It's quite simple. If they release paid content before the base game is properly fixed, they will be review bombed and sales & reputation will suffer.The game is screaming for a breath of fresh air and I really don't understand why, if there is content ready, it's not being released.

Of all the games out there you could have named, you brought up the only company that still does it old-school and only releases the finished product that you can purchase and play from beginning to the end with no major issues, if ever.Look at GTA 5 which still have bugs and glitches after years of support, updates and a team of hundreds of people who worked at it!
I called for replacing top leadership a while back on Instagram and got banned from the CO social media accounts, so this platform and Steam are my last remaining places to talk cities. I’ve been more than generous with my patience and I’m really just angry I was sold a product that was not complete.I agree with the frustration others have expressed. The constant delays are unacceptable. The project manager for this game needs to be replaced. I’ve reverted back to CS1 and won’t be playing CS2 until it’s fully fixed and delivers what was promised. As someone who runs a development MSP company, I understand the challenges, but the focus should be on fixing the critical issues, not just catering to publisher demands. This mismanagement is disappointing
I'm sure that's why they're doing it. They don't want backlash, but there is also backlash from those who paid for it, and those who desperately want some new buildings...Maybe it's in a similar state of the "Beach Properties", and they have or need to update it to avoid the bad opiniones about it like happened to "BC"?

The two Creator Packs — Modern Architecture and Urban Promenades — have been completed by their creators. While the Economy Patch, Detailers Patch, and Decorations Patch are all part of our commitment to improving the base game, we are well aware that the Asset Editor is one of the most crucial remaining features in fulfilling our promise to make mods fully available in-game. To ensure we don’t split our focus, we’ve made the decision to push the release of the Creator Packs to Q4. This will also affect the upcoming release of Bridges & Ports Expansion that will instead come in Q2 2025. We will continue dedicating our efforts to the base game before shifting focus to paid content. Our goal is to ensure the community is satisfied with the state of the game, and once we’ve achieved that, we’ll be excited to release these amazing packs to you!

Dude, upon buying a product you as the customer and the seller agree on a contract. Seller delivers a product as advertised and buyer returns that favor with cash. Lots of Cash $$$Hi guys, I read all your comments and I felt the need to write this, I really understand your concerns, I am also a player like you, who wants things to move faster, so that I can enjoy them NOW if possible, but I can understand deeper than that.
There may be a lot of reasons that maybe things go slow, in fact, behind Paradox there are people, not robots, and I can understand that working for only CS2 may not be possible, prioritizing is needed, maybe they work on other projects that require imediate attention, or maybe the actual team is not so big, recruiting new people is not easy also (trainings and onboarding also requires time), or maybe they don't have enough money so that they can't make things work faster. I totally understand, I also worked in management and things are not easy when you run a business.
Is it true that you are disappointed because you paid and didn't receive yet, and the team of CS2 came for several times to tell us that the things are postponed again. Trust me, even when you build a product, you can think and brain storm thousands of possible scenarios and anticipate many possible bugs, when you launch it you receive the real feedback and bugs from your clients, so another thousands of scenarios and bugs, and this is normal. Nothing is perfect. Look at GTA 5 which still have bugs and glitches after years of support, updates and a team of hundreds of people who worked at it!
So, I really love that they decided to fix the bugs and the basic functionalities first, and then focus on final touches and adding more to the game. This is a normal mindset, to put the horse before the carriage.
I am also waiting for improvements, especially for adding mods in Nvidia GeForce Now. I bought the subscription in October 2023 in order to play this game, and I hoped that they add mods faster also to this. I spent about 200 euros to this just to play CS2, I really love the game. I bought the game even though I was not sure that they will add it to Nvidia GeForce Now, and I don't have a PC, but I bought it because I wanted to support the team for this game. Of course, I knew it will not be perfect, but someday it will. I don't regret it for a second! Because I did it with all my heart. And 200 euros is much more...
Recently I decided to save money to buy a PC just to play this game. Nothing else, I really love it, sincerely, and I really hope that it will become very good with time. I respect the team and even though they made some mistakes in communication and deadlines here and there, they integrated a lot of our feedback and it says a lot. Overall, I focus on the full side of the glass and wish to the team to not be disappointed about the negative comments and have motivation to go further.
All your efforts are really appreciated, and remember that the human nature is wired to focus on negativity instead of positivity. If there are tens of things that we like and 1 thing that we don't like, we focus on only that one thing. I totally understand, but keep moving forward. I know how important is that your work should be appreciated, so I speak for all the people who also really appreciate your work. You did a wonderful job! Keep working on the project and don't loose your enthusiasm!
We are here to play this game and support it as much as needed in order to have a wonderful final product!

As for the extended delays on shipping completed DLCs - I have thoughts but I deleted them, suddenly I'm just too tired.
Nothing against them, i prefer the devs create content first, then content creators and of course modders who impr9ve the game after the devs create content. I'm also not a fan of mods but that's just my preference.I dare say most people would rather have more people creating content, not less.
I am taking your posting just as an example, it is nothing personalI still think the game can shine once bugs are fixed, content is added and other stuff will come (animations, bikes, the HORRIBLE shadow bug finally fixed, etc.)
