Keep in mind, it's a 20% to all ressources (gained by robots), +2 Influence (which is easly 20% of what you gain lategame, anyways), and Unity, which you can only generate from planet-unique buildings otherwise.
I would say, +- this could turn out balanced. For the finer details and judgement, we'll have to wait to see how it plays out.
The extra influence is nice, especially considering they are missing factions. Unity also, though that is really very little per pop (like factor 3-6 less than what the real unity buildings do) .
The 20% is nice, but still not totally efficient:
Assume 10 pops do 10 minerals each -> 100 minerals.
Now let 6 pops to 12 minerals (20% bonus) each-> 72 minerals.
-> 72% efficiency ignoring other stuff. Let's add 10% due to the "free" unity (done by 40% of the pop but with only ~25% efficiency). Still very low.
Same holds for any other income and also any combination of resources.
It gets even worse if you additively include other boni, for example:
Every pop gets 20% extra due to traits:
10 pops do 12 minerals each -> 120 minerals.
6 pops to 14 minerals (20%+20% bonus) each-> 84 minerals.
-> 70% efficiency.
And that is despite ignoring the fact, that pampering has increased consumer goods per pop. On the other hand with the recent change you do save building costs. But those are one-time costs.
