EU4 - Development Diary - 26th of June 2018

Hello! We’ll be talking about two smaller features in this dev diary that is coming with the Dharma Expansion. The first one you have probably noticed if you have followed the dev clash streams, however the second is probably my own small favorite.

First one up is the Settlement Growth which is the one you have probably spotted in the province view. Ever gotten to the point where you don’t have much else to colonize, you have a bunch of colonist agents but nothing to do with them? Now we’re giving you another use for them by having them improve the development of your provinces slowly.

It works a bit like a colony construction, it is affected by the colonial maintenance slider and costs the same as a colony. But it doesn’t have the steady increase in settlers that colonies have but only it’s own variant of the settler chance. The yearly chance is based on the local development modifiers and the current development of the province, capped at a minimum of 5% yearly chance.

So growing the development of one of your provinces might be really cheap for you or end up costing you way more than you bargained for.


Second feature is an addition to an old one that has been long missing. We’ve always found that…. Insults lacked a bit of a punch to them so we went ahead and fixed that.

We’ve added what we call scornful insults. They cost 5 prestige to make, it will make the enemies of the nation like you more, the nation themselves hate you more and give you double the amount of power projection if they were your rival. As you can see scornful insults also come with a bit of a letter attached to it now describing the insult sent… I mean the incredibly well crafted and cultured letter you sent.

We’ve added more than 60 insults and as you can see in the screenshot they are not all generic. There are some clever ones hidden away depending on what nation under what kind of state does the insult against who.

@Groogy - Is the colonist province development limited? I imagine Portugal with it's 4-5 colonists devlop their home provinces tall as hell if they place them there ...

Provinces with higher development have higher development cost, which in turn according to DD lowers the chance to develop the province, meaning that sooner or later you'll run into 5% yearly chance to develop province, giving you MTTH of increasing province development by 1 - between 13 and 14 years. With 4 colonists running around, you will get effectively at this stage +1 development every 3.25 (I've assumed 13 years per +1 dev) years. 4 colonists per year = 8 * 12 = 96 ducats per year, so in the end you'll end up paying around 312 ducats for +1 dev in that system. (Using those calculations, which are of course simplified etc.)

Not sure how wise it is for England to insult Austria straight off the bat though. They need all the friends they can get with France breathing down their neck!

? It's a cultured letter stating a fact, not an insult.

I quite like the insults, I only wish there were more :D
 
When i first saw the DD i got excited about using colonist to develop. However the main problem is, you come to the point that you won’t be using your colonist only in the late game and in the late game development is not a problem at all. I wish that this kind of system could help early game development.

This is basically my main concern. If you @Groogy could make it so more countries had access to more settlers, like from the burghers or something, and not just from exploration and expanssion ideas...
 
Dear Moderator, if insults "...cost 5 prestige to make, ...make the enemies of the nation like you more, the nation themselves hate you more and give you double the amount of power projection if they were your rival," will there be a cost for the recipient of the insult who fails to respond?
If insults go unpunished without a DoW, then the insulted country should suffer a penalty, like for instance a loss of presige or drop in army morale or trade penalties.
 
I used to think when I first joined the game that there was an ability to write your own text into insults, Later I started thinking "oh it's just a multiplayer thing?" and eventually found out that this was never a feature. Thinking back at it though I think it'd make a pretty good feature I even thought that this was where you were going with the whole scornful insult thing, anyways. I suggest the ability to write your own insults.

Also glad ot have somethign for colonists to do outside of overseas colonising. #Nice

It'd be cool if you could send them to provinces of your own religion to lower unrest when its like over 10 or something.
 
Cool! While you're at it - on a positive tone, can we send a custom message with our gifts too?
 
Does the cost increase with each additional colonist on development same as colonization? If I build 3 colonies with a single colonist then remove the colonist from each one and send him to develop a province will the cost be the same as having 4 colonies simultaneously?
 
Please buff expansion idea set, with this new feature it might become viable choice even for landlocked countries.

Expansion isn't a strictly bad idea group. It's just more trade-focused than other ADM groups, and is location-reliant.

Also it has some massive policies. Quality+Expansion is +1 leader fire, for example, which is one of the best policies in the entire game. Expansion+Trade is 10% Trade Eff and 20% steering, and generally if you're Expansion you want Trade too since you're usually wanting to steer trade all the way from Asia.

It's a niche group; but it's for trade Empires encompassing Africa/Asia. And it does that job well.
 
Can you use the Settlement Growth on your vassels too?
But most inportant will it give a relation boost and/or lower the LD of your vassels?
With most thing the cost of many thing become higher later in the game but the efficient of many thinks become higher too ( for example Supply limit)
I would like too see the 5% higher or let the modifiers do that just like development (farmland, cloth ,center of trade)

Minimum of 5% chance. I believe it goes as high as 90% for low development grasslands.

Are the different types of development (bas tax, production, manpower) a 33/33/33 chance, or is it weighted at all? Perhaps skewed toward whichever is lowest? I know I like my development to be even.

Also, how often does this pulse? Does it check monthly, even though the chance is listed in yearly terms? Basically, if you have a 5% chance yearly, is it really roughly a 5/12% monthly (yes, I know the math should actually be more complex)?
 
Nothing major, indeed, yet all splendid. I like it very much. Actually, I wanted internal colonization for a very, very long time, but the new flavour insults are just as endearing.
 
5% is awful. but let's see the modifiers before judging that
also need to see how to get colonists rolling :D
