Victoria might be least popular due to being so unfriendly to user, so user-unfriendly. In HOI3 you could at least let AI handle something while you oncentrate on learning it one mechanic at the time. In Vic 2 you have to handle EVERYTHING by yourself while at the same time being far harder to learn than EU4 or CK2 (have not played previous EU, HOI or CK).Victoria is the least popular paradox gsg franchise, so I'm not so sure we'll see another installment anytime soon. Everyone is currently expecting Wiz' new project to be either EU : Rome II or Vicky 3, but what if it's Crusader Kings III?

Gotta disagree here. Least popular is EU: Rome. It suffered from serious lack of development and the same problems that plagued all P-Dox games of that era, whereas even today, Vicky still has a reasonably vibrant player base and that's with it past its prime. I've checked the EU:R forums and they're pretty much dead. Not to say there aren't Rome fans, but they've all swarmed the other parts of the forum demanding a sequel.
I reckon a Rome II is coming, eventually, but it'll come after Vicky III has been announced and HoI4 and Stellaris have been released.
CKIII won't come until the new decade.
I never even though about Rome because, as you say, it's pretty much dead as a franchise. Victoria II has sold ~400k copies according to steamspy, so the facts are pretty clear regardless of what the fans think, that it's the least popular of the paradox grand strategy games that are still being played. Which is not really a big surprise, the game is quite old and set in an era that generally doesn't generate much enthusiasm.
Also according to steamspy CK1 and EU3 sold about 90k and 400k copies respectively. What a surprise it's just as easy to lie with numbers as it is with words. If those sales numbers were good enough to make a new generation of CK and EU, they're good enough to carry Victoria II over into the new generation.

Back in 2007 steam was also little more than an annoying DRM program for your Valve games. It was not relevant as a store when EU3 and CKI were newly released. The same can't be said for vicky.
I'll repeat myself, I don't think vc3 is an impossibility, but I don't see the odds as very high.
CK2 was also the first Paradox game to be sold exclusively through steam, so by the same argument the numbers for Victoria 2 would have to be adjusted by an unknown amount, to compare them to EU4/CK2. Most comparable are the HoI3 sales numbers, since it was released just one year before Victoria 2 and it sold about 450k copies. This was also not seen as too few to start working on HoI4.
A discussion about the relative sales numbers is pretty useless though. A project being started now is a lot more likely to be Victoria 3 than an EU, CK, or HoI game, because there are games being actively developed in those series. The only likely alternative is a completely new title and a new title is always more risky, than a sequel to two financially successful games.
