EU4 - Development Diary - 2nd of July 2019

Hello all and welcome to today's dev diary for EUIV. Over the past eight dev diaries, our content design team @neondt , @Caligula Caesar and @Ofaloaf have been serving up a plethora of content that will be coming your way in the upcoming European Update and its accompanying expansion. There's certainly been plenty of it (and I'm told even more to come) but today I'm here to update you on the development plans for EUIV leading up to said expansion, and to tease the new mechanics to come.

As we laid out early on in the year, we intend to take our time with the upcoming European update. We have previously said that we aim to release said update late this year, but this is now being moved into 2020 for a variety of reasons, not least of all that we have many ambitions for this update, and want to give it the development time it deserves.

Unpleasant news for some, I've no doubt. I've been seeing comments along the line of wanting the expansion released as soon as possible from people excited about the content updates when we haven't even touched on the mechanical ones yet. While the expansion release is certainly a long time away, we believe that this is the best way to deliver the quality that EUIV deserves.

In the meantime, as this is an unprecedentedly long time between releases for the game, we will be releasing a free update to the game post-summer. This will be an update with the 64-bit support and bugfixes, but will not contain any of the things we've been discussing around the European Update. We'll have more details on this once the July holiday season is over.

Ah yes, July, the dreaded month where everything in Sweden shuts down, including game development studios. Devs are already entering vacation mode, so there won't be much news coming from us over the month, however I believe @neondt has threatened that he may make a few more small content Dev Diaries as he defies the Swedish Vacation Standards.

So what about after July? Well, as you've no doubt been aware, we have been focusing heavily on the content that's in our upcoming European release, but not so much the mechanics. Dev Diaries will start delving into said mechanics after the Summer Holidays and we have some meat to delve into there. In Dev Diaries of past, we have openly talked about design ambitions for Mercenaries and Estates, as well as our desires to “Make Catholicism and the Pope feel like a force to be reckoned with, rather than just another colour of Christianity and country”. We're going to dive into these and share what we've been doing to make these aspirations a reality.

Of course, I don't want to leave you for Summer with worlds alone, so here are three completely contextless screenshots from the development version of the game for all your speculative needs.

So it looks like the provinces in Bohemia (mainly Hradec/Pardubice) werent fixed... sad and disappointing, I said it multiple times and I will say it again, Hradec Králové, the capital city of Hradecko is no longer in the province you claim to be Hradecko and putting Pardubice as a capital/province or anything inside eu4 timeline is historical barbarity since it rose to similiar status only AFTER eu4 timeline
 
Merc companies and college of cardinals look very promising changes.

And where do you see a College of Cardinals?

I see many people say that 32 000 is too many for a mercenary company, but is it possible that this number is the company's "manpower" and not the number of troops they field at the time?

Even if 32.000 is the army’s manpower, it’s too much. A mercenary company cannot have a reserve pool bigger than a Nation’s.
 
I think it's hilarious that just as Swedish vacation starts (including mine) the weather turn sour! 11 degrees C mid morning in Stockholm today.
 
I don't want to sound like a dick, but honestly the only thing I want to see next expanded would be characters as a mechanic rather than just mana generators and bonus givers.

I know it's a lot of work and would need to be balanced heavily against other gameplay elements, but right now it's the only thing that would really peak my interest in EU4 again.

For me the recent dlc's have felt a bit.... uninspired.

Edit: that's not really fair, what I mean is that that game hasn't really evolved in a big way in quite some time. Probably missions and coal being my favourite additions in the last year.

THREE ESTATES IN EACH PROVINCE CONFIRMED! My suggestion has made it into te game. Hurray! Hopefully no more micro assigning. All three estates will be in all provinces automatically by default, and you will influence what percentage of influence each estate holds in the province!

Look for what isn't there ;)

Since you are working in the Papal States, there are situations to be considered and reworked. Firstly, it would be important to reinforce the influence of the Papacy on Catholic kings, but this force must weaken throughout the Ages marking the transition between the hegemony of the Papacy (power until then universalist) and the affirmation of the singular and secular power of the national monarchs - one of the many facets of the transition from the Middle Ages to the Modern Age; thus having a good relationship with the Pope would maintain the monarch's legitimacy as well as prevent peasant rebellions. Secondly, the Papacy could fund the wars against the infidels for a few turns, in this case a percentage of the maintenance of troops and fleets. Thirdly, the possibility of usurping a papacy by appointing an antipope through a war with all Catholic kings (for those who want a challenge), you could use some mechanisms from CK2. And last, but not least, do a rework in the Treaty of Tordesillas (and add the Treaty of Saragossa) since "there remained the medieval tradition of political supremacy of the Holy See, which recognized Rome the right to dispose of lands and peoples: Adrian IV, English pope (1154-59), had given Ireland to the King of England and Sixtus IV the Canaries to the king of Castile (1471-84). This was partly based on the fact that an Edict of Constantine had conferred on Pope Sylvester the sovereignty over all the islands of the globe; This is because the lands to be discovered were all, then, supposed to be exclusively islands".
 
Can you really not divide Lignica into two provinces? Adding the province of Svidnica makes sense. Because Wroclaw and Swidnica were the property of the kingdom of Bohemia. Add at least the Duchy of Raciborz, with the dynasty (Přemyslovci). If possible, add the Principality of Lignica
 
So... looks like the new mercenary system could be a number of things, ranging from visually different but functionally identical to condotierri (thus making Mare Nostrum almost useless), to a completely overhauled merc system.

Personally, I hope it is closer to the volunteers system from hoi4 than the antiquated mercenaries of ck2 - would provide excellent opportunities to meddle in wars and maintain a balance of power without requiring the country being helped to pay through the nose.
 
I wonder if this means that estates will work closer to what can be seen in MEIOU & Taxes mod? Maybe not quite so complicated, but now the estates could be constantly working independently from the player.

Sure... "accidentally".

I was about to say the say, seeing that they have hidden the values under the company that covers the number of units it packs, and none of those numbers appears to be two digits, so it is impossible that 32k would be the total men employed there (best single digit case, 9/9/9 composition, would stop at 27k). The other two appears to be a money symbol, upfront cost, and the second mercenary maintenance. I'd wager that an unit you send to massacre without support won't like it and see its maintenance cost rise, maybe also depending if you have core / territory on their area... we will see, of course.
The infantry icon does seem like it's on double digits.
But if I had to bet on anything, I'd bet indeed on it being a manpower pool rather than total number of troops.
