Also, what "vanilla machine empires"? We won't have any vanilla machine empires, either Utopia ascendants or this trio of lovely skynets here.

The three special civics are SPECIAL machine empires.

You can make a machine empire (a vanilla one if you will) that does not have the rogue servitor, exterminator or assimilator civic.

Thus materialists are okay with regular not overly aggressive civic machine brain worlds.

Which makes sense.

I think that "Vanilla" refers to the robotic empires that don't have either of the 3 specialty Civics.

I have 3 questions.
Are tributaries subjects, can they be turned into vassals and will vassals pay some resources to their overlord (like in EU4)?

Honestly from the event text they might go either way, either resentful robotic workers that don't want organics sticking their nose where they don't belong or of honest robots with better knowledge and eyes on the ground sharing more up to date information. Pretty good job of writing a relatively ambiguous decision that doesn't give you perfect information to act on.
