EU4 - Development Diary - 19th of September 2017

Good day and welcome all to the Tuesday Dev Diary for Europa Universalis IV. Last Week we took a good look at changes to the Islamic Faith mechanics and today we're going to shine the spotlight on two prominent Muslim nations who shaped the Middle East in the 15th Century. That is to say the White sheep and Black Sheep Turkmen of Aq Qoyunlu and Qara Qoyunlu.

For a long time we have modeled these two nations rather haphazardly as Steppe Nomads but now is the time to give them their own special Government type of Tribal Federation complete with their own mechanics centred around Tribal Allegiance.

On its own, the Tribal Federation Government grants:

-5 years of separatism
-10% warscore cost for provinces
+25% cavalry to infantry ratio

The rise and fall of these Federations will ride on how well they are able to win over the tribal warriors of the region who are fickle to the successes and failures of the Federation. By winning battles and humiliating rivals, a Tribal Federation is able to increase their Tribal Allegiance which will in turn grant stronger bonuses for the country. Conversely, losing battles and being humiliated is a fast track to losing their support and bonuses.

Tribal Allegiance itself will grant no bonuses with at zero, but up to +33% manpower recovery and -3 national unrest as it grows. It will degrade over time relative to your development. Additionally, it can be spent to gain immediate assistance With each action costing 30 Allegiance. :
  • Enlist General: Gain General with 40 Tradition
  • Train Horsemanship: Get +15% Cavalry Combat Ability for 10 years.
  • Conscript from Tribes: Start production of 6 Cavalry units in the capital at 25% build time.
The Inland tribes of Arabia also share these mechanics, while across the world, other Tribal Countries are either Tribal Despotisms or Tribal Monarchies, working as before.

National Ideas

The Black Sheep and White Sheep Turkmen have also been given their own unique national ideas

National Ideas and the Tribal Federation Government are all free changes with the 1.23 Update, while Tribal Allegiance and the interactions relating to it are paid parts of the upcoming expansion which will be released alongside 1.23.

Another thing which will be of interest to the Sheep Federations and frankly any nation in the neighborhood of the Ottomans is a change we've done for the Turkish behemoth. In 1444, we have removed all foreign Anatolian cores for the Ottomans. Candar, Karaman, Ramazan, Dulkadir and Aq Qoyunlu may breath a collective sign of relief that Osmanoglu's rise to dominance will be more contested than before.

Janissaries should totally be a special unit as they were the elite of the Sublime Porte's army. +10% fire damge inflicted +2.5% discipline should be accurate.
This would also put more weight when you disable them via disaster

The only problem there is that this change would really only make them very good once inf. fire starts to matter (~tech 15 or so), which might be a bit of an odd/reverse choice, if one intends to make them start out powerful then trail off later on.

Sheeps were very important for nomadic lifestyle and for example still in Turkey we call our little ones as "my little lamp" lol. But that's all. There is no sacred thing about it.

There is one sacred animal in the Turkish/Turkic mythology and it's Wolf. Old Turkish "sacred" ruling family; Aşina (Ashina) used to believe that comes from half wolf half human.

Good one. :D The totem animal of the Bayındır clan (from whom the Akkoyunlu claimed descent) was the gyrfalcon.




It could be as simple as the type of sheep they herded. The descendants of the nomadic sheep (and goat) herding Turks and Turcomans could be found until very recent times, and were known by the colour of their sheep and goats, so White Sheep, Black Sheep, Yellow Goat, Black Goat, etc tribes.

An alternative etymology, which I do not believe to be correct, says they are the western sheep herders and northern sheep herders. "Ak"="white" used to be the colour Turks would ascribe to the west, and "kara"="black" to the north. In support of this, I did find a "Kızılkoyunlu" family (which would be "red/southern sheep herders") but no etymology for their name. As I said, I don't think this is correct, anyway.

Edit: The Ottomans are apparently descendants of the Black Goats, first tribal cousins to the Blackheads, Horsemen, the "With Wolves", White Goats, Yellow Goats, etc. :)

Well you guys seem to be Turks so you might have better informations than I do. My source (Wikipedia, obviously lol) says "The origin of the name refers to some ancient customs which have added a sacred character to this animal (the lamb) and reached the extent of making it protector of the tribe and its emblem." My summarization seems to be a little bit misleading.

So Tribal Allegiance is basically Horde Unity mixed with the Estates except they won't bitch and moan if you don't give them provinces?

Seems balanced.

Also somewhat annoyed at the loss of the Tribal Federation government type. The manpower modifier and force limit are miles better than something like Tribal Monarchy, with it's pathetic vassal income boost. RIP Circassa.
 
janissaries can be, should be special units but it requires national idea changing of ottomans. like adding 5-10% land moral and/or 5-10% infantry combat ability.
also finisher 50% force limit can be replaced with land maneuver or reinforce speed.

The whole point of Osmanli empire expanding into Europe was the power vacuum in the Balkans left by the crumbling Byzantine empire. It was a land grab performed by mainly Venice, Hungary, the Ottoman state and others. It had little, if anything to do with religion or Ottoman ginormous manpower/power reserves/economy as represented in the game.

And it wasn't as clear cut as in the game either. Osmanli armies lost battles, lost wars, just like every other nation. Currently, fighting Ottomans (or France) requires a coalition of most regional powers to even win a war, let alone win it decisively.

In my opinion, The Commonwealth is the best represented "superpower" in the game. It can live, it can die, it can thrive or become marginalized. I've never seen so many interesting and diverse variations to the same theme in any other corner of the map. Hopefully, other regions will become similar as well. Iberia is on a good track, England, France and China could use some love (or hate) in this regard.

Byzantium - 1328 - Barely over a century before game start, and following EUIV rules, it should take 150 years to lose a core from a nation's culture group, so there is no absolutely no justification for losing any cores on Greek cultured lands (e.g., Rhodes/Rhodos, Epirus and Chios). Additionally, the population along the Asia Minor coast would still have been predominantly Greek at this time period, especially in the northern area shown here, so they should definitely have cores on Kocaeli, Hudavendigar and Biga, if not also Aydin and Mentesha.

I guess it's my job in this thread to correct incorrect maps, so I do have to point out that Rhodes wasn't Byzantine in 1328, as the Knights of St John had conquered in 1310.
 
There should probably be a few other tweaks. The Ottos (and Venetians) should lose their core on Albania. No one could conquer it while Skanderbeg was alive, and even as awesome a general as he is, Albania's 3 infantry are no match for anyone.

Also, at game start, Niš should be in Ottoman hands.

As for the whole Anatolian core debate, cores serve two functions.

One is revanchist/social structures l/legitimacy. That is, if it was historically (not briefly) part of a country, or the structures/legitimacy existed for a conqueror to easily integrate it, then it should have a core.

One of the most important game aspects of this is there's no separatism in conquered lands with cores.

The other aspect is driving conquest. Way back in the old days of EU I/II, the OE had cores on all its historical conquests. This drove it to be constantly at war, wearing itself out, and going. In all directions at once. The result was, the OE was rarely a threat to anyone but itself.

One of the things we modders discovered was that if you removed most of the cores, and gave them out slowly, it drove the OE to be more powerful, and grow in a more historical fashion.

Within just over ten yeas of game time, both Jandar and the Karamanli were conquered (with the Karaman having half their country taken, and the rest reduced to vassals).

agreed. great seljuk empire should be formable in this patch. aqq/qq or rûm can form it.

Additional info: Rum is short type of Seljuk Sultanate of Rum. They were actually part of Great Seljuk Empire. Ruled by same dynasty. But later become independent. Rum is how Turks called Romans and in that time Anatolia. So there will be something missed if only Rum formable and not Great Seljuk Empire.

Lets say as an example i play the Karamans or Aq Qoyunlu or Qara Qoyunlu and i conquer the entire middle east, why the heck would i name the empire than great seljuk empire? It would be named after the dynasty i play, for example great karaman empire.
 
I hope there will be a good solution for Persia in the next post. Now it looks like if Timurids become fractured into smaller states - they will be easily getting eaten by the Ottomans, and so would Persia. They used to be the rivals of the Ottomans for 300 years but now the AI Persia is going to have a hard time becoming the standard regional powerhouse it is when it can't rebel en masse from the small Timurid states.

then any x country that united those areas would became great x empire. x is changeable for player's country like you said great karaman empire, great candar empire or great white sheep empire lol
