F**k, I thought for a moment I had solved the problem by turning generating families off ;/ But he became tribal after a while -_- It's seems that the cause is that there are no holly orders from the start:
You need to create them and connect them somehow with the grand masters.

Most likely the only way to fix it is to have a script that makes them into actual Holy Orders attached to a religion but that's beyond my ability.
I tried to edit my save to add a holy order. I noticed that created holy order have an added passage which looks more o less like this:
Code:
1107309476={
    key="x_ho_1813"
    holder=81979
    name="Teutonic Order"
    date=1268.2.19
    history={ 1268.2.19={
            type=created
            holder=81979
        }
 }
    special={
        type=ho
        identity=3
    }
    color=rgb { 0 255 123 }    landless=yes
    no_automatic_claims=yes
    definite_form=yes
    coat_of_arms_id=34481
}
I startet a new game, didn't unpasue it, I saved it, and added this part of code but it didn't work.

I mean the government sticks but the succession type always changes back. Not sure why since I have it set in the law triggers.

#Edit

Well got that to stick but now it's figuring out how to let characters succeed you which I can't figure out.

So how the succession of the Teutonic State look like?

Thank for new scenario 1018:)

But found some issue

House Landolfini, Duchy of Benewentu is theocracy not feudal

Sviatopolk the Accursed sholud be married by married with daughter of Boleslaw the Brave, on of them

Also Boleslaw the Brave should be marrierd wit Oda Ludolfinger sister Duke of Meissen(it was treaty arrangements - Peace of Bautzen)
There is Piast family tree issue, Prince Otto(right) and Princess Otto(remove her)

Some sugestion:
-make house Ludolfinger of Meissen, cadet branch-house Ekkehardinger, descendants of Margrave Eckehard
Bezprym Piast could have theology education, he lived in monastery some time

I'll check them out when I get home later.

@mechl I've seen that grandmaster of the Teutonic State (which is called king ;/) has vassals which are all tribal. Would it be possible to
1) change the government type so that only unmarried male catholics can be vassals of the grandmaster and to force them to have the new government type,
2) give the Order some plausible succession, for example that a vassals with the biggest prestige become the new grandmaster?

Alright all those things are in except for the cadet branch. Didn't seem worth the effort of adding a cadet branch for a family line that stops existing by the 1066 bookmark.

Overall my ability to script is limited. What I ended up doing was making a new government and succession type. This succession law will let anyone that is a vassal vote for the next ruler and will prefer older characters with higher prestige and prowess.

Will it ensure that the new grandmaster will be unmarried catholic and will be of the correct government type?

Whether they have a wife at the start or not is determined by the game rule vanilla has. I can keep them from looking for wives but can't keep them from getting requests and in the end it's going to behave much like a feudal government since that's all the game really has right now as the unplayable governments like mercenaries, holy orders, republics, etc. are very limited. In the end this is the best that's going to happen unless someone with scripting knowledge figures it out, till Paradox maybe modifies Holy Orders in a theoretical Crusades DLC, or maybe when republics are added parts of that can be taken since that'll likely involve new script values.

In the end this is more than even CK2 had as you couldn't play Holy Orders at all there.

Ok!

But I observed an issue with MB+ , unrelated to CPF: it seems to be converting every Norse to the Akom religion, and that without any other mod toggled on.
Akom is the default religion for anything that doesn't have a religion assigned. So the Norse characters or provinces or what is the main problem, must lack an assigned religion in that combination

Could be because MB+/SWMH Norse and CPF Norse is not spelled the same way. That would do it.
