EU4 - Development Diary - 14th of April 2020

Good morning! We’ve talked about Imperial Incidents in previous dev diaries, and since then the design and UI has been refined quite a lot. Today I’ll be revealing two more Imperial Incidents as well as changes to the Great Peasants’ War.

Decline of the Hanseatic League

The EUIV period saw the Hanseatic League fall from the dominant commercial power in Northern Europe to a minor clique of merchant guilds. If Lubeck loses its dominance in its home trade node after the Age of Discovery, they will receive an event where they can choose to petition the Emperor for aid. This triggers an Imperial Incident in which the Emperor has three options:

  1. Ignore the plight of the Hanseatic League. The Emperor gets a harsh opinion penalty with Lubeck and its League members.
  2. Reinforce the Hanseatic League by asking the Free Cities of the Empire to join. All Free Cities are promoted to join the Hanseatic League, and each one that joins gives Imperial Authority to the Emperor. Lubeck and its League members will appreciate this.
  3. Proclaim an Embargo against the League’s rival. The dominant power in the Lubeck node gets reduced trade power in several trade nodes, and the Emperor gets an opinion bonus with Lubeck and its League members.

The Reformers Protest

The Reformers Protest is an Imperial Incident that fires after the Protestant League is victorious in the League War if Reformed countries make up a sufficiently large portion of the total number of Princes in the Empire.

This Incident inducts the new Protestant Emperor into their new role by forcing them into a major decision. The Emperor has three options:

  1. Refuse to make any compromise and protect the hard-won victory of the Protestant League. Choosing this option will prompt all Reformed Princes to reconsider their membership in the Empire, with larger AI nations being much more likely to leave than smaller AI nations.
  2. Set Religious Peace in the Empire. Protestant will no longer be the official faith of the Empire. Emperors and electors can now be of any Christian religion. This will satisfy the Reformed Princes, but also makes it possible for the Catholics to return to power in the future.
  3. Abdicate the Imperial throne and proclaim the Reformed faith to be the official religion of the Empire. An AI Emperor will only pick this option if they have been reduced to a single province, or if they have less than 50 warscore against a Reformed Prince.
Great Peasants' War - Again!

I first talked in detail about the Great Peasants’ War in October, but since then we’ve decided to expand on it to give more agency to players with an interest in either side of the conflict. Here are the most significant changes we made:

  • The Emperor can now use the Crush the Peasantry CB while the GPW is ongoing, and can target any Peasant Republic in the HRE regardless of border distance. This allows the Emperor to actively take the fight to the peasants.
  • Added new Peasant Revolt CB for Peasant Republics. It is usable during the GPW. It can also be used after the GPW if the peasantry manage to enforce their demands on the Emperor. This CB allows you to force other HRE Princes to become Peasant Republics, giving agency to the peasant side of the conflict.
  • Added decisions for both the Emperor and Peasant Republics to end the GPW early and trigger the Imperial Incident if they accumulate enough score for their side. Tooltips on this decision will show the current score.
  • When a newly-formed Peasant Republic is forced to change their government during the GPW, the total score is moved in favour of the aristocracy.
  • Score is added to the peasant side when a Prince becomes a Peasant Republic during the GPW regardless of how it happened.

A Message from our Artist and our UX Designer

A valued and talented team member, our artist, is leaving us today to work on another PDS project. As it was their last day, I asked if there was anything they'd like to share with the community before their departure. This was their response:

The feature that our artist enjoyed the most was probably working with the Hegemon icons. The shape and visuals for them are something new but still holds that EU4 spirit in them. The favorite is of course the naval icon with the fabulous unicorn.

Other things they loved to work on was making the new bg for the settings screen. It now speaks unity and actually… makes sense?

The HRE windows and pop-up was of course a challenge but thanks to our UX designer they made the interface work and look beautiful as well! Look at those curtains, so smooth.

Our artist also wants to add that “At the end of the day it’s always been so nice to see the reactions to the new stuff we add or update and what you, the community enjoy to see from us and what makes your heart tick with joy when it comes to Europa Universalis 4”

As our UX designer’s last day on the project, they'd like to share the process behind the new HRE screen:

“The HRE was my favorite to work on, because it was a big challenge.

I always start exploring ideas, different layouts and how to display the information. After a few iterations, we decided to move on with the 3rd idea."

As we started developing, we realized that the initial idea for incidents -beautiful and fancy tapestry- was not clear enough. So we decided to go on with buttons instead.

Because of that the entire layout needed to change, as we didn’t need all that space for incidents.

To show a new idea to the team, I did a simple wireframe, moving the reforms to the upper part and incidents down. Also decided to display imperial authority and dominant faith in a clearer way.

And finally, for the last iteration, we noticed that the numbers inside the buttons were not clear and didn’t help players to make a decision. To solve that, I suggested using an icon representing what kind of decision was that and added the numbers of supporters.

i'm a bit lost here, we have two designs for the empire menu...
one event a bit explained (hansa)
one incident that may fire if protestant side is victorious (maybe we'll see that one on the dev clash? i hope)
and a peasant incident a bit confusion, i don't see the incentive for the emperor to convert HRE states to peasant republics

I'm really hype about the new Imperial Incidents mechanics. I find this brings a lot more dynamism into European gameplay, and better reflect how emperors were constantly solicited on every side. God job!

I hope the choices will not all be straightforward, and will have their pros and cons. I am also curious to see what other Peasant Republics there will be, and the new achievements that come with them.
 
Is the religious league war still required to always be Protestants vs Catholics? The wording of the reformed demands incident seems to indicate that. If the empire is 40% Reformed, 40% Catholic, 20% Protestant then it would feel more natural for the war to be the Catholics vs the Reformed princes. With the Protestants having the chance to make demands of the new Reformed emperor should that side triumph.

And then there are the Hussites. Are they considered Protestants? In that case, are Anglicans going to be considered Protestants for the HRE mechanics as well? Do they have their own opportunity to make religious freedom demands of a new Emperor? If so, will any Christian faith that has spread to a certain amount of the HRE be able to? If the Russians make the Northern German princes Orthodox, English make the lowlands states Anglican, Coptic Ottomans make Austria Coptic, will those faiths be able to demand recognition in the religious wars aftermath? I recall a previous diary where the French wars of religion was updated to allow for other combinations, curious if it is the same case here or not.

I hope the devs will include the option to crush Denmark's kingdom to regain the Sjelland Sound toll because that is an important location for the Hanseatic League and also crush the Hanseatic League [the Dutch republic] for "Decline of the Hanseatic League" What is killing the Hanseatic League historically, the competition and the innovation to get around the middle man guild system.

"A major economic advantage for the Hansa was its control of the shipbuilding market, mainly in Lübeck and in Danzig. The Hansa sold ships everywhere in Europe, including Italy. They drove out the Dutch because Holland wanted to favor Bruges as a huge staple market at the end of a trade route. When the Dutch started to become competitors of the Hansa in shipbuilding, the Hansa tried to stop the flow of shipbuilding technology from Hanseatic towns to Holland. Danzig, a trading partner of Amsterdam, attempted to forestall the decision. Dutch ships sailed to Danzig to take grain from the city directly, to the dismay of Lübeck. Hollanders also circumvented the Hanseatic towns by trading directly with north German princes in non-Hanseatic towns. Just like the EU trading partners if everyone put the collective interest ahead of the national interest, the league will survive.

I hope the reformer nations get the relation boost for the peasant republics:
"The revolt incorporated some principles and rhetoric from the emerging Protestant Reformation, through which the peasants sought to influence and freedom."
Radical Reformers and Anabaptists, most famously Thomas Müntzer, instigated and supported the revolt. In contrast, Martin Luther and other Magisterial Reformers condemned it and clearly sided with the nobles. In Against the Murderous, Thieving Hordes of Peasants, Luther condemned the violence as the devil's work and called for the nobles to put down the rebels like mad dogs.

I hope the religious imperial incidents should be added too!
Luther and Müntzer took every opportunity to attack each other's ideas and actions. Luther himself declared against the moderate demands of the peasantry embodied in the twelve articles.

In the historical context, people can be a saint and devils at the same time.

Some clergy were supported by the nobility and the rich, while others appealed to the masses. The poorer clergy, rural and urban itinerant preachers who were not well-positioned in the church, were more likely to join the Reformation.

The burghers also opposed the clergy, whom they felt had overstepped and failed to uphold their principles. They demanded an end to the clergy's special privileges such as their exemption from taxation, as well as a reduction in their numbers.

Yeah, it affects the estates in-game. I hope there are more events about those Game of Thrones self-interest.

@I see people talking about the HRE and Papacy, that happen in the 1048–1257 [the Investiture Controversy] a dispute over who— pope or emperor— could appoint bishops within the Empire. To maker thing short, the Pope won.

I would really love to see a decision for Byzantium or even Russia to mend the schism from the Orthodox side if they conquer all 5 of the patriarchys.
Byzantium's mission tree already shuts down the Papacy :)

It would be nice if it invited Catholic countries to become Orthodox as well, admittedly.

How about something to represent the Eastern Catholic Churches, which are both actually historical and really got going as a concept during EU4's time frame.
 
It's normal at Paradox that people move between projects since we have so many projects simultaneously being worked on. I for example while I worked on CK2 was borrowed by EU4 and HOI4 occasionally. I've worked on a lot of our projects and been moved around myself :)

I hope EUIV isn't done until SE Asia (and North America if your nice) gets a once over!
 
Stoked on the new religious peace option. Will it allow for orthodox nations to be elected and join?

Keen to read about any custom nation changes too. Thought you must have cut them from the the scope of emperor.
 
Great Powers are meant to work with that, but they often dont.
This is one of my biggest critics with this game, often great powers in SP and MP don't fight each other and they form hugboxes that make no sense, really wish for EUV they actually focus on the "balance of power" and try and make the great powers war each other more often.

While I do think they can squeeze a couple more years of EU IV, the problem with going around and updating every region separately makes it a situation where "Oh this region needs buffing, oh well this one needs it too, and this one too, oh no the first one we buffed needs buffing again" and it just goes around and around, so eventually theyll need to just stop, regardless of if some regions could use improvement, and focus on making sure EU V is good and can, hopefully, try to avoid this problem, but I do want to see Southeast Asia, North America and South America to be tweaked, but so does Africa so we'll see what they decide to do post-Emperor
 
I was initially somewhat skeptical about how much the new Imperial Incidents would actually add to the game, but this has me convinced. These seem like a much more involved and fun way to handle things than just Event chains or Decisions, and I think they'll make the HRE feel more relevant and "alive".
 
I still don't see any reason to push the final reform to unite the empire. Can anybody explain to me, why that is more favorable now?
 
The incidents honestly seem pretty underwhelming. They feel very similar to Shinto incidents, when you just choose an option every 15~ish years. I don't really see a difference in the three options for Hansa.

The Reformed incidents is weird too. Like it happens that an Empire ends up pretty much entirely Reformed and here the Emperor can just say "whatever, I don't care". Maybe add a decision for all Reformed Princes after the Emperor decides to not switch to Reformed official faith, that makes them capable of changing it. Like for example make it require being at war with Emperor, winning it, HRE to be mainly Reformed and HRE capital occupied.

A new religious war if the reformed hold the majority could be fun.

This seems rather bad.

It further creates a seperation between protestant, reformed and Anglican. Not starting on Hussite, but yeah they could be considered some form of Protestantism.

Should there not be an incident about the Imperial Diet of Worms?

Maybe an event afterwards where lutheran countries can kidnap Luther and let him write a german version of the Bible. Like Frederick of Saxony did?

Furthermore this all led to decades of uprisings and rhe creation of leagues and councils.


But in the Peace of Augsburg they settled on Lutheran and Catholic princes.

Perhaps there also needs to be a distinction between early Reformation Conflicts and later 30 years war conflict.
There should be seperation, many calvinists oppossed protestants who maintained 'popery' like the maintenance of bishops of England at the least, Armianism was also opposed by the calvinists of the Netherlands.
It really would help if protestants had the religious schools of Islam to modulate interactions between each other
