Update from the Developers

Greetings all,

At the risk of stating the obvious, the release of Graveyard of Empires has not gone the way we wanted. Today, I want to post a mini-retrospective that explains some of what happened leading up to the release, and how we plan on acting on the results of that and on subsequent feedback and reception moving forwards.

One of the most important parts of the pre-release process we perform in Studio Gold is the Go/No-Go meeting. This is where each discipline; QA, Tech, Design, Marketing, Business et al, present their perspective on the state of the game and expectations on the likely reception thereof. We do this so we’re all on the same page, and so we can jointly arrive at a consensus on whether to launch or not. In GoE’s case, while we identified some areas of uncertainty mostly relating to dev diary feedback, we agreed that there was nothing out of the ordinary here, and that a release at this stage was acceptable. I don’t want to diminish my role here or throw anyone under the bus: as Game Director I can overrule in either direction, and I did not - I did not see what I should have seen.

Collectively, and personally, we were quite clearly wrong. As an organization we were unaware of the issues present in this release, and this represents a serious need for some inward thinking on how we arrived at this decision, and how we reorganize ourselves to prevent it occurring again. I have few answers for you right now as we’re focusing on the short-term goals for putting Graveyard of Empires right, but we have no intention of sweeping this under the rug.

From a long term perspective, this is now the second release of a Country pack which has performed worse than expected. Review score is actually a surprisingly difficult metric to evaluate. It is better to think of it as a snapshot that, on balance, gives us an idea of how much of the community considers everything surrounding a release to be a net positive or negative. This can include price, quality, scope, overall opinion of a company, and many other things. What we tend to do is aggregate the key sentiments of negative and positive reviews and work out, on balance, where the main points for and against are. The two main negatives on Trial of Allegiance were, in first place the regional price adjustments in two specific markets, followed by scope. It’s a bit early to say for Graveyard of Empires, but first impressions are content direction & quality (as we’ve acknowledged), followed by scope.

Both regional pricing and content quality are things that I would hope are relevant only to the individual releases here. They’re localized. Scope, on the other hand, represents a clearer area where we need to offer more on a fundamental level. Scope in this context, is the nature of what we’re offering: focus trees, mechanics, 3d models; the whole package. Content-only releases are popular with some HoI fans, but on balance are not enough to resonate with the majority of the community. Once again, I don’t have an answer yet here, but we’re aware of it, and will be evaluating how to make these releases more exciting to more people.

And finally, in the short term, I want to address our plans for Graveyard of Empires. Beginning this week, we have a series of patches and updates planned for GoE as well as for the base game in order to both fix and improve content that you found lacking. I sincerely appreciate all those who have reached out with constructive suggestions. We have all hands on this endeavour right now.

  • 12th March - Patch (Operation HEAD)
  • 20th March - Patch (Operation KNEE)
  • Late March - War Effort (Operation SHOULDER)
  • April - Updates & Changes to GoE content

The real joke here being that you can buy about 3 farcry 3 copies for the same price as this DLC right now.
I mean sure, but i have only ~30 hours in FarCry 3, but 1518 hours in HoI4.

It won't work. Firstly, devs have issues with adapting old content, as we can see now with things like Turkey stealing states from Raj and Iraq, or newly added states being missed in old formable nations decisions. If things won't change, adding new focus trees with big time gaps would be ever bigger mess. Secondly, a significant portion of criticism about country packs has been along like "why no focuses for other South America countries", so devs should either deal with this rants on reviews or schedule other countries' trees to not disappoint anyone, making these single tree DLCs senseless.
I think the flexibility offered by smaller releases could be leveraged to refine the finished products, but that is of course debatable, and doesn’t directly deal with whatever process, performance, or leadership problems there may be. Handling old content is something that itself should be addressed.

I agree that some may complain about their preferred countries not being given content, but I think that was amplified by TOA’s being a “South America” pack, which led to expectations or Columbia, Peru etc. If a Brazil Pack is announced there’s no direct expectation of anything else.

My original comment is specifically regarding how to deal with negative feedback expressing the expectation that a country pack contain mechanical updates.

I have this feeling you guys kinda pushed this DLC because many people already bought it with the pass and you didn't want to let them down. Anyway, this post is a step in the right direction for sure and is very much appreciated!

I hope the Belgian map fix makes it into one of the next updates, even though it was from an earlier DLC.

I’m only gonna speak for the Iran content but it seems a bit uninspired. Some things I feel that needs fixing are as follows:

Uninspired Army and Navy focuses. The imperial guard and immortal focuses just give some uninteresting divisions, some national spirits would have given more flavour in this regard. The past few dlcs have had army navy and Air Force spirits for countries that can be upgraded with more focuses. That was sorely missing from Iran imo. The Iranian navy had two Sloops (Babr and Palang) but they are now nowhere to be found. I do like the airforce focused with the unique spirit and the different choices. I don’t remmeber if they have it now but maybe bonuses to mountains since Iran is a very mountainous country. Airborne special forces (NOHED) participated in the Dhofar rebellion so maybe some bonus for paratroopers.

The fascist path would make more sense to be the Azure Party with their leader Ḥabib-Allāh Nowbaḵt or the more famous Fazlollah Zahedi. Maybe Sumka could be another path alongside the Azure Party.

The communist path is also very uninspired with not much references to the communist states of Azerbaijan People's Government and Republic of Mahabad, and the crisis that followed which important for setting up the Cold War. I don’t get why the navy and the airforce have to be mutually exclusive, but the bonuses u get are very boring anyways. Some army bonuses could be cool to reference that Iranian marines were somewhat trained by Soviet Spetsnaz.

I didn’t play the democratic yet but I do like the inclusion of the IR, just wish they did more with it

Problem with Iran is that the surrounding nations it can invade are protected by the British. There needs to be minor war systems like the winter war so Iran doesn’t need to do a world conquest for trying to take over Kuwait or something.

There needs to be more to the Azari and Kurdish resistance than clicking one focus and deleting it. Maybe cooperation in some of the paths with the prize of unlocking new advisors, or gaining extra manpower.

More resources than just acquiring more Oil

When I saw the Fund university focuses i thought they would be more interesting than just research bonuses considering how they are 70 days

The Iranian advisors are so bland and boring, same with the industrial concerns and MIOs, like even Afghanistan got some unique traits for the MIOs. And why does the motorized MIO not have a unique art?

The Shah remaining as a FM after the IR comes to power???

Unfinished Focuses like the Sa'dabad pact one that looked like joint focuses. It would make a middle eastern faction very unique.

Personally im not a fan of National Spirits that expire and it seems like Iran has a lot of these

Minor things to add more flavor would have been names for Tanks, Aircrafts and Special Projects. As well as having names for the Divisions you start the game off with

No art for Field Officers besides the one??

These are just some things I’d like fixed at the top of my head. As a Persian I’ve been waiting for Iran to be represented well in this game since the release of HOI and I’m disappointed at what we got for Iran. And I really wished Turkey could have been touched up on since they are an important player in the region

I work in the software industry, and I think I understand how codes get written and how the development cycle runs, given that we follow more or less an agile method. Therefore, as much as I think that it is often difficult not to have bugs, it is also key that the product delivered meets a certain bar. And, to much of what Arheo said, the GoE release failed this expectation, utterly. I mean from a purely quality perspective, not content wise.

I was genuinely amazed when I watched Sejozwak's video (linked below) about how many NEW bugs GoE has introduced into the game. I bought the expansion pass in the past and got the GoE updates on the release day. But I haven't gotten the urge to play it, thinking the many newly added nations will slow down my game run. While I disagree with the video's negative tone on its dim future portrayal of HOI4, I think it is time for a change.

I want to compliment the studio's cordial apology on the GoE situation. As a pretty loyal player, I really appreciate the openness and transparency. But in the meantime, let us differentiate between the studio's responsibility and hospitality. Ensuring the game is more playable and runs more smoothly over each iteration, is entirely within the studio's responsibilities. Having newly added states without infrastructure and wildly inaccurate population information are blatant oversights.

In conclusion, I personally think that it is much better to delay the release of in-reality-incomplete works than releasing them. I will fully support such a decision with patience. To echo what many have said above, I hope there can be a restructuring period during which the team can address many of the long-existing issues reported by players. I personally believe that taking such initiative will significantly benefit the game moving forward. I think it is way more important than new content.

Hey Devs can you give us some "hints" at least are will one of these future updates bring to Götterdämmerung DLC owners German experimental planes and other units?

I bought Götterdämmerung DLC expansion and it is good but I am kinda disappointment that it don't include German Wunderwaffen 3D units (especially planes) like Me-262, Horton Ho 229, Ar 234 Blitz and advanced subs like XXI... This DLC is about that experimental units so will be nice if we get proper 3D units...

Ah, another "oopsie" thread. I am sure some people will take this as a good sign and you being honest with the community. To me, this thread is the bare minimum, especially since it is not the first of its kind. I really trusted you when you said you were increasing the speed with releases of content while keeping quality. Well, the speed of content releases has not increased and is much slower than this of other PDS titles. Stellaris has great reworks of core mechanics so does Vicky. HoI's air system is still awful, navy is also a pain in the ass most of the times. But we have memy elephants and weird alt-history paths.

PDS as a company has grown too fast and went out of control. Empire of Sin is still a disaster to this day, Vicky3 was awful, HoI definitely has had its ups and downs. The only thing that has improved greatly over time was the price of those DLC and new concepts to melk players. I really thought that with the implementation of the expansions pass you would ensure quality of the releases to establish that system among the playerbase. Well, I don't think anyone will ever buy an expansion pass again. Well, maybe the 3D-prototype vehicles will make a difference, they are about to be released in...3rd quarter 2025?? Almost a year after Götterdämmerung came out.
The fact that they completely disappeared and didn't just type something like "fair enough, see you on Wednesday" after the community's reaction tells me that they were expecting everyone to just forgive them because they went through the motions of saying that they did something wrong and didn't expect to have to do any substantive change

Ethiopia already has way too many nerfs. It doesn't need Italy getting EVEN MORE buffs. I have more fun playing Aussa than Ethiopia, as Aussa has no nerfs and a good National Spirit.

In fact, this brings me to another problem with the last few DLCs: lots of countries have National Spirits that heavily nerf the country and make it less fun to play.
Hope the developers will see your solution and implement it in a war effort patch.

Ive waited for a statement before commenting or writing to IR but as a shareholder and customer I'm genuinely irritated as to how GoE could ever see the light of day in a state like this because i do believe this fiasco hurts the game and pdx in a pretty significant way. PDX enjoys a lot of trust by their customers to ship great games. Shipping something as fundamentally broken as this dlc betrays buyers of it and the expansion pass at large. Suffice to say, i am not going to buy the next expansion pass and i wish i could get my money back for GoE.

the tibet kerfluffle and dev doxxing over this dlc is utterly regrettable and unacceptable, however.

I think it would be best if u talked to your stellaris colleagues about how they manage a long running game with lots of intertwined content, while not perfect (hello astral planes) the stellaris devs have been managing the expansion pass and development in a way where i trust them to not deliver something for which i paid in advance that will make me not regret buying the whole thing entirely. Thanks to the custodians i have faith that the dev team is going to revise old, broken content or address pressing QoL matters in a timely manner. The open betas break games frequently but they're the most helpful thing for the game and have always gone a long way towards bringing QA and the development forward.

Whereas with Hoi4 in 2025, there are too many areas of the game in dire need of dev attention. I just would like to mention the click spam for the sake of clicking things. QoL has been dearly missing from the game for the past two years. from the top of my head:

- managing big navies and airwings is super click intensive and tedious
- always designing the same ships, airplanes and tanks and companies across games gets old fast
- i think blueprints/ templates that we could take from game to game would address this sufficiently
- division love retreating through enemy territory or retreating straight into combat.
- the AI doesnt contest the air above sea zones much at all but loves stockpiling an absurd amount of infantry equipment
- the use of aircraft roles and airwing updates could need some polishing. any aircraft designed with mission xyz can only ever be updated to aircrafts with mission xyz, so im basically never going to design naval bombers that can drop mines for example.
what happened with tibet?
 
The best way to do that IMO is not to buff Italy, but to give Ethiopia a National Spirit which A) raises their surrender limit to at least 50%, and B) can be easily removed by a player, but will never be removed by the AI on historical, similar to France's Disjointed Government. If that were done, I imagine the Italo-Ethiopian war would go much smoother for Italy, even if half of Ethiopia's other nerfs were removed.
Hope the developers will see your solution and implement it in a war effort patch.

Are the scheduled patches you've announced going to include work on the bug backlog or are you focusing solely on the GoE problems?

If the latter, what is the plan regarding lingering bugs and requested QOL improvements? The "maybe we'll look at it in a war effort someday" answer is feeling less and less acceptable.

I didn't even realize that was a bug from BBA, thought it was a mod conflict and was just ignoring it. Still really annoying though having a bunch of faceless blobs as my FMs half the time though...
Indeed. It's a confirmed bug It's one of those that were fixed before but, ever since BBA, just haven't been fixed for three years... and at some point, depending on which country you play, everyone reaches the point where it personally affects your enjoyment when more and more bugs keep piling up.

what i read is: Not a single pice of code fixing bugs has been written since the last patch.
why people still buy DLC and reward this sh** show i never understand.
last DLC i bought from pdx and was happy about was for ck2. Sad PDX had potential but wasted it all.

Yes, there will be a larger war-effort-style patch focused on bugfixing non-GoE content (Operation Shoulder).

As I'm not a Finland expert, would you mind giving a bit more detail? Perhaps I can try and find out more for you.

also, the 2 war effort patches from trial of allegiance that were never implemented. there was supposed to be 4 but only 2 were released.

I think at this point it's safe to say those may not be coming. Instead, as Arheo mentioned here, we're making a lot of (War) effort to bring you all several patches, starting today.
 
Is there a reason for why HoIV announcements tend to come later than those of other games?

I tend to read them at work and you're denying me what'd be a valuable opportunity for some procrastination...
