I know I'm probably a minority here and the opinion is unpopular, but I like the UI of CK3/Vic3 and the 3d art in CK3.

What I don't like is the way they did people in Vic3. They just feel somewhat stiff and wooden, almost unnatural.

If EU5 goes into 3d, they better do it right and properly.
exactly. I don't want to just stare at various mapmodes. People actually get attached to their king or whatever. CK3 style 3d portraits would be a good way to facilitate leaders being more than a name.

The problem is not that portraits are 3D, the problem is that they have a very cartoonish style that don't fit with the vibe of the games, maybe with Crusader Kings vibe yes, but not with the Victoria and Europa Universalis vibe.

Europa Universalis and Victoria need more serious and realistic 3D portraits.

They cant, even CK3 is a lot cartoonish, the hair and beards are not realistic hair, too much work to make it better, they can make realistic 2d much more easier and cheap, even with the help of AI. Realistic 3D rendering is very cumbersome, not to mention the countless bugs that come with it

WASD for mapmodes or moving the map around? (If the latter can we rebind because WASD are for mapmodes goddamnit!)
Just make it a toggle tbh, there are enough people who use wasd, arrow keys and edge scrolling that just picking one will slightly annoy the other groups.

But for god's sake, please have a minimap, managing a large empire without one can be a nightmare.

3D or 2D, it's easier to make cartoonish portraits that are easily distinquishable from one another, than it is to make realistic ones. That can be somewhat mitigated by having larger portraits, and conversely, it's worse with smaller portraits. But yes, realistic style fits the game better. But it's probably not good to spend lots of screen area for the portrait, at the expense of other information. So the solution is to make the UI such, that it's in no situation necessary to recognize the character from the portrait, his name and title are always present. Title is important because there are likely characters with names that are the same or similar, similar especially for those who're not familiar with the language of the name.

I played Grand Tactician: the Civil War recently and I was really impressed by the Art Style which is on point in every conceivable way.

The Art Style mogs Victoria 3 into oblivion. In fact this is exactly how I expected that game to look like and was bitterly disappointed by the stale look we got, with terrible stiff 3d characters that are stuck in a pose that screams "my first blender project".

That will entirely depend on the utility of on–board pieces, like armies in non–Victoria 3 titles or holdings in Crusader Kings III. The more there is a need for the map clarity, the less likely it is for them to present clouds on map.
Unless it's in the Atlas mode like the one seen in the Imperator: Rome, then they should definitely do it.

PDX should just go direction Gilded Destiny has taken - slightly animated, 2D portraits.
3D portraits look ok at best for CK3, but for Vic3 they are atrocious for the eyes.

The best and most immersive portraits and characters in pdx games are in my opinion in HoI4.

However i do understand that it's a very short timeframe with a number of set and unchanging characters and probably still very time and resource intensive to make (relative to other game aspects).

Thus it will probably never be feasable to put the same system in a gsg game that spans a longer time period.

Doubt it, it seems like early concept until some CEO came and said that progressive teens today like 3d stuff and make it like CK3, so we had a freak-fest with hideous deformed heirs and other nightmarish stuff.
It is also too integrated in UI as well - ugly Victoria 3 UI is literally built upon portraits.

You can theoretically, but it will be a huge pain in the arse to do.

What you need to do is make a 3d model that is just a flat 2D plane, remove animations, make sure the shaders don't break anything, and make it so that the plane always faces the camera.

You then texture those flat images with the 2d character art you want, and then mess about with character 'DNA' files so that they use those models.

Weebs have done it with anime characters before.

You would also do some UI editing too, because as it stands half of the UI is dedicated to showing of those weird 3d creatures.

Not going to lie. For me, the above portraits would have made Victoria way more appealing, where the 3D models still haunt me in my dreams.
