I tried the fixes and the game still won't lauch. I am launching it with mods disabled and without my save files, yet, the menu still won't even show up after booting up the game. I am launching the game both with the --disableModding and after renaming the folder containing my save files.

This is also happening to me. I cannot find my player log. Please advise, this is becoming increasingly frustrating. I have been able to launch the game once or twice in the past month or so. Otherwise, I am still getting stuck in the splash screen.

Yes, I have already tried to launch the game, both in offline mode and with the steam cloud disabled. The issue persists even in offline mode.
Unfortunately we have no access to the steam cloud or any files there. I don't know a way to delete the files in your steam cloud, other than the ways we already provided to you in the steps to reset your steam cloud. I have also retraced the steps and apparently they removed the option to reset the steam cloud there. You might want to consider contacting steam support and ask them to remove the corrupt file from your cloud.

So I have fixed the issue, the thing is that you have your steam cloud files stored locally on your pc under C:\Program Files (x86)\Steam\userdata, here you will find a folder called 949230 with your saves. Then delete the save, before going offline on steam and starting the game

When I'm online, the game tries to load backups of the files in the could, even when the cloud is disabled, so I have no idea how to fix that now.

Another user gave a fix that works and I deleted the local backups of the could saves. The game now loads in offline mode, but not online.

I was able to delete my saves. I used a different CS II folder, because then my saves didn't load in. I tried deleting it offline not sure it worked, and deleting it online afterwards. I got two pop ups, regarding online backup, one in game where I said the game should replace the online files with local ones, and one from steam giving me the same options

I'm not sure if I understand correctly. Do you mean you delete the Cities Skylines II folder in Appdata? Because I have been doing that and the newly created folders try to create new saves from the cloud when I'm online, even if I have the cloud disabled.

Deleted my local backup, started the game with another appdata folder in developer mode offline, then wiped my data, launched the game with steam sync off in online mode in dev mode wiped the data again. Went back to my orginal appdata folder and turned on steam sync and the files were gone

Okay after wiping the data with devmode while offline I could start the game in online mode and I then wiped all of the data while online. Thank you for the help, the game seems to be working now.
 
Solved by:

- Wiping the local 949230 folder containing copies of the steam cloud saves
- Opening the game in offline mode and wiping the data in platforms -> remote storage
- Opening the game in online mode and wiping the data in platforms -> remote storage
