY OF PROFIT FROM AND THOSE ARE JUST FEW MODDERS FROM A SEVERAL THOUSAND WHO CARRY THIS GAME INSTEAD OF YOU.

So you prefer us not to work with modders and help them get something in return for their work? Im not sure what you are asking for, apologies.

I think people who saw the hidden double-headed eagle expected some improvements in the content of White Russia. By improvements I mean new political and military advisors, maybe something in the focus tree. But not art pack.
I should have been more clear that it was a cosmetic pack, so not to leave it open to interpretation, I only responded to threads saying it wasnt a focus tree or mechinical change. If I could go back and redo, I would.

Let me be clear with you. Generally speaking, I am not against these kinds of DLCs, but, and trust me this is a big "BUT", what is the point of more "high-quality art" IF my country page, as soon as I reach 5 national spirits, is so tiny that every national spirit is 5x5 pixels on a 34" 1440p monitor? At the very least, you could provide us with a way to see a non-compressed version of our national spirits in game (as well as those for other countries) when clicking on the country flag. At I am speaking from a privileged point since I own a larger monitor with higher resolution, what about all other players that plays the game on a 1080p monitor or simply on a laptop with a 15" monitor? This content became simply useless bc regardless of the quality of the product you have simply zero possibilities to enjoy it. Besides there are mods that provides same quality for waaaaaaay more countries for free.
That is valuable feedback regarding the sizes of National Spirits, Il pass that on. Thank you!
 
As there are a lot of people asking how the modders get paid, I checked internally and can share this with you all.

Modders get paid first an upfront payment, and then based on how many copies sold.

There was also some concern that Steam takes their cut then the modders get paid, etc. Paradox takes the impact of the steam cut, so the modders payment is unaffected by that.
 
I expect that you can handle developing your game yourselves and not rely on modders, of which only a couple you pay? And that you don't charge people for 2D icons? I mean what is it, EA?
Yes we do not need to rely on modders, this pack is not made to "develop" the game, its a way to support modders while getting something little in return. Do we take a cut? Yes, we have costs but we are not trying to be unfair to the modders in any way.
