Has been in development since 2015-2016, when releasing CK2 dlc they likely had in mind how they'd be able to port/integrate features into CK3
 
I'm sorry, but how does removing content from the game make them game better?

CK3 is a new game. They can't just copy and paste stuff from the old game into it. Any feature they put into CK3 has to be implemented from scratch, whether it was in CK2 or not.

Implementing anything takes time. As I understand it, Paradox's policy is to reproduce features from CK2 that still seem useful and worthwhile in CK3, but not to re-implement everything that was in CK2. If a feature wasn't popular, or didn't work well, they can save time by not bothering with it, and use the time either to implement some entirely new and better feature, or to release the game sooner.
 
I get why people feel this way but i disagree on principal, i don't want the same game on a new engine i want a new game on a new engine, I'd rather lose old features and gain new ones than keep all the old ones

Agreed. I'm not looking for a fresh coat of paint versus a complete re-imagining that builds off the predecessor's positives. There's a lot to like about CK2, but there's a lot to criticise about it as well (especially the UI which has always been inadequate as far as features go). I'm A-OK with the devs holding back on certain aspects that don't work all that well in there view at this juncture.
