I noticed that it somehow seems to depend on chance if a “hostile action” of another faction gives you a casus belli or not. Sometimes they get caught and no casus belli. Sometimes you get one although it was the same situation.
And Carthage once cancelled the tribute but I (Rome) got no casus belli.
Now I am not sure if this works as intended or is buggy.
And: Sometimes there is wrong or misleading tooltip information on the diplomacy screen (information why you cannot do this or that). Sometimes it sais for example you are at war although this is not true. I cannot describe the exact problem but it has to do with peace and tribute.
