Casus belli in 1.2

I noticed that it somehow seems to depend on chance if a “hostile action” of another faction gives you a casus belli or not. Sometimes they get caught and no casus belli. Sometimes you get one although it was the same situation.
And Carthage once cancelled the tribute but I (Rome) got no casus belli.
Now I am not sure if this works as intended or is buggy.

And: Sometimes there is wrong or misleading tooltip information on the diplomacy screen (information why you cannot do this or that). Sometimes it sais for example you are at war although this is not true. I cannot describe the exact problem but it has to do with peace and tribute.

you should only get a CB if the intrigue/assassination action succeeded and they were discovered.

So being unsuccesful and caught is not enough?! Okay. Then I will watch this.

However was it normal that Carthage decided to stop paying tribute and I got no casus belli?

hmm, I think this should always give you a casus belli. Does it happen every time?

This was the first and only time that a faction cancelled the tribute (although they could have paid). I am quite sure that my perception did not play me a trick here. Maybe other players will report this too - or not.

i have seen many times
that when one of the big powers(rome,egypt seluids etc) cancels tribute before the truce expires there is no CB
i guess that got fixxed in 1,2 though since u cant ask for tribute now
