Europa Universalis IV - King of Kings recap + 1.36 Free QoL Features & New Monuments

Hello, and welcome to another EUIV Dev Diary! Today it will be a bit of a different one, as we will be addressing three topics that we think are of the most relevance to the upcoming DLC and update, which are:
  1. A recap on the list of features that will come in EUIV: King of Kings.
  2. Addressing the questions and some feedback that arose in the last DD.
  3. Presenting you the free features coming in the 1.36 update, which are mostly focused on QoL (Quality of Life) improvements added to the base game, and 8 new monuments added for the Leviathan DLC owners.
But before getting started, let me say a couple of things. The first one is that this DD was prepared with the help of our new Assistant Producer, @Dargeths , who in his previous role as Embedded QA, also knows the game very well, with more than 5,000 hours of gameplay in it.

The second one is that today we have opened the Pre-Orders for EUIV: King of Kings, with its release date being revealed: the 6th of November! It also comes from a great Trailer made by our Marketing Team:


Now let’s go into the Dev Diary itself. As we’re very excited about the upcoming release, we also want to be super transparent with you when it comes to the content included in this DLC. Because of that, below you can find a summary of all the content this Immersion Pack is going to bring to Europa Universalis IV. Let’s dive country by country, then, including links to the previous DDs:



While not a starting nation in 1444, Persia can be a powerful player on the world stage, when formed. During the Early Modern period, it was historically reunified by the Safavids from Ardabil, so we have made this a more attractive path in the game, with more content and flavor around the historical outcome. However, this is not the only path to a unified Persia. Each of the nations featured in this DLC will come packed with its own unique twist through various unique government reforms, and the religious path to pick will also reflect different gameplay and flavor options.
  • New Mission Tree for Persia with 77 Missions in total (with 31 Mission depending on Religion - Sunni, Shiite, Zoroastrian, and 8 Missions depending on Origin - Ardabil, post-Timurid, Mazandarani).
  • New mission tree for Ardabil with 12 Missions.
  • 2 new government mechanics (‘Persian Influence' for a Muslim Persia, and 'The Three Royal Fires for a Zoroastrian one').
  • 2 new Estates for Persia, 'Ghilman' and 'Qizilbash', with their own set of agendas and disasters.
  • 20 new estate privileges.
  • 6 government reforms.
  • A new special unit, the ‘Qizilbash’, which can be recruited either as Infantry or as Cavalry units.
  • 68 new events.
  • And even more additional content like Diplomatic Actions, Subject Types, CBs, and Local Organizations.

Now that we’ve presented you with the full content of the upcoming DLC, let’s continue with the design philosophy, and some numbers behind it, as a direct answer to the feedback we received last week.

Our benchmark for King of Kings was Lions of the North, both on the quantitative and qualitative scopes. So after diving a bit into the numbers of each of these DLCs, we are happy to say that we have created more content in KoK in terms of total Missions, Estate Privileges and Estates-related content, Government Reforms, Government Mechanics, Miscellaneous Content, and Songs, while we’re at similar numbers in Events and Sprite Models. And this just focuses on the ‘main content’, and not counting on what we term as ‘miscellaneous content’, like new types of Subjects, Diplomatic Actions, Holy Orders, etc. So, what you may notice here is that in the rough numbers of content assets created, both Immersion Packs are not only comparable, but in most of the aspects KoK is the DLC having more, which is something that we desired to achieve.

But another topic we want to tackle is the design direction. A lot of you have pointed out that there are a few countries that are much-loved by the community that are not receiving content in this DLC. We had to make design decisions on which countries to cover, and which not, in order to deliver this new DLC spending a comparable amount of time in its development to LotN; thus, we decided to focus on some selected countries rather than spreading ourselves thin over more, to make sure that we could deliver content for the chosen ones with a higher level of quality. Persia, which is the most important country of the expansion, is probably the best example, as we created a wide range of possible gameplays coming from very different origins, making it one the most replayable countries in the game, if not the most.

Does this mean that we aren’t going to work on Middle East countries anymore? Not at all! We have read a lot of content requests and suggestions for countries like:
  1. The Timurids
  2. The Mughals
  3. The Central Asian Hordes
  4. Hisn Kayfa
  5. Oman/Hormuz
  6. Trebizond
I’m allowed to tell you that many of these are likely to receive content in 2024, as we’re already planning our pipeline for next year; therefore, KoK/1.36 won’t be the last opportunity for them to get content. Also, these aren’t the only countries that will receive content in 2024… But I’m not yet allowed to further disclose our future plans, I’m sorry to say.



Let’s speak now about the quality of the content itself, which was a different focus from that of quantity. First of all, we were busy early on in the development process with the fixing of Domination post-release bugs; we’re happy to say that over 100 of them are fixed in the 1.36 free update, which will increase the overall quality of the last DLC. We’ve also implemented some of the new features, like the Branching Missions buttons, in countries such as the Teutonic and the Livonian Order. But that was on the Content Design Team, and they aren’t the only ones working on this project. Our Programmers have been busy as well, not only fixing bugs, but also working on the game’s performance - which won’t be worse compared to 1.35 on most of the PCs, and will most likely be better on a number of them, although we prefer to be cautious about this -, and on new Quality of Life improvements for the base game, as well as increasing the modding possibilities of the game, which I’ll comment now in detail.

First, it is now possible to transfer the control of multiple provinces by SHIFT-Left Clicking the controlled provinces and transferring them to another war participant.

Then a feature that will be appreciated by all of the players who love to see their own religion’s name big on the map, Autonomous Missionaries finally making their way into the game (yay!):

For those who like to play with Mercenaries in their armies, they now merge units even if they have Mercenaries in the mix (mercs do not merge with other mercs though):

You can now sort provinces if you can in- or decrease their autonomy:

And for those who are sick of AI building churches in every province. If you select a building in the macro builder and right-click a province that has this building present already, you will instantly destroy it instead:

Now for the modding part: the biggest addition to 1.36 is the ability to add custom, functional UI buttons. One example has been shown in the form of the “Preview Mission Branch” as these buttons are fully scriptable. For those wondering how it is done, here is the surface magic (a lot of scripted effects and triggers here):

Don't rule out Mushasha please! :) It's a tag with a fascinating backstory. Their missions might focus on their rivalry with the Safavid Order and their fight for supremacy in the Shia world.

I'm not an expert on Kazan skyline but I have a nagging feeling that the blue cupola belong to an Orthodox cathedral and therefore would be totally inappropriate in some (very common) gaming circumstances.
It's just not a very appropriate art - IRL an Orthodox Blagoveschensky Cathedral stands near Kul-Sharif - the famous mosque of Kazan'. The view on that one would be better, although it was razed to the ground in Y'1552 after Russia conqured Kazan' and was rebuild only recently - in Y'2001.

So I can appreciate the amount of content that all these nations received. But it does feel like the Persian Minors apart from Ardabil & Aq/Qara Qayunlu could have maybe received 5-10 missions each vs Persia having like 70 missions.
  • Flag of Denmark Denmark: The leader of the Kalmar Union desires unity in the kingdom and can pursue commercial and political dominance of the Hansa and Northern Sea trade regions.
  • Flag of Sweden Sweden: A major power in waiting, Sweden can claim a primary position in Scandinavia, ready to intervene and project power on the continent.
  • Flag of Norway Norway: Resist the influence of powerful partners and strike a new path as a naval power in the North Sea or even across the Atlantic.
  • Flag of Scandinavia Scandinavia: A united northern nation will have a wide range of new options to project its power as the cold lands of the region get more developed.
  • Flag of Teutonic Order Teutonic Order: Once a great Crusader state, now it fights for survival against Polish and Lithuanian pressure. Follow the path to become Prussia, or rediscover the zealous power of religious war.
  • Flag of Poland Poland, Flag of Lithuania Lithuania and the Polish-Lithuanian Flag of Commonwealth Commonwealth: Unite the kingdoms and develop your vast lands while maintaining cohesion against recalcitrant nobles.
  • Flag of Livonian Order Livonian Order and Flag of Kurland Kurland: Follow the path of the Crusader to rival your heretic neighbor or secularize your state.
  • Flag of Riga Riga: Religious merchant of the Hanseatic League, Riga can manipulate the politics of the trade alliance to instigate conflict and reap the spoils.
  • Flag of Danzig Danzig: Create a Prussian nation from this key city-state.
  • Flag of Gotland Gotland: Choose different paths as a monarchy, merchant republic or pirate haven to dominate the Baltic.
  • Flag of Finland Finland: A free Finland can explore its destiny separate from Swedish rule.
So for Lions of the North, a region where most tags have already been formed, (apart from commonwealth, scandinavia and maybe prussia) it makes sense to just focus on those nations.

But with regards to the focuses of this expansion, which primarily seemed to have been Byzantium, Egypt and Persia, it does feel kind of weird not having content for the nations that are meant to form them.

I would perhaps personally rather have seen 20 missions cut from Persia and having each seperate forming nation have like 5-10 extra missions towards forming persia or a way to acquire persian missions without forming persia (I think timurids would appreciate not having to form the tag).

Similarly to Byzantium. Taking like 10 missions away and giving 5 each to the other 2 successor states (Epirus and Trebizond) would make sense.

I'm not trying to bash the effort put in because it was well above and beyond what lions of the north did and I really hope to see the tags that didn't get attention this time around receive it in 2024.

I honestly hope you have learned a valuable lesson about managing expectations. The whole debacle could have been avoided if you'd have just said outright what the scope of this expansion would entail, and the reasons behind it (though I don't really agree with equating mission trees, government reforms, events and the likes number for number in defining the scope of an expansion). But if you are going to do it, then another point would be that the distribution of said numbers also matters. I'm sure you still could have done right by Persia if it had say a total of 70 missions (branching stuff included), instead of 116, leaving room to rework a couple more nations. The presented content looks fun otherwise, so no complaints there.

I also feel like I must point out that this also somewhat speaks to Paradox's greed yet again, but that's on the company, and by no means is a reflection on the devs as employees. I get it that Paradox is a for-profit company and not a charitable organization helping map-painter addicts, but I must say splitting content seems like a new low even by the standards we have become accustomed to lately, and I am fearful of it going to become precedent.

Heavy speculation and anticipation regarding the next addition to the franchise is rampant, and I am sure there's a need to keep EU4 alive during the successor's development, but it is somewhat sad to see that it have come to stretching content. Instead of doing that, you could have used this release for South America and reworking colonization (since we are going by the 'full-DLC' -> immersion pack -> 'full-DLC' cycle), then do the whole of the Middle East, then do an immersion pack for Central Asia, or whatever else you are planning to do.

The free features and QoL additions are really nice, but the cynical part in me makes me read them somewhat as a shiny misdirect, included in this DD to shift the focus from the mismanaged expectations debacle, even though personally I am not really vested in what exact content the ME countries get, as long as they do get something nice.

Again, I hope lessons were learned by the managers (the devs did what they could within the scopes, I don't think they've had much say in that), and going forward Paradox will be more upfront about what a given expansion will entail, and tries to somewhat keep its greed in check, though judging by their track record, I feel like more and more people will be left jaded during the limbo EU4 is finally put out to pasture and a successor being announced.

Thank you for you transparency. HOWEVER, must admit, that i'm truly upset. You are being too greedy, splitting Oman, Hormuz, Hisn Kayfa and Trebizond into different DLCs... It's bit too much. Eventually, they may receive new content, but we do need to wait AT VERY LEAST till summer if not more... It's just crazy.
I may understand Central Asia and The Timurids rework packed into "Khan of Khans" DLC or smth like that, but THAT 4 countries being left behind. It's really greedy decision.

Yes, I am sad that Oman and Hormuz were cut for this DLC, but as long as they do get content, I'm fine with that.

I really like the content overview per tag that you introduced, makes it much more visible what each tag is getting.

Also, huuuge thanks for transferring occupation QoL, big big wars in the mit-late game as HRE Emperor with revoked privilegia was always a huge pain :D

PDX laziness. I like map changes and new ways of playing. But now with missions, govt. reforms, and monuments it's all just buffs so people can mindlessly paint the map now. Now they do these 1/2 areas at a time. What BS. PDX tinto has taken a game that is getting more boring and made it even worse.

Why do you think we'll need to wait so long? It's totally possible for the next Immersion pack to be released in April or May.
Also, why wouldn't they be able to include Oman/Hormuz, Hisn Kayfa and Trebizond with the Hordes? They managed to include Byzantium in this Immersion Pack.
 
First, it is now possible to transfer the control of multiple provinces by SHIFT-Left Clicking the controlled provinces and transferring them to another war participant.

A better answer would have been a "stance" button for armies and vassals to automatically transfer the control of provinces to the war leader when they are occupied. AI tends to send peace offer as soon as the war goal is reached or at 100% war score, and most of the time you don't even have the time to give them the provinces they need. The issue isn't solved to me, that said it's always good to take.

For the rest, I feel a lot of greed in the idea of releasing a second DLC to include the countries that should have been part of this update.
But hey, people seem to be delighted to pay twice (honestly, I'm having a hard time to understand humans these days). I can't wait for the "Heirs of Timur" DLC with Trebizond, Ayyubids and Oman in it. Sounds completely logical and very well thought from the start...

Hope you won't forget all of these suggestions next time.
 
I wish there was a notification for when you run out of 10-year bonus for the Protestant religion. I always forget to get it back. That's why I never pick protestant anymore.

Thank you for the dev diary, and for what looks to be an ok upcoming update. However, I'm not entirely happy, even though I realize the feature I'm complaining about has never been promised.

Quality of Life improvements for the base game

Once again, I see no mention of a proper pause key. Meaning a key that pauses the game, and does not unpause it. Manual pausing is needed, as every possible occasion for pausing can't have an autopause. But the current pause/unpause key leads to lots of frustration. You press the key, there's no immediate reaction so you think the keypress did not register and press it again. The first press registers, after some lag, and the another registers as well, and the game keeps running unpaused. Or you press the key, and during the time it takes for you to think about pressing, press, and the press to register for the game, something happens that autopauses. Your manual press acts to unpause, and the game runs again. Either of those, or both of those in combination, can happen multiple times in a row. Lots of frustration.

Are there any plans to implement a proper pause key? Ever? Ever for any Paradox game, eg. EU5?

Now for the modding part: the biggest addition to 1.36 is the ability to add custom, functional UI buttons.
Could this be used for the above pause key problem? That is, does this cover keypresses or only graphical buttons, and is there a hook for the pause function? Would such a mod be ironman combatible?

Well, here's hoping Trebizond gets slotted for content in the future. Looking forwards to this dlc (and spending another year repeatedly bashing my head against the wall as the Byzantines).

- Rename Coptic into Miaphysit

- Add more content to Jerusalem and Nubia and since you al ready covered Trebizond, Hisn Kayfa, Oman and others i'll leave it at that

- Add more content to Central Asia and perhaps post Mongol empire world. Examples : Timurids, Ilkhanate, Golden Horde, Chagatai, Yuan etc

- Rework Buddhist denominations and make it in pair with other religions

These are just some of the suggestions i have. Otherwise nice QoL.

To add they should rename Chagatai into Moghulistan, and incorporate Yarkand into it.Also Ilkhanate was dead for over a century and the Timurids considered themselves the successors so there shouldnt be put much work into it.The Uzbeks on the other hand should have a huge boost because they were the dominant power in the steppes with Abulkayr Khan Shaybani.

Hello, and welcome to another EUIV Dev Diary! Today it will be a bit of a different one, as we will be addressing three topics that we think are of the most relevance to the upcoming DLC and update, which are:
  1. A recap on the list of features that will come in EUIV: King of Kings.
  2. Addressing the questions and some feedback that arose in the last DD.
  3. Presenting you the free features coming in the 1.36 update, which are mostly focused on QoL (Quality of Life) improvements added to the base game, and 8 new monuments added for the Leviathan DLC owners.
But before getting started, let me say a couple of things. The first one is that this DD was prepared with the help of our new Assistant Producer, @Dargeths , who in his previous role as Embedded QA, also knows the game very well, with more than 5,000 hours of gameplay in it.

The second one is that today we have opened the Pre-Orders for EUIV: King of Kings, with its release date being revealed: the 6th of November! It also comes from a great Trailer made by our Marketing Team:


Now let’s go into the Dev Diary itself. As we’re very excited about the upcoming release, we also want to be super transparent with you when it comes to the content included in this DLC. Because of that, below you can find a summary of all the content this Immersion Pack is going to bring to Europa Universalis IV. Let’s dive country by country, then, including links to the previous DDs:



While not a starting nation in 1444, Persia can be a powerful player on the world stage, when formed. During the Early Modern period, it was historically reunified by the Safavids from Ardabil, so we have made this a more attractive path in the game, with more content and flavor around the historical outcome. However, this is not the only path to a unified Persia. Each of the nations featured in this DLC will come packed with its own unique twist through various unique government reforms, and the religious path to pick will also reflect different gameplay and flavor options.
  • New Mission Tree for Persia with 116 Missions in total (77 common Missions, 31 Mission depending on Religion - Sunni, Shiite, Zoroastrian, 8 Missions depending on Origin - Ardabil, post-Timurid, Mazandarani).
  • New mission tree for Ardabil with 12 Missions.
  • 2 new government mechanics (‘Persian Influence' for a Muslim Persia, and 'The Three Royal Fires for a Zoroastrian one').
  • 2 new Estates for Persia, 'Ghilman' and 'Qizilbash', with their own set of agendas and disasters.
  • 20 new estate privileges.
  • 6 government reforms.
  • A new special unit, the ‘Qizilbash’, which can be recruited either as Infantry or as Cavalry units.
  • 68 new events for Persia.
  • And even more additional content like Diplomatic Actions, Subject Types, CBs, and Local Organizations.

Now that we’ve presented you with the full content of the upcoming DLC, let’s continue with the design philosophy, and some numbers behind it, as a direct answer to the feedback we received last week.

Our benchmark for King of Kings was Lions of the North, both on the quantitative and qualitative scopes. So after diving a bit into the numbers of each of these DLCs, we are happy to say that we have created more content in KoK in terms of total Missions, Estate Privileges and Estates-related content, Government Reforms, Government Mechanics, Miscellaneous Content, and Songs, while we’re at similar numbers in Events and Sprite Models. And this just focuses on the ‘main content’, and not counting on what we term as ‘miscellaneous content’, like new types of Subjects, Diplomatic Actions, Holy Orders, etc. So, what you may notice here is that in the rough numbers of content assets created, both Immersion Packs are not only comparable, but in most of the aspects KoK is the DLC having more, which is something that we desired to achieve.

But another topic we want to tackle is the design direction. A lot of you have pointed out that there are a few countries that are much-loved by the community that are not receiving content in this DLC. We had to make design decisions on which countries to cover, and which not, in order to deliver this new DLC spending a comparable amount of time in its development to LotN; thus, we decided to focus on some selected countries rather than spreading ourselves thin over more, to make sure that we could deliver content for the chosen ones with a higher level of quality. Persia, which is the most important country of the expansion, is probably the best example, as we created a wide range of possible gameplays coming from very different origins, making it one the most replayable countries in the game, if not the most.

Does this mean that we aren’t going to work on Middle East countries anymore? Not at all! We have read a lot of content requests and suggestions for countries like:
  1. The Timurids
  2. The Mughals
  3. The Central Asian Hordes
  4. Hisn Kayfa
  5. Oman/Hormuz
  6. Trebizond
I’m allowed to tell you that many of these are likely to receive content in 2024, as we’re already planning our pipeline for next year; therefore, KoK/1.36 won’t be the last opportunity for them to get content. Also, these aren’t the only countries that will receive content in 2024… But I’m not yet allowed to further disclose our future plans, I’m sorry to say.



Let’s speak now about the quality of the content itself, which was a different focus from that of quantity. First of all, we were busy early on in the development process with the fixing of Domination post-release bugs; we’re happy to say that over 100 of them are fixed in the 1.36 free update, which will increase the overall quality of the last DLC. We’ve also implemented some of the new features, like the Branching Missions buttons, in countries such as the Teutonic and the Livonian Order. But that was on the Content Design Team, and they aren’t the only ones working on this project. Our Programmers have been busy as well, not only fixing bugs, but also working on the game’s performance - which won’t be worse compared to 1.35 on most of the PCs, and will most likely be better on a number of them, although we prefer to be cautious about this -, and on new Quality of Life improvements for the base game, as well as increasing the modding possibilities of the game, which I’ll comment now in detail.

Now for the modding part: the biggest addition to 1.36 is the ability to add custom, functional UI buttons. One example has been shown in the form of the “Preview Mission Branch” as these buttons are fully scriptable. I’m a little disappointed that Hisn Kayfa won’t get anything this time, but very glad to hear that this wasn’t their last chance for a touch-up. And these new QoL features are a delight! Thanks for helping whittle down micromanagement so we can focus on the more fun aspects of playing the game.

But, if it's not too late, will you consider adding macro builder menu for Parliament seats?
I’d also really appreciate parliament seats being reflected in the Government map-mode and having the Metropolitan map-mode being folded into the Religious one.
