Please explain your issue is in as much detail as possible.
My character, the Pontifex Maximus/Roman Emperor, gets sometimes an event in which he congratulates himself with a letter for the way the Apostolic Palace is administered. I remember the same event working correctly when my character was a vassal, but seems to be problematic now that my character is independent.

Steps to reproduce the issue.
Load the savegame, the event should be active.

This happens for all characters. It's weird because vassals can't even have their own wonders so the event would be pointless anyways.

It's supposed to be an event if the wonder is in a vassal-controlled province. The top liege is considered the wonder owner, despite the province belonging to the vassal. The trouble is, it's coded...kind of badly. The trigger is

   trigger = {
       any_demesne_province = {
           has_wonder = yes
           liege = {
               always = yes
           }
       }
   }

I guess whoever wrote it thought that the liege scope would fail if the character is independent, but in fact it just points to the character himself in that case.

edit: And hell, I guess it's being called from the wrong scope, too. Province scope instead of character.

It should instead be:

   trigger = {
       any_demesne_province = {
           has_wonder = yes         
       }
      liege = {
           NOT = { character = ROOT }
       }
   }
