Tinto Talks #16 - 12th of June 2024

Welcome to another Tinto Talks, you know, the happy Wednesday, where we talk about the top secret and very much unannounced game we refer to as Project Caesar. Today we’ll talk about another rather new, and more or less, unique system.

The Cabinet is one of the core functionalities in the game, covering areas which in previous games have been handled by envoys or mana, or may not have scaled nicely. The Cabinet in Project Caesar is a core part of many aspects of the game.


Last week we talked about characters, and we inferred roles like generals, admirals, rulers and regents. We also mentioned two roles we were not ready to talk about as well. Being in a cabinet, while being a good use of a character is NOT one of those roles, so you still have two other things to look forward to regarding characters.

Can you trust Sir Robert???

The size of your cabinet varies depending on several factors, the most important though, is how advanced your country is. At the start of the game, most countries will have a cabinet size of two, while every age will add at least one. Some government reforms or laws may also grant a bigger cabinet size, for some other drawbacks.

Who you pick for your cabinet matters as well, as each cabinet member from an estate gives +10% power to that estate. And it may not always be ideal to have a cabinet member of the wrong religion or bad culture, no matter how great they are. One example, includes the fact that the Pope might be upset if you employ an heretic as a Catholic ruler.

There are currently 45 different actions that can be assigned to a cabinet position, and more are added as the game develops. Some of these are always available, some require more advances, and some are unique that only a few have access to. Each action belongs to one of three categories, administrative, diplomatic or military, which determines which attribute is used for it.

Some actions impact the entire country, and some impact a province.

Increasing control in a single province may be good, but it's but a single province…



How efficient is a cabinet action then? The relevant attribute from the ruler and the cabinet member has a big impact, but your societal values, laws, reforms and even some estate privileges can affect it. Not to mention your crown power.

This is where temporary country modifiers will live..
Could you try adding a little single colour background under king's name and those temporary modifiers, when they appear? Something like that oval-ish blue shape under king's stats. It could be just a shadow of a colour, but I'm thinking about improving readability. Readability on multi-colour background is not great.

I think capitals should receive a big boost to development/prosperity, and when a kingdom is conquered the modifiers get removed from the location, or the location enters a slight decline

This should actually be dependent on how decentralized the state is and how powerful estates are.

I do not like the UI or the characters particularly, nor do I like the cabinet since it feels like CK3 council. I am absolutely okay with it if there are ways to do most of these things outside the cabinet. I do not like it when characters are the primary way of interacting with the realm. EU franchise shouldn't focus this much on characters, I loved its depersonalized flavor. This is my least favorite dev diary alongside the last week's. The only thing that makes me yet hopeful is the fact that improve relations is based on diplo corps.

Will we have events which give us historical relevant people who we can employ in our cabinet? Or/And generalised events that give us a good character? (similar to Europa Universalis IV?)
 
Maybe bigger countries could have the option to, for example, improve more than one province at a time, that action costing more money?
To go back on this, I would suggest to tie it to total development, so that Russia still has a tough time developing far away lands, but a more developped country in average can use this action more than once at a time.

From what I understand, there are global actions to select, and other ways to affect development, so maybe my worries are unfounded, and this is meant to simply be a way to help smaller countries. I still see the shadow of giga developped HRE and Italy simply because they are politically divided, though.

Here are some ideas and questions:
  1. Changing the backdrop of how the government is displayed with the monarch and the cabinet members. Maybe having the country’s flag and government building incorporated into the display as well as having the cabinet members having titles such as “Secretary of War”, “Secretary of Tesurary”, and “Secretary of foreign affairs”, etc in my opinion, as it would define what the cabinet member positions mean and how they play a role in government. Will there be term limits for Cabniet members, or is it based on the administration of the King/Queen region?

  1. Could you elaborate on the concept of expanding the cabinet? How would this affect the gameplay and the role of the cabinet in advising on in-game situations with major events?

  1. Also, have a slot for the Prime minister; in my opinion, the Prime minister should be a free-cost “cabinet member” elected by the parliament or the people.

  1. Can we look back on previous policies and laws that were created? Also, ways to end laws and policies?

  1. Will Parliament introduce laws to the monarch?

  1. Will there be political parties and coalitional governments?

  1. Can Parliament impeach the reigning monarch?

  1. Will some laws would allow female cabinet members to take office?

  1. Is there a probability for the government to coup the King or head of government?
 
probably, but we call it development in so many games.. and then people would say "but roads and buildings are infrastructure"
While you use development in other games, this is measuring something completely different if it's not accounting for population. I would suggest a different name to avoid confusion.

Continuing on that, I'm not at all a specialist of ancient french and it would be nice to get some confirmation from someone who knows the topic better, but "Sieur" seems to be the cas régime (equivalent to the latin accusative case) version of "Sire" so it looks like in this case it should rather be "Sire Robert d'Artois" as this is a Nominative case.

Moreover, the 1st edition of the Académie Française dictionnary which was published in 1694 already describes the word "Sire" as "an old word which in the past meant Seigneur and that we now only use to talk about those people who own some land to which the title is attached, e.g., le Sire de Coucy, le Sire de l'Espare, le Sire de Crequy" and that "Sire is a title that we now give only to kings, either when talking or writing to them". So it might be a good idea for improving immersion to look into that with someone who know the topic well to see at what point in time "Sire" should not be used anymore, and if applicable to which realm can it apply.
Currently 'Sieur' only appears in English countries as a analogue to the English 'Sir' precisely because we deemed it uncommon in France. But great info, I'd love to hear more of this.
