Chapter 11: The New Order of Things in East Asia

April 28th,1941 - December 29th,1941

With Japan ceasing to exist as a independent and sovereign nation, China became the sole major power in East Asia, however there was a huge power vacuum now that the Japanese military has been removed from the equation. Fortunately the British were too preoccupied with Germany and Italy to try and mess with us again, in fact they were trying to get us to join the Allies persistently, certainly with the army China has at her disposal the scales would tip heavily in the Allies favor...

...but China has no intention of joining hands with her oppressors, be they the Entente Cordiale, the Rome-Berlin Axis, the Third International or even the United States of America.

After we conquered Japan we gained access to a considerable stockpile of oil they imported from the Americans,we start converting this stockpile into fuel for our planes and ships, we also start converting our large energy reserves into oil, we are almost completely energy-independent save for the few small shipments coming in from the Soviet Union to promote friendly relations, despite this many countries solicit China for oil/fuel offers which we can safely ignore, eventually we'll terminate energy shipments from the Soviets once Bai Chongxi is back from occupation duty.

The Kuomintang cabinet was changed again a few weeks after Downfall,Chen Lifu returns as Head of Intelligence to support like-minded parties in Soviet Mongolia and the Philippine Commonwealth to hopefully break those countries away from their puppeteers in Moscow and Washington and bring them under our sphere of influence. Zhang Xueliang has been appointed Chief of the Army to help reduce our supply over-consumption and make our troops fight just as good with fewer supplies. Lin Wei takes over as Foreign Minister after Wang Jingwei loses favor with Chiang and he decides that we need as much Intel as we can get before the beginning of the East Asia Wars...

In a lavish ceremony on the 27th of May with all of the surface fleet in attendance, it has been decided to rename our most successful battleship, the Ying Ching in honor of the founder of modern China, Sun Yat Sen and designate it Pride of the Fleet.

Meanwhile,in superior Japanese shipyards and with the help of collaborationist shipbuilders, we lay down the keels of 3 more aircraft carriers with slightly better armor and engines than the first keel laid down which was nearing the halfway point in completion, for reasons unknown our second-generation heavy warships in service or under construction are all designated the Ying Ching class. Chiang is annoyed at the stupidity of such a naming convention but just assumes that his naval officers are doing it to fool foreign spies.

Clever propaganda or OCD?


Due to the need of forces to occupy and police protect Japan and Korea proper, we are slow in deploying garrisons to our Central Pacific Islands which had changed hands 3 times in the past 3 decades, we weren't about to let it happen a 4th time, not by some crazy Japanese holdouts of all people, now led by a charismatic young officer known as Hiroo Onoda.

They don't know when to give up.

In early August the blueprints for the world's most powerful naval guns are completed, the exact specifications of which are to be classified, we also develop newer armor plating and engines, two new battleships are laid down in addition to 15 light cruisers which are ordered in 3 batches of 5, despite the inefficiency of this process our shipbuilders are so experienced with cruiser building at this point that they can have one launched and commissioned within half a year so we expect only 1-2 units of Industrial Capacity wasted because of it, if even that.

The Chinese Naval Arms Race is gaining steam, so much that we're not building as many convoys as one may think or as we should be.


On September 1st,1941, our ambassadors inform the Siamese and Portuguese that they are now at war with China, our objective for Portugal being the restoration of Macau and the seizure of East Timor to be used as a base to project power in the region once we're at war with the West. While Siam is to be subjugated and turned into a Satellite state and a base with which to conduct operations in Southeast Asia and the Indian Ocean, certainly there are a lot of Siamese who want Revenge against the British and French for their trespasses aswell...

We must move quickly before Siam can align with the British.

Zhang Xueliang's Southern Army is the main force used in the operation, we don't even need all of these forces for Siam, so one of the Mountain Corps are earmarked for East Timor and start construction of a Air & Naval base. The invasion screening force consists of Chen Ce's 1st Fleet, a potentially brilliant Admiral who was stuck on shore duty during the war with Japan now has a chance to make a name for himself, he draws first blood against Siam when he sinks 2 Siamese merchant vessels sailing to the United States, however despite his far superior force, the Siamese Navy isn't destroyed until their captain's scuttle their ships until after their government captiulates.

The first and last naval battle of the Sino-Siamese War.

Shortly afterwards, landings are made first at Nakhon SI Thammarat and later at Phet Buri, the Siamese defense crumbles easily against our might, but we try not to inflict too much damage on their army since they will be our allies in the future war. Portuguese East Timor is seized when news of Siam's captiulation comes in on the 21st.

Due to Portugal's refusal to give up East Timor to China, the war continues.


The rest of the year is generally quiet save for improvements in our naval doctrines finally putting our level of organization,morale and battle positioning on par with the Royal Navy and United States Navy for our capital ships and cruisers. Carriers are a completely different story however, it will likely be at least several months of training and drilling before our carrier fleet can be considered combat-ready.

Despite all this, the British laugh at us, we will show them.

In spite of, or perhaps because of the loss of the Regia Marina. Italy has jumped the Suez Canal and is approaching the outskirts of Baghdad, having already seized Damascus in French Syria. We decide to revoke our debt with the British Empire, but as the Bank of France was seized and plundered by the Nazi's, we cannot do the same with the French until we declare war, we continue to allow it from the Americans for now, they will hold to their precious neutrality.

Strangely enough, neither the Germans or the Soviets have revoked their non-aggression pact, our spies report substantial forces on the German border

We are their biggest threat slightly ahead of Germany, but if their response to Siam and Portugal is anything to go by, we will have a fairly large window to defeat the Allies.

Reading it over, i couldn't help but notice all my grammar errors in a lot of my updates :oops: So hopefully i can get those ironed out eventually:)

If any of you are wondering about why i focus so much on the Chinese Navy, i simply enjoy building a fleet from next-to-scratch to challenge the Imperial Navy, but rarely have i gone against the Allies and ended up joining them (Or even Comintern) since Japan managed to DoW the USA before or just after i captured the Home Islands :p
 
The British are divided enough to make India a cakewalk, but if you have any plans for defeating the Soviet war machine, you will want to focus primarily on the army.
 
If Germany doesn't start the war with the Soviets soon, they will be too powerful to defeat and Staling might make a move of his own.
You have multiple options now, I suppose teh choice between attacking the Soviets or waiting for a proper fleet to attack the Allies partially depends on what Germany does now. Looking forward to the next phase of China's revenge on the western powers!
 
If you're willing to drink from the devil's cup you could join the Axis and invade the Soviet Union, forcing Hitler's hand. It won't be pretty but its better than waiting for Stalin to build up his forces.

Its only Siam, not like he's puppetting major powers, they will hardly impact the war. And without Siam supplylines will become a real problem in India and so on, so I think it makes sense to do so.

Time is definitely not on my side, but the National Revolutionary Army is still too small to go against the Red Army. However for Southeast Asia, the East Indies, Oceania and India it will certainly be more than sufficient, hence it has been decided to attack the Allies first once the first pair of new BB's and the CL escorts are completed, with the CV's following in the few months afterwards. Though i can't help but wonder how badly they'll fare with zero doctrines despite the CL's being up to date, the CAG's will hopefully be in a better shape once their completed, with Fighter org/morale up to 1938 level, Navs at 1918 levels and the first level of CAS being research alongside with the others.

The option is certainly still open (And i don't think way too out of line with the AAR) , I could probably then edit the save after the war and set China against the Rome-Berlin Axis after the dust has settled on the British Empire and whatever is left of the Soviet Union (I'm not keen on conquering everything Germany doesn't, mostly want to seize Vladivostok, Kamchatka, Eastern Siberia and Central Asia and leave the rest as a buffer state/meatshield against any new Greater Germanic Reich)

And once the first new vessels are completed i'll begin shifting resources towards expanding the Army for the eventual campaign in Russia, with the only expected naval production to be replacement CL's and Convoys.

I'm sorry to disappoint you with my decision to puppet Siam instead of outright annexing, but i have a few (At least what i believe to be...) valid reasons for doing that:

1. Siam has only 10 base IC, with Conquest it would be only 5 extra base IC for China, and with my base already at over 160 (Seems to change slightly depending on Revolt risk, like with Resource income from non-Cores) if i was that desperate for IC, I would have already DoWed on the Allies and enacted Total Economic Mobilization or even started building some IC once i kicked Japan off the mainland. Not really worth building/stationing more Garrison units when any further land unit's should start being diverted to Manchuria and Xinjiang to prepare for anything Uncle Joe might have in store for us.
2. With the way puppeting works, my forces will receive supplies from Bangkok instead of relying on overseas convoys since Siam doesn't have a land border with China, so hopefully i won't lose as many once the Royal Navy arrives in force to make my life a living hell... until i eventually blast them to scrap or seize all the Allied bases in the region.
3. Their army isn't really gonna be a factor in the coming war sad just as you said, but it's free battle fodder to throw against the Allies instead of having to deal with them as insurgents or even under British command, who doesn't like free battle fodder? :D
4. Don't think Siam has a history of Imperialism against China, so they really don't fall under the Dragon's Revenge List per se

I could probably abuse the console and make Siam surrender to China... if i felt like it.

I am triying to do the same with Communist China, but I am on the year 1942 and only got 6 transport Ships, nothing more.

What advice would you give me about fleet?
With it being that late in the game, any naval endeavors would likely be a waste of time/IC to be honest/blunt, unless the Regia Marina is actually still a potent force, since Japan probably forced the US into the Allies by that point, unless the history in your game has gone anywhere near haywired as mine has :p (Maybe even a U.S.S.A? :eek:)

The only thing i could recommend is a CA/CL-based fleet since those will be ready much sooner than anything else, IIRC the Soviets have a few DD techs research aswell even though i cannot recommend building level I BB's in 1942 since by the time they're ready Aerial Torpedoes will be so advanced in the US and UK that the BB's will be likely be decimated.

Sorry about the lack of an update, but i've been feeling sick the last few days so i haven't been able to finish the next 2 chapters consisting of the last few months of peace and the first months of the war, hope to have them up in the next few days:) but i'm sure you understand that getting well again comes first:cool:
 
Chapter 12: The Last Prelude to War

December 29th,1941 - April 30th,1942.

As the year 1941 was coming to a close, things were quiet save for the deployment of a few corps to garrison the Sino-Soviet border in Manchuria. These corps were equipped with anti-tank brigades as a safeguard against Soviet armor in the off chance Stalin decided to attack China instead of Germany, but certainly Stalin was smarter than that considering what few forces he even had in Eastern Siberia. The 5 extra anti-tank brigades are redeployed to Sinkiang Xinjiang along with the 10th corps led by Wu Peifu as a safeguard to be stationed in the fortress at Ruoqiang.

Manchuria is covered (almost)

Against all common sense and wisdom, China realign itself with the Axis Powers once again when Zhang Zun is reappointed Foreign Minister. The Chinese agents and military attache report in February some rather... peculiar German troop deployments in Yugoslavia and later through Turkey into Italian-occupied Iraq or North Africa. When Chiang reads these reports, he puts his palm right on his face and mutters several obscenties under his breath, in spite of this our alignment continues with occasional Soviet and less frequent British interruption's, if only to make a point that China wasn't going to coddle to either of them.

Maybe, just maybe, they'll get the hint if China joins the Axis considering potential Soviet redeployments to the Far East.


As more of our ships and Infrastructure projects are being completed, our army expansion starts again, starting with 5 divisions consisting of 3 infantry brigades with anti-tank and combat engineer support elements. We expect these units to be good for defence against any Soviet attempts at encircling our armies as long as we don't leave any gaps in our lines and have plenty of reserves. Further army expansion will follow later on and in much, much bigger scale.

Zheng Jiemin was appointed as Head of Intelligence, his technical skills should increase the efficiency of our spy networks. With Qian Dajun assigned as the new Chief of the Air Force to help build up China's future Transport Air Arm which will be used to supply far-off, isolated forces or to conduct airborne assault operations similar to those carried out in Europe.

Whether out of boredom or cynicism, our agents in the Phillipines are ordered to overthrow the elected government there, with disappointing results. This does not stir the Americans to action interestingly, the AFC's policy towards the Phillipines seems to be one of indifference.

The date for the war of revenge against the Entente Cordiale was set to begin on May 1st. Siam was used as a base to attack Burma,Malaya and Indochina despite us having only 1 Army there. Amphibious landings are to be conducted at Singapore, Haiphong, Batavia, Oosthaven and Kuching to establish control of vital resources and strategic points in the Dutch Easi Indies, the offensive would see us gradually take the East Indies and move eastwards towards the South Pacific bases and eventually take over Oceania once the Allied fleets have been severely weakened.


This is the state of the Chinese Armed Forces on April 29th, we currently need more garrisons and militias to occupy the future conquests and free our regular forces for further offensives, 2 more battleships and 3 of the newer aircraft carriers are set to be completed throughout the summer alongside their escorting light cruisers. Regular army expansion will gear up towards the end of the year and into 1943 as we stop building capital ships,infrastructure and garrison forces.

It's not going to beat the British surface fleet but that's keeping the Germans out of the UK proper. More than sufficient for India.

Definitely not going to be taking the Royal Navy out in the opening days of the war even with that fleet :) Though when it start's, the British will certainly divert the majority of their fleets to the Pacific/Indian Oceans, allowing slightly greater freedom of operation for whatever the Germans and Italians have left that can float and shoot.

But more on that later...;)
 
Chapter 13: The Dragon and the Lion

May 1st,1942 - October 1st, 1942.

The time for war against the British Commonwealth and it's allies has come, it was initially planned to slice up the British Empire piece by piece, but it was decided to go all the way and conquer it all for good measure so that the Axis doesn't get any bases close to us in the event that the Germans actually launch Operation Sealion. Additional wargoals are the seizure of French Indochina and their Pacific Bases, the Dutch East Indies, Australia and New Zealand were to be conquered in due course.

The Chinese fleets which had already set sail a few hours before war was declared had already received their orders to attack the (Almost completely) undefended Allied colonies in Southeast Asia, until the Royal Navy arrived en masse, China had pretty much free reign in the area bar minor interference from the Royal Australian Navy and the Dutch Navy based in Australia and the Dutch East Indies respectively. Meanwhile the Kuomintang had enacted total war laws in order to mobilize all of China's industry and manpower for the war effort, as this was expected to be a long war with no respite between the various adversaries China may face in the next several years, this meant that China would finally have a chance to become a truly great power, perhaps a power even greater than great given enough time, conquest, military buildup and investment into future weapons with which to fight future wars.

The Wrath of the Dragon is unleashed.


Invasions take within hours of the declaration of war, as the British were committed to evicting the Axis out of Africa and the Middle East, they left less than paltry forces defending their colonies with the exception of Singapore which was guarded by a infantry division and a city garrison, which in the end still couldn't stand up to Chinese marines,infantry and heavy assault divisions, the Dutch and French were even more pitiful in their defense, we had expected the French fleet stationed in French Polynesia to come to French Indochina's aid, but it seems that they didn't even have the fuel to sortie. In spite of the Allied weaknesses however, we don't stretch our forces too far apart at first, British,Dutch and Australian subs have already started to hunt down our convoys and thanks to a lack of destroyers and poor Anti-submarine warfare capabilities on our cruisers, we can't do much except to outbuild our losses. The 2nd battle fleet encounters the first British reinforcements in the Strait of Malacca, and quickly dispatch the battlecruiser Renown and light cruiser Ajax.

The British Empire has started it's decline.


The first Chinese aircraft carrier which had been christened the Liaoning, was assigned to patrol the Singapore Strait in the place of the damaged battle fleet along with a pair of heavy cruisers which still didn't have a proper name for unknown reasons, Chiang decided that a new naming scheme was to be made for China's capital vessels eventually. As it was, the lack of a proper name apart from the "2nd CA" and "4th CA" painted on the hulls mattered little for said vessels, as they ran into a British squadron consisting of the battleships HMS Royal Sovereign and HMS Warspite, along with the heavy cruiser HMS Sussex and their escorting destroyers, even with support from the Liaoning's air wing and naval bombers based in Singapore, they were destroyed by the superior British firepower. But the loss of 2 heavy cruisers, while unpleasant, is still relatively insignificant compared to the destruction of 4 British battleships in the following week, the HMS Warspite being sunk by naval bombing and the rest being finish off by gunfire from our battle fleets in the Malacca Straits & Tambelan Passage, with the HMS Barham going out with a huge bang.

First Chinese losses have been paid back several fold.


Seeing as how they can't have our strength at their disposal, the British send their strategic bombers based in Northern Burma to bomb our factories and raw materials in Southwestern China to try and destroy our strength instead, and they do this with general impunity. This is due to the fact that China has too few air bases in the region in addition to the lack of multi-role fighters which can intercept over longer distances than our interceptors could, which forces us to redeploy our sole multi-role fighter wing to Chengdu to intercept them. The idea of building a industrial area out of bombing range from Burma, India, Outer Mongolia or Siberia has been discussed by several ministers & industrialists, but ultimately dismissed by Chiang, who simply tells his officials that capturing the air bases will stop the bombing on China proper.

This will prove to be an annoying thorn in our side.


The reasoning for the mass-movement of Axis forces to North Africa has been revealed. The British have made landings in German-occupied French Morocco and seize the port of Casablanca allowing them to bring in more reinforcements, ensuring that the attention of both the Allies & Axis are focusing their armies in North Africa instead of the Pacific and Soviet Russia, respectively. Thus making the Pacific even more open to Chinese hegemony.

Thanks to massive German reinforcements and poor infrastructure, both sides make little progress against the other.


Chinese infantry start landing at Kuala Belait and the British fleet stationed there sails out to stop the landings but are met by the guns of the screening battleships, sinking the HMS Exeter and her escorting destroyers. The remaining ships are forced to sail out when the port is taken as to avoid capture or scuttling, the British lose 2 more cruisers, 2 destroyer flotillas and one of their landing craft, over the following week Chinese naval elements destroy an additional 4 destroyer flotillas, 3 cruisers and one of the newer King George V-class battleships, the HMS Duke of York for the loss of 1 additional heavy cruiser for China, effectively securing undisputed control of the Gulf of Tonkin.

This isn't even the end of the beginning.


With the lack of proper reinforcements, the defense of Burma and India depend on the minor Himalayan states of Nepal and Bhutan and their armies. (If they could even be called that) Forces that were used in Indochina and the East Indies will be diverted to Burma to speed up the land-grab, with the possibility of a amphibious landing in Eastern India when more divisions are freed up and when Royal Navy non-interference is guaranteed.

The Crown Jewel of the Empire is open to us, when we bring the men needed to capture and occupy it.


Another British fleet led by Admiral Sommerville, who's skill as a leader outshines all of China's naval officer corp put together, is discovered on radar in a rain squall in the middle of the night by Wang Shouting's battle fleet outside Singapore. The battleship HMS Resolution is found sailing ahead of the rest of the fleet which includes the carrier HMS Furious, Chinese guns large, small and in between open up from all sides of the Resolution, the resulting fires and explosions make it easier for the naval gunners to find their mark in the darkness of the storm, the Resolution goes down with all hands and the rest of the British squadron breaks for the new British Pacific Fleet base in Nauru.

4 days later, another battle fleet led by Shen Honglie intercepts a combined Australian-British task force and sinks 2 cruisers and 3 destroyer flotillas in the Battle of Bouganville Strait.

Yet another blow to the British Commonwealth's prestige.


In retaliation, or perhaps because we haven't garrisoned it, on August 10th Australian naval elements make landings on Palau. Li Shijia's fleet, led by the venerable Ton Chi, the battlecruiser Hai Shew and the newest pair of Chinese battleships who are yet to be properly named are ordered to intercept these landings. 2 days later the fleets make radar contact off Palau in the night and start to engage each other, it is quickly discovered that Australia has devoted the bulk of her fleet to this operation. But in spite of the forces they mustered, their firepower is severely lacking in comparison and they are encumbered by the need to screen the invasion transports, as the sun rises the battleship Ton Chi scores a fatal hit on the pride of the Royal Australian Navy, the HMAS Australia, as it turns out this was only the beginning of the end for the RAN, with 3 cruisers, 2 destroyer flotillas and a invasion transport joining her and the survivors fleeing to the successfully captured port in North Palau.

China doesn't get away untouched as she loses 2 cruisers and moderate damage to the rest of the fleet, but they were already showing their age as it was, nevermind the ease of which we can replace them and eventually surround Australia with them if we so desired.

Allied propaganda crews try to show this a victory due to the capture of Palau and sinking of 2 Chinese cruisers, but no-one is stupid enough to buy it.


Free French insurgents led by Major General Charles de Gaulle start an uprising in southern Indochina which is quickly put down and reminded us of the need to station proper garrisons to replace the regular & mountain troops moving to Burma & India.

Oh how he has fallen.


An operation to retake Palau and destroy the remainder of Australia's fleet is ordered, with a air raid on the port & damaged vessels within being launched by the air group of the Liaoning and 2 new carriers based farther out than the blockading battle fleet, while the air raids do more damage to our air crews than to the ships they're supposed to be sinking, they have still been weakened to where an engagement with the blockaders is certain to guarantee their destruction. As it turns out when Palau was retaken by our forces they managed to slip by the blockading fleet led by Shen Honglie who manages to track them down and sink several more ships in the Northern West Caroline Basin.

With the Marine Nationale experiencing fuel shortages, the Royal Navy is effectively alone in the Pacific.


It had been decided to start seizing the unaccounted for naval bases in the East Indies to deny their usage to Allied submarines hunting down our convoys. Chen Jilang's fleet is covering one of these landings when a British squadron led by the Pride of the Royal Navy HMS Hood and accompanied by the carrier HMS Glorious and heavy cruiser HMS Dorsetshire attempt to stop the landings. Despite being bombarded by carrier air raids over the last few days, the Hood and Dorsetshire are no match against the 2nd-generation Chinese battlewagons and their accompanying ships, the Pride of the Royal Navy is sent to the bottom with only 3 survivors reportedly being pulled from the burning water after a magazine explosion splits her in half, with the Dorsetshire going down moments before Hood. The news breaks out around the world that the ship which had managed to sink Hitler's Bismarck was sunk by the '1st Chinese BB' off the island of Sumatra.

Britain's hegemony of the seas is as good as gone.


While all these successes were witnessed on sea, the only major land fighting occured in Burma and there the Chinese Army had plenty of success aswell, if perhaps because of a lack of a real opponent in the region. The armies of Lhasa and Bhutan were being battered and brokened further with each passing battle against crack Chinese divisions, with the Pabing Di 5 Shi being the only division that's worn out. Rangoon had already fallen weeks ago and supplies were being shipped in through there instead of from Siam, which is less than optimal due to the submarines.

With intelligence reporting that another British carrier was being sent to the South Pacific, the 1st Carrier Fleet under Chen Ce's command attempt to intercept it and destroy it with the firepower of 3 carriers, in spite of tearing apart the British carrier air group with superior numbers the HMS Courageous manages to escape with her screen with relatively minor damage.

As more land and their people's come under our control, combined with a lenient occupation policy that actively seeks local collaborators and modern (1940) Agriculture technologies, our manpower reserves & growth rate start to skyrocket, when India, Oceania, Eastern Siberia and Outer Mongolia are brought into the fold, we expect to have one-third of humanity under our banner.

If the British naval situation is this weak you could risk a landing on the eastern side of the Indian subcontinent and use that as a stepping stone to Delhi. It's going to take forever marching there from Burma. If the British are weak you could land quickly everywhere and rapidly slice India up.

If the Brits kept sending their navy piecemeal your way this is going to be a roll-over.

You should also really start naming your ships, even if just capitals. It's getting kinda ridiculous when you have ships like the Hood being sunk by the '1st Chinese BB'. :confused:

I just couldn't help myself with the 1984 reference, that is certainly true from a certain point of view though considering China can now be considered synonymous to Eastasia :D

After doing a quick tag switch to Bhutan (Sorry sebas:p) I checked the remaining strength of the Allied fleets:

The British still have a lot of fight (Especially the carriers) left even though all they managed to sink apart from cruisers is 6 of my LC's with Nav's, TBH i don't remember where it happened (Assuming the East Indies) but it made me realize the importance of turning on enemy air raid notifications :) I started rebuilding some afterwards even though i still have more than enough transports for a invasion of India, which will take place once i finish capturing the rest of the Dutch East Indies (Still some islands in the east uncaptured, though the Dutch fleet is nowhere to be found)

The main reason for my success has been because I've fought piecemeal engagements due to British rebasing their fleets as i've been taking their bases aswell as general AI incompetence at naval warfare, though with less bases available to them, they've been more concentrated in the Southern Pacific with their main base relocated to Nauru island, so they're gonna have supply problems whenever i engage them, not to mention the fact that my CAG's bombed that puny port to oblivion. Not sure why the AI is so allergic to using Allied ports that are better than their own...o_O

As for the ship naming, I agree, so i'll rename the BB/BC/CV's after regions and CA's after cities, it will be a bit tedious to do the CL's unless i decide to name them after all the provinces.
