No! Victoria was a (historically fake) Empress of India! No vehicle for her other than Mughal War Elephants shall be accepted!
They will simply be Mughal Elephants at release. Elephant War Armor will be a post-release DLC.
but will the war elephant armor be full price? and what material will the armor be?...

Don't you know? That Mughal war elephant had donned ultraheavy Titanium armour. It was sent back from a Soviet colony at the edge of our solar system, they gave it to Nehru as a gift who travelled back in time and gave it to Mughal Emperors so that their empire won't fall.
The Emperor unfortunately sold it to the British in return for a trip to the beaches of Hawaii and a bottle of wine. The British then modified that elephant armour so the queen won't be able to get out of the Howdah, and turn parliamentary kingdom into an absolute monarchy.
And so it was, folks.

I hope they do Victoria 3 and EU: Rome 2 after Hearts of Iron IV has been released. CK2 is my favorite game and I don't want to see a sequel yet, I want to see the game develop even more with DLC, patches and of course mods so CK3 can wait.

yeah we're probably at least 8+ years away from CK3 even being announced, and a full decade from release. patches are still rolling out, and major expansions are still in the future for CK2. this is why i get irritated as hell when anyone says "leave X for CK3"
Victoria is the last core PI franchise to still need a generation 4 release.

Had a great time over Easter playing Vic2, just as an aside.
For the combined game idea, perhaps if as you finished one game it automatically offered to convert and open up the next game. So you finish CK2 and it opens up as EU4/5, and so on.
But no, I would love for Vic 3 to be a stand alone game.
