It's possible to keep regency just because the ruler is lazy and is not interested to rule?

Historically, It did happen. Even tough, they were probably not called regents but vizirs.

You, as a player, are free to not dismiss a regent, even if you can.

Quick question on viewing vassals: how do you know which vassals are active and which are in regency? Can we now view vassals' councilor's screen somehow?

You can always see another character's active regent, if there's a regency, in their character screen. Also regents get a special portrait frame with a tiny crown - see the screenshots with interactions
