Is it possible to alter the governing ethics of my empire? Currently I am pacifist, however I would like to go on a crusade and start conquering some planets. I can't be pacifist though, and so am seeking to change that. Please help.
 
The only way to do that would be to embrace a faction that has the governing ethic you would like to switch to. It costs influence to embrace them and the factions support must be greater than 20 percent.
 
Changing the ethos means changing the core principles of your civilization, so it's not an easy process and needs to happen organically, with the involvement of your empire's citizens. Hence, you need to interact with factions. Supress those who share ethics you want to get rid of, and embrace those who have ethics you want to change to.
 
Can we not change our government to do that? Next time I am in game I will check if I remember.

No you cannot. Changing the government allows you to change your government type (e.g. Democratic/Oligarchic/etc) and to change your Civics (e.g. Meritocracy, Environmentalist, Mining Guilds, etc). You cannot directly change your ethics (i.e. authoritarian/egalitarian, xenophobe/xenophile, militarist/pacifist, spiritualist/materialist), you instead need to do as previously mentioned and embrace the relevant faction (assuming they exist and have >=20% support).
