Perhaps they gave such short notice because they wanted to make sure only those who are most interested and motivated to see the game succeed (ie those who frequently check forums and the status of the game) sign up. They want to make sure that the beta keys they hand out go to people who will actually test the game, instead of people who are merely curious and want a free game to play and not all that interested in beta testing.
