After the reinstall do you have Windows 11 24H2? If so that is certainly the cause if your problem, despite what you feel and say here.It has nothing to do with windows 11 or 24h2 update. I have tried every method, formatted the whole computer and the problem still persists.
I have ryzen 9700x processor 64 gb ram rtx 5080 video card
The game uses the processor between 85-95%.
The video card is running at 100% load. I play at 1080p resolution.
As soon as the computer freezes, the game uses all 64gb ram and locks the computer.
Have you tried switching the renderer over to Vulkan? This is the only thing that worked for me. I still have the issue when I switch back to DirectX 11.I still have the issue with latest nvidia driver 572.47, I tried several things and they still dont work

This Intel CPU problem is very widely reported and affects many games and apps, not just this one - check out the end of that thread I linked. I've seen cases in this game, Cities Skylines 2, Victoria 3, Stellaris, HOI4 and EU4 alone.
If you have one of the affected Intel CPUs, that is 12th to 14th gen, this is almost certainly your problem. I urge you to seek a bios update form your system board maker.

this fixed it thankkkk youuuuuuuFound a fix for the windows 11 24h2 pc freezing/crashing bug, just join the windows insider program (the dev one) download the new build in your windows update and try again for me and my friends it worked
Updating the bios addresses a hardware problem with certain Intel CPUs, 13th and 14th gen ones. This is widely known across the industry and not at all confined to this game. The symptoms are random game crashes, not the PC freezing.I just encountered this issue. Very similar specs to OP. Wild that the first response is to update the bios when it's literally a single game.

Some affected users have definitely seen that help them with this issue. Do try this first as it has a decent record of success!
Also make sure your Nvidia driver is the latest.
And if nothing else helps, switch the renderer to Vulkan in the launcher-game settings menu - performance will likely be worse but users are reporting it stops the PC freezes!
