EU4 - Development Diary - 18th of September 2018

Hello! We have a lot to get through today as I’ll be unveiling the majority of the new content coming in the free 1.27 ‘Poland’ update. Let’s get to it:

As the name implies, much of the new content in the Poland update is focused on Poland itself.

We’ve given the map a facelift to reflect not only the 1444 Polish-Lithuanian-Mazovian borders but also the later partitions. Here we can see several additional provinces including Chelm rudely protruding into Lithuania.

The Polish mission tree has also been expanded. This tree will help you on your way to restoring the Jagiellonian empire through personal unions, as well as avenging the defeat at Varna and of course investing in Eastern Poland. The mission tree expands when you form the Commonwealth.

A new event chain - The Prussian Confederation - puts the Teutonic Order in a precarious position in 1444. If the Teutons are unable to deal with its unruly citizens quickly, Poland may take the opportunity to march in to restore order.

Here we see the new province layout for Lithuania. Its previously oversized provinces have been split up into smaller chunks, and a fort in Lubnie makes Ruthenia more defensible against Russian aggression.

Lithuania's newly expanded mission tree focuses on the development of Ruthenia, and can also lead to a union over Poland and Muscovy.

The Romanian nations, Wallachia and Moldavia, have each seen their starting province count increase from 3 to 5.

The new Romanian mission tree guides the player toward building a coalition against the Ottomans and driving them from the Balkans; they can even impale the Sultan himself.

Speaking of impalement, Vlad the Impaler is very likely to show up after his father’s death to sow violence and mayhem against any who dare oppose him.

We haven’t forgotten to add some flavour to Moldavia either; Moldavia is now an independent nation guaranteed by Poland. Early in the game an event chain will have Prince Roman, exiled in Poland, attempting to seize the throne. This will decide Moldavia’s fate as a march under Poland or Hungary or as an independent nation.

The Tatar hordes have had their mission tree greatly expanded. No longer limited to the conquests of Russia and Ruthenia, the Tatar missions will lead the player through the bloody conquest of the former Mongol Empire.

The Mongol Empire is a new formable tag with some very steep requirements. You’ll have to conquer the majority of Genghis Khan’s empire, having first formed Yuan, the Golden Horde, or the Ilkhanate. Should you succeed in this herculean task, you’ll be rewarded with the new Great Mongol State government reform (or government type for non-Dharma owners). The Great Mongol State functions very much like a steppe horde without many of the drawbacks, but its greatest advantage is the ability to recruit Banner units from primary culture provinces in the style of the Manchus.*

* Availability of Banner units is dependent on owning Mandate of Heaven; this feature will otherwise be replaced with a discipline bonus.

Finally, a new batch of government reforms will shortly be available to Dharma owners.

Venetian Government (also available as a government type to non-Dharma owners) is a special variety of Merchant Republic with a new kind of election: Lottery. In governments with Lottery election, corruption is reduced, rulers rule for life, are generated to be much older, and have weighted random stats. Elections occur only when the ruler dies. In an election, you are presented with 3 candidates each of which would cost Republican Tradition to elect directly. Alternatively, you can let the Lottery decide and one of the three candidates will be chosen at random for no republican Tradition cost.

For those of you not playing as Venice, the new Sortition government reform will enable Lottery elections for any Republican nation.

At a disturbingly late point during development, we realized that we already had a government reform named Sortition and realized we needed to replace it. We came up with 2 new reforms in the 9th tier for Republican governments:

Appointment by Committee reduces advisor costs and allows an extra possible advisor.

Bureaucratic Apparatus reduces minimum autonomy in Territories.

Last but not least, we’ve added 2 new government reforms for Indian nations, available for all nations with the Marathas and Rajputs estates respectively:

Permanent Marathas Council gives +5% discipline, and changes the Recruit Advisor interaction to instead spawn a general with +1 shock. Enacting this reforms will make the Marathas more loyal and influential, while having the opposite effect on the Nobles.

Governmental Purbias Register gives +5% morale recovery speed, and changes the Enlist Purbias interaction to give both fire damage and extra discipline to your Rajput regiments. Enacting this reforms will make the Rajputs more loyal and influential, while having the opposite effect on the Nobles. Rajput regiments themselves have been rebalanced to now have -25% Army Drill Decay, -50% Reinforce Cost, and 5% Morale as a base.

So Poland, Crimea and to a lesser degree Wallachia gets about as many unique missions as the Russian minors get with Third Rome immersion pack, but unlike the Russians they also get to keep some generic missions in addition. Makes me wonder if those of us who enjoys playing minors should hope for no more DLC missions, since it turns out the nations who gets them for free may come out on top. I appreciate the free missions, but it would be nice to be able to keep the genereic ones for tags that only gets a few DLC missions as well. 'Forcing' tagswitches to get a full mission tree isn't ideal for a 'sandbox' game.

Happy to see that you are adding more flavour unique to the government reforms, as well as governent types which will also be available to those of us without Dharma.
 
What's wrong with Podole? Not every province has to be named after a city.
Nothing wrong with it per se, but region of Podolia is a region consiting of three ingame provinces - Podole (proposed Kamieniec), Winnica (proposed Vinycia) and Braclavas. I think it would be better to leave Podolia as a name for the region, as it more or less is now, and rename the province of Podole to reflect the city.
 
I have to say I love the update to pieces. Totally need to play one of the updated nations. The only thing that makes me sad is that there are seemingly no updates for the baltics (aside from Riga ideas and additional trouble for the Teutons - which is great of course, don't get me wrong). I would love for these nations to get some missions aswell, as it adds a lot to a small nation in a precarious position. But it's great and unexpected that Wallachia, Crimea and Venice get some love and then even a new huge formable empire tag. Big, big fan of that aswell as the changes to to Poland and it's subjects... and it's no longer subjects... and it's new to be subjects.
 
Nice diary. I see you've fixed Rivne's name, but a few other provinces might also use custom names.

Bransau was Brasław until now which is Polish name. Bransau is a German name, so still incorrect - in Lithuanian it's Brėslauja.
Lida is named Lyda in Lithuanian.
Nowogródek is Naugardukas in Lithuanian.
Słuck is Sluckas in Lithuanian.
Wiłkomierz is Ukmerge in Lithuanian, and actually ethnic Lithuanian land. It's older name is Vilkmergė.
Winnica is Vinycia in Lithuanian.

Owrucz and Zaporoże are not that simple, but Owrucz might be Ovruch (from Ruthenian/Ukrainian) and Zaporoże might be renamed after city of Krivoi Rog, which is an older city than Zaporizhia and has a Lithuanian name of Kryvyj Rihas.

Also, as almost all of the provinces in Kingdom of Poland are named after cities, maybe it would be a good idea to rename those three:

Kujawy to Inowrocław or Toruń;
Noteć to Nakło (nad Notecią);
Podole to Kamieniec (Podolski)?

Hmm, maybe you're right. I thought Podolia only covered the province of Podole but apparently that's not a thing. Kamieniec it is.

At this point I'm just hoping the devs don't forget the diacritics in some of the provinces' names. From what I can tell, Nowogródek is spelled "Nowogrodek", even though "ó" can be used in EU4.
 
So, given the focus on Poland and expansion of Jagiellon era stuff...any chance of improving Judaism and/or giving the possibility of minority religions? This era started out as one of unusually good conditions for Jews in Poland leading to immigration into the country, and Poland benefited from the influx quite a bit. And of course, it later devolved into pogroms from the cossacks and then Russian occupation of Poland.

I considered Brześć Kujawski as well, but seeing as after uniting both countries we would end up with two Brześcies relatively close to each other, it might be confusing. Inowrocław has a better placement relative to ingame map - notice that ingame city isn't located in near vicinity of Wisła and on the west side of province, while Breść Kujawski would end up being in the easternmost part. I chose closest (to ingame location) possible city of considerable size at the time, excluding Bydgoszcz (as it is built directly beside Wisła).

Notec/Podolia aren't wrong per se.
Noteć is a name of the river and doesn't really fit for a province name. Plus, it's a reference to the Prussian unit of administrative division - the Netze District and has nothing to do with how the administrative division of Poland looked like. I fully support renaming of that province.
 
I actually think that Ruthenia looks quite good as it was in a pretty bad shape at the start of EU4.

I meant in history ;) sorry, I understand the misunderstanding.
 
Definitely quite a meaty update given that this is just a free patch before turning to the new expansion/immersion packs' features. Especially glad to see an event around my boy Vladdy D.
As it stands I do have a few questions regarding the features of the new patch:

  1. Was the banner feature just implemented for the Mongol Empire as a reward for forming it or what was the rationale for giving them the system but locking out the re-formable successor states and powerful hordes from getting it as well? (Though I will profess I am ignorant in this field and there might be a good reason for why this is.)
  2. Will the current Vlad III event remain in game or be replaced? And to further build on that will a similar event to the new Vlad III event exist for (Saint) Stephen the Great?
  3. Would it be possible to get an idea of the effects of some of the new missions?
  4. Would it be possible to get an idea of how the development amount of the various regions has changed with this patch?
  5. Finally is there any chance that Iasi might still be shrunk due to it currently looking significantly bulkier than any of its neighbors? Would the same be possible with Silistre due to it currently being very out of place compared to the other provinces needed to form Romania? (Perhaps it could be split between a Bulgarian and Romanian province, or would this be the purview of a patch focusing on the Balkans?)
