As I understand the situation, it's the choice of the developers whether they do this. CO have never done it with CSL, for instance, but HBS did it with BT even before they were assimilated.

That's an EU4 patch. Generally only the last minor version of each major update is provided there. You could post this request to the EU4 devs in a DD or something.
