Sounds like Paradox outsourced some parts of 1.8 to Bethesda.
 
That looks nice. Hopefully Hive Minds will starting feeling like actual Hive Minds too(getting so tired of the event texts blatantly meant for non-hive mind empires when playing as one).

Any tips how this type of gameplay can be interesting?
In situation where you are surrounded from all sides by other empires, for example.

I see this interesting only if you have detailed inner politics system which this game doesn't.

Unity rush to get high traditions and develop your core, then reform into something more outward looking.

Yeah, somewhat my train of thought. But then again, what is the point if you rush to some other government that will get you out of the current situation?
That "rush" would still take decades during which you would play with this civic. That's like asking what's the point of having Robots, when you will eventually have Synths.

I like the roleplaying option it provides, especially since one will probably encounter some AI with this civic.

Defensive only... so you can only have tributary through peaceful way?Or maybe make it possible to force tributary if declared upon?
+33% pop growth is insane though. Space <insert ancient Chinese Dynasty> incoming :D

Edit: Wiz said on twitter that it might be changed so you can still Enlighten Primitive but they changed to tributary instead of vassal. But I wonder if this civic cannot guarantee Independence its tributaries would just be super weak country waiting to be grab by nearby empires.
I would like to be able to guarantee my tributary and wield a bit of local power and gift them planets if needed. It feels more like historical Chinese Empires that way.
