I don't see how we could introduce a problem like that. You may want to try to replicate the problem in a vanilla HoI game.

Well, there's a demo available online somewhere.

After playing it for awhile, though, I'd say it has some big holes in it. It's great on a few things, but too easy to exploit and the AI in retrospect isn't that good.

Strategic Command was good for two games, I didn't see any point in playing beyond that :( Nice nostalgic kick, but nowhere near HoI in terms of scope and replayability.

I would rather strengthen the NatChi troops, as it's far too easy to conquer China. Giving the Soviets more doctrines will often only hurt the AI-controlled Germans. Especially if the human Japan does not ally with Germany and tries to conquer South-East Asia. Perhaps one should only give the Soviets more tech when the human Japan really attacks them - if that's possible...
