Try to run the game (from Steam)

Expected Result​

Paradox logo usually comes up and game starts loading.

Actual Result​

Black screen forever. Skylines mouse cursor but nothing else.

Never had any issue before. I have tried: playing with mods disabled; reinstalling and removing all config files (clean install); verifying all files. Nothing works.

hmm. I just saw you did try to verify...
I do notice you installed the game in Z:/mnt/Speedy2/SteamLibrary/steamapps/common/Cities Skylines II/Cities2_Data/Managed Z drive ...
you have to make sure that your local C drive have storage for all gamedata ,Assets and mods still....

Have you checked to make sure all your wins, bios, and graphic drivers is up to date?

scan your sys see if there any corrupted files.

check in your cs2 folder /cache/backtrace/reports there should be .dmp file , can you upload the latest one?

Plenty of storage available. Everything is up to date.

In which CS2 folder should there be a cache/backtrace/reports? I don't see it in the game install folder, nor do I see it in anything in AppData.
 
The BadPaddingException seems to be the fatal issue holding up the load, but I have absolutely no idea what that is or how to mitigate it.

As I said, I have verified game files and it all passes. I also moved it to a different Steam drive -- no change. I also reinstalled from scratch -- no change. Same error in the log.

Yes. I have already done the following:

- launch with mods disabled
- ensure I am not subscribed to any mods
- perform a fresh install including manually wiping the game directory and directories in AppData
- perform a fresh install on a different machine which never ran CS2 before

Issue persists across the board. Always the same cryptographic error in log.

Thank you for the extra details. COuld you also provide a DxDiag file for us to check through? That way the devs will be able to investigate this further!
To get a DxDiag file follow these steps:

- Open your Start menu, Cortana or Search
- Type dxdiag in the search field
- Click on the dxdiag program
- A window called "DirectX Diagnostic Tool" should pop up now
- Wait until the green bar at the bottom-left has disappeared
- At the bottom right-hand side, click on "Save all information"
- Save it to a place where you can find it easily, for example your desktop
- Attach this file here
- IF dxdiag.txt fails to attach here, rename it to dxdiag.log , or zip it up.
 
Having the exact same issue with Game Pass.
The Problem seems to be at Colossal.UI.Fatal.ErrorPage.LoadTextFromCsv. I also get IndexOutOfRangeException
Did a clean installation, also tried to install on to another hard drive.
