Electrification and the Power Grid should show up in the industrial tree.
There was great development in this field during this time period for instance in 1938 we got the national electric grid, Railroads where also being electrified on a large scale and Hydropower Plants saw extensive construction.
This was part of the "Folkhushållning" as Sweden had no coal or oil resources but coal could be replaced by hydroelectric power.

P.S. i also hope we get some events with forming the Home Guard after the invasion of Norway as the home guard started out as private self forming militias that was incorporated into the Armed Forces afterwards
This could have been very destabilizing if misshandled.

OMG!!! Industry 15% + Electronics 15%! Which other country has such a good treatment? Looks like best concern in this game.

Theres a lot of concerns that gets something special these days, Soviets, Italy, Bulgaria, Turkey etc.

You dont need the bonuses straight out of hand though, but need to build up the Northern parts to get it

No, it says cumulated over several provinces, so the max cap didn't change.
