Keep in mind to play most mods, you must also have installed the two addons (AHD, HOD) of Victoria 2 and of course the latest patch. (with DLC things are different for newer games)
If you want to have the same changed leader names, you've already added to vanilla V2, you'll also have to change the same files of HPM, which can be found inside the "mod" sub-directory. Mods inside "mod" have to follow the same structure as the vanilla game to have their changes to be recognised by the game engine. Thus you'll easily find the files you'd changed earlier.
In Victoria Revolution (V1) Panjab shares the names of random leaders with Mysore. I've listed them here, so that I can ask you if these are correct:

Yeah at first I thought mods were compatible with vanilla but turns out literally every page said I needed to buy AHD & HOD which is totally fine. I'm playing with the HPM mod right now and it's great!
I actually tried looking in the HPM mod files to look for country leader names and I actually wasn't able to find anything. Do I need to change the names in the vanilla files first for something to appear in the mod files or was I looking in the wrong place?
Those are some neat names for Mysore! Pretty much every single name there is Hindu-Vedic derived - literally Uddin and Bhatt being the only two Indo-Islamic names (Uddin being a common old suffix & Bhatt or Bhatti being a Muslim convert). A few of these Mysore names exist both in antiquity and modernity with respect to being accurate and common Panjabi Hindu last names (Kumar, Sharma, Aggarwal, Anand, Kapoor, Mehta, Verma, Malhotra & Saini being the most prevalent).
What makes Panjab, or more accurately the Sikh Empire or Khalsa Raj, most unique was the cultural melting-pot that took part in leading the empire. For example, the Emperor was Sikh (ex: Maharaja Ranjit Singh), the First Minister Muslim (ex: Faqir Aziz-ud-Din) and many generals/governors Hindu (ex: Diwan Mulraj Chopra of Multan). The common idea for the betterment of Panjabi society for all regardless of faith was a leading factor in this unity. Although the state religion was Sikhi, because of the faith's inherent secular principles, historians and scholars alike have labeled the Sikh Empire as a secular nation - and this can be seen from the hierarchal setup as shared above.
I've always planned on sharing both the correct list of Panjabi generals and first/last names for random in-game creation for people to copy and paste into their files for accuracy. This might end up boosting the military stats of the Sikh Empire in Victoria 2, but it shouldn't be forgotten that the Sikh Imperial Army of the Lahore Darbar in 1836 was one of the strongest in Asia (approx. 120,000 soldiers) and rapidly westernizing with the introduction of flint-lock rifles, Western tactics and formation, European generals, artillery and even adopting Francois-style uniforms. Because all three faiths (Hinduism, Islam & Sikhi) were so actively represented in the Panjab government, a proper blend of first & last names from all three faiths are required. Of course, this can lead to at most questionable mixing and matching with for example a Muslim first name and Sikh last name - but one can fantasize about a general converting religions or whatnot.
