Yes they can. Some of the religious government types seem to not work, I tried reforming Germanic pagans with a high priesthood but the title was destroyed immediately after creation.

I am curious if it might have been because I was still tribal, and some script said "Wait a minute you can't have a Theocratic duke vassal" or something, destroying the title. I should have explored that more.Odd, I've had no issues doing just that with both a male and female reformer.
That one is fairly easy to fix. @mightnight gave a solution on discord yesterday.
Go to mod/CK2plus/common/laws and open succession_laws.txt
and replace every instance of "set_allows_matrilineal_marriage = yes" by "law_set_allow_matrilineal_marriage = yes"

I believe that is a bug related to how we handle the Lombards/Langobards. I will have to verify with the rest of the team, but I think the Lombards are supposed to be disabled and replaced with the Langobards. Not sure why the naming distinction was made.BTW is Lombardy supposed to immediately flip to Italy in the Charlemagne start now? It seems to me that this isn't working as intended. The game files for the event seem to imply that the throne must be held by someone who is of Longobard culture for it to remain the Kingdom of Lombardy when all landed characters begin the game as Lombard. I've easily fixed this by adding Lombard as an accepted culture to the event to prevent it from firing, just wanted to give a heads up in case this is a bug.
Something else that doesn't seem quite right is that Lombard, the culture of the nobility, is considered an 'Italo-Romance' culture while Longobard, the culture of the counties, is considered a Germanic culture. Shouldn't this be the other way around, with a Romance culture being ruled over by a Germanic elite?

For some reason though, this issue has seemingly fixed itself for me. Loaded up the game again this morning and, of course, characters in Italy miraculously start off correctly as Longobard now. Not sure why it was bugging out yesterday but the game seems to have gotten its act together for now.Working as intended. Only other issue I seem to have at the moment is a Papal election bug. Whenever a (Chalcedonian) Pope dies, the Papal States kingdom title is immediately destroyed and the Duchy of Latium goes to a randomly-generated Prince-Bishop, leaving Christendom without a Vicar of Christ (well, until I give somebody the title with the console). Sometimes, it elects a new pope, but the Papacy switches to feudal and is immediately destroyed, leaving the newly-elected pope an unlanded courtier somewhere while, again, Latium goes to a randomly-generated Prince-Bishop. Sadly though, no amount of restarts seems to be fixing this one!
Use commands to change it yourself after clicking the button. Using the command seems to make it stick.Hey!
