Europa Universalis IV - King of Kings recap + 1.36 Free QoL Features & New Monuments

Hello, and welcome to another EUIV Dev Diary! Today it will be a bit of a different one, as we will be addressing three topics that we think are of the most relevance to the upcoming DLC and update, which are:
  1. A recap on the list of features that will come in EUIV: King of Kings.
  2. Addressing the questions and some feedback that arose in the last DD.
  3. Presenting you the free features coming in the 1.36 update, which are mostly focused on QoL (Quality of Life) improvements added to the base game, and 8 new monuments added for the Leviathan DLC owners.
But before getting started, let me say a couple of things. The first one is that this DD was prepared with the help of our new Assistant Producer, @Dargeths , who in his previous role as Embedded QA, also knows the game very well, with more than 5,000 hours of gameplay in it.

The second one is that today we have opened the Pre-Orders for EUIV: King of Kings, with its release date being revealed: the 6th of November! It also comes from a great Trailer made by our Marketing Team:


Now let’s go into the Dev Diary itself. As we’re very excited about the upcoming release, we also want to be super transparent with you when it comes to the content included in this DLC. Because of that, below you can find a summary of all the content this Immersion Pack is going to bring to Europa Universalis IV. Let’s dive country by country, then, including links to the previous DDs:



While not a starting nation in 1444, Persia can be a powerful player on the world stage, when formed. During the Early Modern period, it was historically reunified by the Safavids from Ardabil, so we have made this a more attractive path in the game, with more content and flavor around the historical outcome. However, this is not the only path to a unified Persia. Each of the nations featured in this DLC will come packed with its own unique twist through various unique government reforms, and the religious path to pick will also reflect different gameplay and flavor options.
  • New Mission Tree for Persia with 77 Missions in total (with 31 Mission depending on Religion - Sunni, Shiite, Zoroastrian, and 8 Missions depending on Origin - Ardabil, post-Timurid, Mazandarani).
  • New mission tree for Ardabil with 12 Missions.
  • 2 new government mechanics (‘Persian Influence' for a Muslim Persia, and 'The Three Royal Fires for a Zoroastrian one').
  • 2 new Estates for Persia, 'Ghilman' and 'Qizilbash', with their own set of agendas and disasters.
  • 20 new estate privileges.
  • 6 government reforms.
  • A new special unit, the ‘Qizilbash’, which can be recruited either as Infantry or as Cavalry units.
  • 68 new events.
  • And even more additional content like Diplomatic Actions, Subject Types, CBs, and Local Organizations.

  • 2 new government reforms for Armenia, 'Nakharar Title' and 'Sparapet Office'.
  • Added 4 new events.



As Aq Qoyunlu, take the reins of the White Sheep Tribe and lead the Tribal Federation to new Conquests. Or, as Qara Qoyunlu, the Black Sheep, secure your position in the fertile region of Iraq, and further expand your domain over the rich lands around you.

Now that we’ve presented you with the full content of the upcoming DLC, let’s continue with the design philosophy, and some numbers behind it, as a direct answer to the feedback we received last week.

Our benchmark for King of Kings was Lions of the North, both on the quantitative and qualitative scopes. So after diving a bit into the numbers of each of these DLCs, we are happy to say that we have created more content in KoK in terms of total Missions, Estate Privileges and Estates-related content, Government Reforms, Government Mechanics, Miscellaneous Content, and Songs, while we’re at similar numbers in Events and Sprite Models. And this just focuses on the ‘main content’, and not counting on what we term as ‘miscellaneous content’, like new types of Subjects, Diplomatic Actions, Holy Orders, etc. So, what you may notice here is that in the rough numbers of content assets created, both Immersion Packs are not only comparable, but in most of the aspects KoK is the DLC having more, which is something that we desired to achieve.

But another topic we want to tackle is the design direction. A lot of you have pointed out that there are a few countries that are much-loved by the community that are not receiving content in this DLC. We had to make design decisions on which countries to cover, and which not, in order to deliver this new DLC spending a comparable amount of time in its development to LotN; thus, we decided to focus on some selected countries rather than spreading ourselves thin over more, to make sure that we could deliver content for the chosen ones with a higher level of quality. Persia, which is the most important country of the expansion, is probably the best example, as we created a wide range of possible gameplays coming from very different origins, making it one the most replayable countries in the game, if not the most.

Does this mean that we aren’t going to work on Middle East countries anymore? Not at all! We have read a lot of content requests and suggestions for countries like:
  1. The Timurids
  2. The Mughals
  3. The Central Asian Hordes
  4. Hisn Kayfa
  5. Oman/Hormuz
  6. Trebizond
I’m allowed to tell you that many of these are likely to receive content in 2024, as we’re already planning our pipeline for next year; therefore, KoK/1.36 won’t be the last opportunity for them to get content. Also, these aren’t the only countries that will receive content in 2024… But I’m not yet allowed to further disclose our future plans, I’m sorry to say.



Let’s speak now about the quality of the content itself, which was a different focus from that of quantity. First of all, we were busy early on in the development process with the fixing of Domination post-release bugs; we’re happy to say that over 100 of them are fixed in the 1.36 free update, which will increase the overall quality of the last DLC. We’ve also implemented some of the new features, like the Branching Missions buttons, in countries such as the Teutonic and the Livonian Order. But that was on the Content Design Team, and they aren’t the only ones working on this project. Our Programmers have been busy as well, not only fixing bugs, but also working on the game’s performance - which won’t be worse compared to 1.35 on most of the PCs, and will most likely be better on a number of them, although we prefer to be cautious about this -, and on new Quality of Life improvements for the base game, as well as increasing the modding possibilities of the game, which I’ll comment now in detail.

First, it is now possible to transfer the control of multiple provinces by SHIFT-Left Clicking the controlled provinces and transferring them to another war participant.

Then a feature that will be appreciated by all of the players who love to see their own religion’s name big on the map, Autonomous Missionaries finally making their way into the game (yay!):

For those who like to play with Mercenaries in their armies, they now merge units even if they have Mercenaries in the mix (mercs do not merge with other mercs though):

You can now sort provinces if you can in- or decrease their autonomy:

And for those who are sick of AI building churches in every province. If you select a building in the macro builder and right-click a province that has this building present already, you will instantly destroy it instead:

Now for the modding part: the biggest addition to 1.36 is the ability to add custom, functional UI buttons. One example has been shown in the form of the “Preview Mission Branch” as these buttons are fully scriptable. For those wondering how it is done, here is the surface magic (a lot of scripted effects and triggers here):

Note: We rebalanced the Pyramid to not overlap with the Idea cost of the new monument, and now they grant +1 Yearly Government Power, All Estate Loyalty Equilibrium +5%, -1% Prestige Decay, and no Stability Loss on Monarch Death, at Tier 3.

So, with the scope of this immersion pack set in stone, here are the areas I feel are obsolete and would like to be touched up on before game development sunsets, in order from most severe to least:

- Mesoamerican and Andean Natives (extremely outdated, this is the only one that NEEDS to happen if development continues imo. It feels wrong for them to have generic native missions and literally nothing else, except for Cusco's 2 unique missions) (Inca, Aztec, Maya, etc.)
- Southeastern Europe / non-Byz/Russia Orthodox (Greece, Trebizond/Theodoro, Romania, Bulgaria, etc.)
- Hordes & Central Asia (Oirat, Uzbek/Bukhara, Golden Horde, Timurids, etc.)
- The Maghreb (Morocco, Tunis, etc.)

Besides these four areas, I think everything else is up to the modern standards of this game, excluding a few nations here and there, mostly in the Middle East - stuff like northeastern Arabia including Hormuz and Oman, Hisn Kafya, crusader states. Honestly, all of this could be covered in one or two final sendoff DLCs which modernize the last few lacking areas and tags in the game to create a very polished experience across the board, no matter what nation you choose. That probably won't happen, though. Also, it would be nice to update the few releasable tags which still have Generic Ideas like Isfahan, and I personally would like to see Army Professionalism minorly affect Army Tradition because it just makes sense, but other than that and a few other very minor gripes I'm very satisfied with the current state of the game.

I'm not a big fan of the current DLC policy, I haven't been for a long time, and I know I'm not alone in this; however, when it comes to the quality of the actual content delivered in the DLC, PDX has done a great job since Origins, and King of Kings is no exception; I think Tinto has only been getting better on their content, and these new QoL features are to die for. I really feel positively about everything else Tinto is doing, and I hate that it's a bit soured by the price. I just wish there was more of it for the asking price of $15 (a lot of amazing indie games are within that price range, at least it's not $20 ig), or the cost was reduced, because at this point a lot of the new content coming out is for areas which already have DLC we've paid for. With game development likely ending soon, though, the DLC price problem will be transferred to EU5 and I won't have to worry about it lol. When EU5 drops, everyone will be unhappy at how little depth it has compared to EU4 which has been refined for 10 years and it will take a few years of high-cost DLCs until it catches up, by which point the price will be extremely discounted and then I will pick it up

- Rework Buddhist denominations and make it in pair with other religions
I agree that the Buddhism denominations are lackluster, a simple fix would be give different Modifiers when it comes to Negative, Neutral, and Positive and those meaningful modifiers should be in line with how you loose and gain karma.

Suggestions:

Negative Modifiers:
Expansionist or Military Modifiers + the 2.5 Discipline

Neutral:
+2 Dip rep, +5 Disicipline, and Internal Modifiers (I.e. ToTf, Unrest Reduction, Dev Cost, Stab Cost, )

Positive Modifiers:
Vassal Play or Diplomatic Modifiers + the 1 Dip Rep

all very nice and especially the new unit sprites, but can we please...PLEASE...get tier 1 and 2 unit models for Germany/HRE. despite the requirment for adm tech 20 to form germany regulary (which makes absolutely no sense) there are ways to form both germany and the HRE much earlier but it sadly doesnt have any special unit models available.

While I realize my message may a bit from the ongoing discourse, I am writing to urge and to focus your team to attention a discerning eye toward the southeastern side of Eastern Europea within the majestic realm of Europa Universalis IV Particularly, I beckon your attention to the heartlands of Ruthenia, the cradle of Ruthenians and Belarusians, and the historically significant Galicia-Volhynia crown which once played a pivotal role in Europe at this time.

The legacy of this region is a vibrant narrative embroidered with the indomitable spirit of freedom and rights, which were avant-garde in the European milieu of the time. This land bore witness to proto-constitutional build, a testament to the forward-thinking ethos of its denizens.
The history is rich and vibrant with the hues of Cossack settlements stretching both west and east, embodying a unique chapter of the past. Their indomitable spirit led them across the expansive steppes of Europe, from the banks of the Dnieper to the shores of the Volga, and further still to the distant realms of Siberia and the Far East, etching the so-called "Grey" and "Green Wedge" into the annals of history.
The era saw the specter of tyranny and a form of "colonization" within Europe by nations unable to extend their dominion to the New World. This was an epoch where the complex Christian dialogues, especially surrounding the Greek Catholic Church, played a pivotal role in shaping the socio-political landscape.
The nuanced relations between the Ruthenians, Belarusians and the Tatar folks, notably the Crimeans, unravel a complex yet fascinating narrative of cultural and civilized exchanges that have knitted the fabric of human story.
Ruthenia stands as a multi-faceted frontier, a delicate cusp between the Western and Eastern civilizations, its history a tumultuous torrent as a consequence of this unique position. The region is a kaleidoscope of events and interactions that have left an indelible mark on the annals of history.

I believe the modding community has already laid down a fertile ground of work that could serve as a beacon for this endeavor. Perhaps, some among them would be more than willing to share their meticulously gathered materials to enrich the historical tapestry of Europa Universalis IV.

Your venture into these historical corridors would indeed be a much-cherished ode to the richness and complexity of Eastern European history, providing a fuller, more nuanced portrayal that the avid disciples of history amongst your player base would deeply appreciate.

I earnestly look forward to witnessing the glorious pages of Eastern European history come alive with vivid authenticity in the upcoming expansions of Europa Universalis IV.

I was hoping for an event upon forming of Persia which allows you to choose the country name between Iran and Persia! (Like forming Malaya in-game)

Question! Any chance we can get a name-change event for Persia/Iran like we have for Malaya/Nusantara? For most of its existence what we call Persia was known to the locals as Iran, and I feel it would be fitting to have the option to choose what we want to be called.

I'm glad the other countries will be reworked, though I'd have hoped to see the turkish beyliks (mainly Karaman) included in that list too, it suffices. I can rest easy knowing they wont be forgotten forever.

So, with the scope of this immersion pack set in stone, here are the areas I feel are obsolete and would like to be touched up on before game development sunsets, in order from most severe to least:

- Mesoamerican and Andean Natives (extremely outdated, this is the only one that NEEDS to happen if development continues imo. It feels wrong for them to have generic native missions and literally nothing else, except for Cusco's 2 unique missions) (Inca, Aztec, Maya, etc.)
- Southeastern Europe / non-Byz/Russia Orthodox (Greece, Trebizond/Theodoro, Romania, Bulgaria, etc.)
- Hordes & Central Asia (Oirat, Uzbek/Bukhara, Golden Horde, Timurids, etc.)
- The Maghreb (Morocco, Tunis, etc.)

Besides these four areas, I think everything else is up to the modern standards of this game, excluding a few nations here and there, mostly in the Middle East - stuff like northeastern Arabia including Hormuz and Oman, Hisn Kafya, crusader states. Honestly, all of this could be covered in one or two final sendoff DLCs which modernize the last few lacking areas and tags in the game to create a very polished experience across the board, no matter what nation you choose. That probably won't happen, though. Also, it would be nice to update the few releasable tags which still have Generic Ideas like Isfahan, and I personally would like to see Army Professionalism minorly affect Army Tradition because it just makes sense, but other than that and a few other very minor gripes I'm very satisfied with the current state of the game.

I'm not a big fan of the current DLC policy, I haven't been for a long time, and I know I'm not alone in this; however, when it comes to the quality of the actual content delivered in the DLC, PDX has done a great job since Origins, and King of Kings is no exception; I think Tinto has only been getting better on their content, and these new QoL features are to die for. I really feel positively about everything else Tinto is doing, and I hate that it's a bit soured by the price. I just wish there was more of it for the asking price of $15 (a lot of amazing indie games are within that price range, at least it's not $20 ig), or the cost was reduced, because at this point a lot of the new content coming out is for areas which already have DLC we've paid for. With game development likely ending soon, though, the DLC price problem will be transferred to EU5 and I won't have to worry about it lol. When EU5 drops, everyone will be unhappy at how little depth it has compared to EU4 which has been refined for 10 years and it will take a few years of high-cost DLCs until it catches up, by which point the price will be extremely discounted and then I will pick it up

You forget the indian region, Dharma is obsolete but above all the game poorly reproduces local instability, mini-blobs are far too simple for the AI to create (always the same, moreover) so much so that a Mughal player wanders around the region. The Marathas have been the great forgotten of Dharma, and any European player must face one or two of these mini-blobs when he undertakes the colonization of the sector, which is not at all realistic. And finally, the Indian miners' mission trees are particularly poorly designed.

I agree that the Buddhism denominations are lackluster, a simple fix would be give different Modifiers when it comes to Negative, Neutral, and Positive and those meaningful modifiers should be in line with how you loose and gain karma.

Suggestions:

Negative Modifiers:
Expansionist or Military Modifiers + the 2.5 Discipline

Neutral:
+2 Dip rep, +5 Disicipline, and Internal Modifiers (I.e. ToTf, Unrest Reduction, Dev Cost, Stab Cost, )

Positive Modifiers:
Vassal Play or Diplomatic Modifiers + the 1 Dip Rep
I suggested modifiers like in my thread


Of course numbers can be adjusted if they are to much.
 
The Timariot System is just the Ottoman appropriation of the Pronoia System.
Anatolian beyliks and the Ottomans, Rum could at least have a new estate under the name of timarriots. These are things that have existed historically. The conflict between Janissaries and Sipahi in the Ottoman Empire could be reflected in this way. Janissaries and Gulams, military units attached to the palace, did not own land. These should not exist as estate
If the Anatolian beyliks get the a new estate under the name of timariots, Byzantium should also get a new estate under the name of the Pronoiars.

When we read the recap by country, we can suppose that Varangian gards will be mercenaries in the standing army quest line ? On a long term campaign for the achivement feeling, being special units could be more logical. Also as Theodosian walls are a province modifier, please introduce a monument for Byzantium : rebuild the colisée for army tradition ? Not OP but that can bring dome legacy wabes :)
 
Hey devs! There is a small update I would like to see regarding Circassia. As mentioned a thread I posted from about when Domination released, Circassia's starting ruler is incorrect. In the current start date, Circassia is ruled by "Chief Petrezok Petrezok". In reality Circassia was ruled by Inal Nekhu, also known as Inal "the Great". There is a lot more that could be done for Circassia regarding flavor, such as a potential small mission tree, a Tengri province representing the pagan minorities, or the idea "Adyghe Beauty" existing without being able to marry Muslim nations. But I do recognize that Circassia is not super high on the priority list. For now I would love to see Inal Nekhu being the ruler. He reigned from 1427-1453, he abdicated at that date and later died in 1458. He historically is the person who united the Circassian tribes. We do not know his birth year, but we can assume he is somewhere in the mid forties perhaps? As for stats, he is likely somewhere from 3/4/4 to 4/5/5, due to his achievements in uniting the region. Later Circassian kings would claim descendency from him for centuries. If he had any hard coded traits, which I do not see as being necessary, he could have Conqueror.
