I see that some of these issues aren't really clear in the rules, so I'll attempt to correct that.
Update: I've expanded the section below the example of a diplomatic order in 'how to play' just a bit; hopefully it'll clear up some issues surrounding diplomatic actions. I've also added a side note under the countries roster.
