Hello everyone and welcome to another development diary about Europa Universalis. This time we have a feature for Common Sens, that is so large that it is spread over two weeks of development diaries. It is how we interact with your subject states.

In the subjects overview screen, there is now an additional button where you can open up an interaction menu with all your subjects.

Today we’ll talk about the tools you have regarding vassals, marches and lesser union partners.

Placate Local Rulers
This can be done on both vassals and marches, and lets you pay prestige (if you have positive prestige), to reduce the liberty desire of that subject by 10%.

Embargo Rivals
This is a toggle you can put on any subject. If it is on they will embargo all your rivals as quickly as their diplomats can travel. However, this increases their liberty desire by 5% while active.

Place Relative on Throne
This can only be done on vassals, and only when they have a regency. You can replace the regency with a ruler from your own dynasty.

Enforce Religion
This can only be done on vassals, unions and marches. This is possible if the subject is in your religious group, have less than 50% of Liberty Desire, and you have positive relations. Of course, this increases Liberty Desire by 50%, so its something you have to evaluate when it is desirable to do.

Scutage
This is a toggle that can be set to on or off on a vassal. When it is on, they will not be called into wars, unless declared war upon. However, they will provide 50% more of its income to you.

Subsidize Armies
This is a toggle in marches, where if on, you will send up to 10% of your manpower to them each month, to fill up their manpower pool.

Fortify March
This allows you to build or upgrade a fort in a march, where you as overlord fronts the build costs.

Enforce Culture
This is the option if you got some diplomatic power to burn. You can swap the primary culture of a lesser union partner to your culture for a power cost, but this is only doable if they are below 50% liberty desire and it will increase it by 50% as well.

Siphon Income
Unions usually do not provide money to their overlord, but history is full of rulers who took from one part of their realm to provide for another. This action lets you take 50% of a lesser union partners yearly income if you have positive relations. It will increase liberty desire by 10% but also reduce relations rather dramatically.

Support Loyalists
Unions don’t have any local ruler that needs to be placated, so instead you have a toggle where you spend 10% of their monthly income each month, while reducing liberty desire by 20% as long as its active.

I seem to recall an increase of 10% during annexation so you want to add to that or were not aware of it?
As I hinted not aware of it. But now I know and knowing is half the battle ;)

Questions: Will their be new countries? Will all of the new cultures and other stuff be added to the nation designer?
There are atleast three new revolter tags. Estonia (estonian), Latvia(latvian) and Sapmi (sami, that is the native population of the swedish province of lapland). And a buttload of new provinces.

considering the new achievement for dominating trade in the English Channel, Venice, and Genoa, i'm guessing that Sevilla won't be an end node as well.

Was it stated/shown somewhere that Sevila feeds to Genoa?

Three things I just need to be eternally happy:
-demand provinces (maybe for a reimbursement)
-change the name/colour of the vassal

I'll ask once again, because I don't know if you haven't seen it or you just don't want to answer (which is fine):
is it possible for development to descrease because of wars, low stability, sieges, looting, events, etc.?
I don't see how that could work since you can't rebuild development without the DLC. Anyone without it would end up with a barren wasteland world after a couple hundred years of war.

Events can be set up to only trigger if a certain DLC is enabled.

Alternatively it could be a temporary province modifier, like after a Center of Reformation converts a nearby province.
 
Further concern about the "Enforce Culture" option:
I think this is overpowered, unhistorical (there might be a few cases though) and unrealistic.
So I'm playing as Scotland and gets a personal union with an Italian minor. "How do you guys like whiskey, sack-pipes and kilts?" "Huh, not really. Well you better get used to it from now on!".
I think there should be put some other restrictions to it:
You have to border the lesser union partner.
You have to have the same religion.
You lose 1 stab. because a portion of your nobility will have to be uprooted and move to the lesser union partners land and teach how to behave properly.
I think this option is in danger of creating "cultural blobs" where the big powers culture will dominate.

Otherwise I like the new options very much!
Maybe put in an option to seize the navy of a vassal or other subject, with an increase in liberty desire to follow of course.

Awesome features for playings as Liege, but what new features will have the vassals players. Some suggestions:
-Secret Alliance with liege rivals,
-giving military access to liege enemies,
-funding some pretender to the liege throne
-make an alliance with other vassals in order to gain independence
-make your liege a vassal
and so on.

So, if enforce culture raise the liberty desire, if they rebel the will use their original culture or the one enforced? Same thing about religion.

However this option are very interesting, actually probably is spain is rapresented as union of Castille, Aragon, Naples, Sicily, Milan and Flanders for example (like other countries in the same situation) have to deal with these things could be cool.
 
Aren't those burgondy flags on namur, ile-de-france ...
Namur is in modern Belgium, so it should be part of Burgundy. Nothing on that map on screen is part of modern France, it just doesn't go far enough south.
 
Hainaut appears like it should be incorporated into Burgundy proper in 1444 or a union directly under Holland or something. According to Wikipedia:

After the death of Duke William II of Bavaria-Straubing in 1417, Hainaut was inherited by his daughter Jacqueline (Jacoba), who in 1432 had to cede the county together with Holland to Duke Philip the Good from the House of Valois-Burgundy. The last independent countess died early on 8 October 1436 (presumably of tuberculosis) in Teylingen Castle, near The Hague (where she is buried), her estates were incorporated into the Burgundian Netherlands.
Hainaut is part of Burgundy proper on that map. Since it joined Burgundy as part of a PU with Holland, it should definitely be united with Holland at game's start.

I like it because of it contains list of trade companies with digits of needed percent for free merchants - on one screen, :)
No, it's still there. This is a subscreen of that.
About that, has the issue about the percentage falling a row at 100% or more been fixed?

Awesome features for playings as Liege, but what new features will have the vassals players. Some suggestions:
-Secret Alliance with liege rivals,
-giving military access to liege enemies,
-funding some pretender to the liege throne
-make an alliance with other vassals in order to gain independence
-make your liege a vassal
and so on.

At first I didn't see what a certain HRE OPM had to do with this expansion, and then I felt like an idiot... :p
